1. CITY-OWNED LEASED PROPERTY REPORT - Item continued.
The Committee requested an added category of square feet or
acreage of city-owned land. (This was listed on some proper-
ties.) Additionally staff was asked to list action to be
taken regarding city parcels or buildings. The report is due
back to the Committee on May 23, 1988.
2. PUBLIC UTILITIES RATE CHANGE - The Committee recom-
mended a letter of protest be sent to the Public Utilities
Commission regarding rate level changes by Southern Cali-
fornia Edison. Although the Southern California Edison
representative was not in attendance, the Committee felt that
as a matter of representation of their constituents they were
obligated to file a protest with the Public utilities
Commission. The forecast of fuel and energy costs to SCE and
the twelve month amortization of the Energy Cost Adjustment
Clause (ECAC) Balancing Account was included in the backup
material - Application 88-02-016 (attached). General Tele-
phone Company of California Case 82-10-08 was continued.
3. TRAFFIC SYSTEMS FEE - $12 PER TRIP, GENERATED BY NEW
DEVELOPMENT OR REDEVELOPMENT - Item continued. The Committee
asked that Mr. Clyde Sweet, Ludwig Engineering, be provided a

copy of all the backup material available on this issue. He
will have an opportunity to present his evaluation at the
next Ways and Means Committee meetinq. A letter sent by Mr.
Sweet to the Mayor and Council dated March 25, 1980 will also
be provided to staff for their review. The Committee re-
ceived information from Mr. Buswell, BIA, that his position
was unchanqed and his recommendation was still a $4 fee for
commercial trip qeneration.

3. An increase in the Electric Revenue Adjustment Billing
Factor (-ERABY.) which will result in an increase in
revenue of approximately $3.9 million on an annual basis.
The proposed ERABF is based upon the balance in the
Electric Revenue Adjustment Mechanism Balancing Account
estimated as of June 1, 1988 and is calculated in
accordance with a previOUSly ad~pted Commission procedure
4. Authority to make other modifications to ECAC procedures
related to the inclusion of future costs in ECAC.
Edison is also requesting that the Commission review the
reasonableness of Edison's operations during the periOd from
December 1, 1986 through November 30, 1987 and the reasonableness c
payments to qualifying facilities under nonstandard contracts for
the periOd from December 1, 1984 through lIovember 30, 1987,
