Synopsis of Previous Council action:
On October 6, 1987, the Mayor and Common Council authorized the Mayor to
send a letter to the San Bernardino County Housing Authority approving
allocation of additional section 8 Certificates to the city of San
Bernardino.
On May 11, 1987, the Mayor and Common Council authorized the Mayor to send
a letter to the San Bernardino County Housing Authority approving alloca-
tion of additional Section 8 Vouchers to the Housing Authority on behalf
of the City.
On July 20, 1987, the Mayor and Common Council authorized the Mayor to
send a letter to the San Bernardino County Housing Authority approving an
allocation of additional Section 8 Vouchers on behalf of the city.
Recommended motion:
Form Motion
Authorize the Mayor to send a letter to the San Bernardino County Housing
Authority approving allocation of additional Section 8 Certificates to the
Housing Authority on behalf of the City of San Bernardino.

STAFF REPORT
Every year the Housing Authority of the County of San
Bernardino has allocated section 8 Certificates or Vouchers
for use throughout the County (including City of San
Bernardino). Attached for your review is a chart showing the
number of households receiving Section 8 assistance in various
cities and communities within the County of San Bernardino.
On several previous occasions the Mayor and Common Council
authorized the Mayor to send a letter to the Housing Authority
of the County of San Bernardino approving the allocation of
additional section 8 certificates and Vouchers respectively,
on behalf of the City of San Bernardino.
Under the section 8 existing housing program and housing
voucher program, HUD has made a preliminary commitment to the
Housing Authority to allocate approximately two hundred,
seventy five (275) additional vouchers to assist very low
income families and senior citizens to secure affordable
rental housing.
The two hundred, seventy five (275) certificates will serve to
alleviate a portion of the Housing Authority waiting list of
approximately 8,000 applicants, on a county-wide basis, except
the City of Upland.
section 213 of the Housing and Community Development Act and
subsequent regulations require that the Housing Authority gain
approval of cooperating cities, prior to submitting its
application to HUD for allocation of vouchers. The allocation
of additional vouchers enables the City to remain in
compliance with its goals set forth in the CDBG Housing
Assistance Plan, previously approved by the Mayor and Common
Council and HUD.
Staff recommends that the Mayor and Common Council authorize
the Mayor of the City of San Bernardino to send a letter to
the executive director of the Housing Authority of the County
of San Bernardino approving the allocation of additional
section 8 certificates to the Housing Authority to be utilized
on a proportionate basis in the City of San Bernardino.

mtely 275 Section 8 Valchers, please respond with a letter indi-
cating sudl. In addition, indicate that the above cxmnents are
final am that no further comments will be suJ:ani.tted by the city.
