Recommended motion: 1. That a finding be made that the widening of Grade Crossing No. 2U-4.2 is needed for health and safety reasons. 2. However, there are only two traffic lanes across this grade crossing, which requires vehicles to negotiate a transition. Additional crossing protection, consisting of automatic gates and No.9 flashing lights, will be installed to improve the safety of motorists traversing this street. Widening of the crossing will need to be done in order to allow the automatic gates to be installed at the planned ultimate widths. We recommend that a finding be made that this project is needed for health and safety reasons. Plans have been prepared by the Engineering Division for the necessary widening at this grade crossing, and the project is ready to be advertised for bids. During design, it became evident that a considerable amount of the existing improvements had to be removed, since they were not in accordance with the ultimate alignment and grade. This removal and replacement of improvements naturally resulted in an increase in the estimated cost. Listed below is an estimate of the total project cost: Construction Contract $ 40,000 Engr. & Inspection (W.O. #1828) 6,900 Sub-Total $ 46,900 Contingencies (15%):t 7,100 TOTAL ESTIMATED PROJECT COST $ 54,000 Federal-Aid Section 203 Funds are available to finance 90% of the cost for the installation by Santa Fe Forces of the automatic gates and flashing lights. None of these funds can be expended for widening the crossing, which means the entire cost must be financed by the local agencies. A cooperative agreement has been entered into with the County which provides that they will bear 50% of the cost. An amount of $27,000 is proposed in the 1988-89 Street Construction Fund Budget, as supplemental funding to cover the City's share of the widening costs. At their meeting of 4-21-88, the Environmental Review Com- mittee made a determination that this project is categorically exempt from environmental review. We recommend that the plans be approved and authorization granted to advertise for bids. 4-21-88 75-0264
