' 75-0262 CiT~OF SAN BERNARDIIO - REQUEO FOR COUNCIL AeON STAFF REPORT The Employee Recognition Program was initially submitted to the Council Personnel Committee by the Executive Assistant to the Council as a program designed to promote productivity and morale in the City. After a lengthy review and modification process, the Committee has recommended the attached. program. The Personnel Department will administer the program and budget for the $2500 expense in their new budget. It will be reviewed annually for effectiveness and reported to the Council Personnel Committee for recommendation for renewal annually. Initially, the program is recommended to star.t on July 1, 1988 and since there is only one nominating period for the remainder of this calendar year, there will be no 1988 employee of the year, however, winners from the 1988 nominating period will be considered for the 1989 employee of the year along with next year's periodic winners. April 1, 1988 75-0264 0: o o o EMPLOYEE RECOGNITION PROGRAM PURPOSE: To recognize achievements and outstanding work performance of city employees and to: a. Encourage and motivate employees toward greater effectiveness and efficiency b. Publicize the achievements and actions of individual employees c. Stress unity of the city work force RESPONSIBILITIES: (1) Each Department/Division will: a. Provide information to their employees on the nature of the program and establish procedures and criteria for departmental selection b. Accomplish periodic reviews and selects department employees for award of that period, and arrange for presentation of award at the departmental level c. submit departmental nomination for city-wide award to the Personnel Department on approved form in each applicable category. Only one 'nomination per category per period will be accepted (2) The Personnel Department will: a. Receive and review department nominations for city-wide awards for that period, ensuring compliance with "the procedures and intent of this program b. Arrange for meeting for evaluation of awards. of the selection committee nominations ot city-wide c. Prepare necessary documents for presentation of the award at a Council meeting (3) The Mayor'S Office will: a. Arrange for appropriate publicity of award (continued) , 0' o o o Employee Recognition Program -- Procedures 2 PROCEDURES (1) (2) (3) (4) The department may select one employee in each category for that nomination period. Employees selected by the department will receive one (1) full 8 hour equivalent working day off with pay and receive departmental recognition and publi- city within the d.partment. Departments with 15 or less employees may select only one employe. per category per year and make that selection during any nomination period. Each department will then nominate those selected employees on approved form to the City Selection Committee through the Personnel Department for consideration of a City-wide award. The city Selection Committee will evaluate the nominations and select one employee in each category for that nomination period to receive a $100 cash award and recognition of service by the Mayor and Council. In December of each year, the Selection Committee will re-evaluate the periodic winners for that year, and select an "Employ.. of the Year" in each category. Each employee will receive a $250 cash award and a day off with pay. Presentation of the award will be made by the Mayor and Council. AWARD CATEGORIES (1) Management/Confidential employee (per Resolution 10584) of the Period: for employees performing professional staff work. (2) Mid-Management Employee (per Resolution 10584) of the Period: for employees who.e prillary duty i. the direction and coordina-tion of the work of others. (3) Clerical Employee of the period: for employee. performing office and clerical duties. (4) General Employee of the period: performing hands-on duties of technical or skilled nature. for employees a laboring, (5) Safety Employee of the Period: for Police , Fire Safety employees. ' (continued) , O' o o o Employee Recognition program -- Procedures 3 ELIGIBILITY CRITERIA: (1) Must have been a regular City employee for one full year as of the close of the period. (2) Can only win once in any 24 month period. (3) Elected officials and City Administrator are not eligible. (4) Department Heads may be nominated by the Mayor or City Administrator under the Administrative category, and may be recognized for outstanding service but will not be eligible for cash or time off awards. NOMINATION PERIODS There will be 3 periods a year during which nominations may be made: January 1 April 16 July 16 April 15 July 15 October 15 . Nominations received by the personnel Department will be considered for award in that respective period. "City Employee of the Year" in each category will be evaluated by the selection committee from all city-wide periodic award winners in December of each year. SELECTION COMMITTEE: (1) Committee will be comprised of 1 member of the Council, Mayor or designated representative, City Administrator or designated representative, and two at-laZ0ge members .elected by the Mayor (could be department heads, Commission members, or private citizen.). (2) committee will establish criteria for selection, review all nominations, and announce their selections to the Mayor'. Office. (3) Committee will meet during the last week of April, July ,october to determine period winners, and first week in December for yearly winners. (continued) " 0: o o o Employee Recognition Program -- Procedures 4 SELECTION (1) CRITERIA: Department/Division will determine criteria for departmental nomination. (2) city Selection Committee may consider for city- wide award: internal (a) Performance at a significantly higher level than normally expected of the employee's classification. (b) Rendering a particular generally included in function. skill or talent the employee's not job (c) Performance in an outstanding and courageous manner, "above and beyond the call of duty", during a serious emergency situation. Consideration should be assigned to the consequences which would have resulted if. the act had not been performed. (d) Making substantial contribution to San Bernardino which shall enhance the prestige of the public service and City government. (e) Action by the employee that improves rela- tions between the city, other agencies, governmental bodies or community groups. I
