Synopsis of Previous Council action:
On December 21, 1987, the Mayor and Common Council authorized staff to
advertise for bids for demolition and clearance of Goodwill Industries
property located at 899 West Third street, San Bernardino, California.
On February 15, 1988, the Mayor and Common Council awarded the demolition
contract to Kelly Demolition, in the amount of $22,000 for demolition of
the Goodwill Industries building at 899 West Third Street, San Bernardino.
Recommended motion:
That the Mayor and Common Council approve Change Order Number 1 to city
agreement with Kelly Demolition in the amount of $3,000.00 to allow
contractor to clear and rough grade Goodwill Industries main parking lot
located just south of the alley behind the Goodwill building, north of
main street, east of "I" Street, and west of the San Bernardino county
Flood Control Channel.

STAFF REPORT
On March 21, 1987, the Mayor and Common Council took an action
approving a loan to Goodwill Industries, Inc., for demolition
assistance in an amount not to exceed $23,000.
On December 21, 1987, the Mayor and Common Council authorized
staff to advertise for bids for demolition and clearance of
the above referenced site, and on February 15, 1988, the Mayor
and Common Council awarded the demolition contract to Kelly
Demolition (contractor) in the amount of $22,000.
On May 2, 1988, the Community Development Department received
authorization from Goodwill Industries to proceed with the
demolition.
On May 3, 1988, community Development staff visited the
project site with the contractor to determine if any work
conditions had changed since the bid date. It was determined
that the contractor had not included the second parking lot
demolition in the original bid submitted based on a
misunderstanding of the information provided to contractor.
(The Goodwill property includes two (2) separate parking lots,
both bounded on the south side by alleys.) Inasmuch as
Kelly's Demolition submitted a bid $7,000 less than the next
highest bid, and the requested Change Order is for $3,000 to
complete demolition of parking lot, the requested change is
considered reasonable and necessary in order to complete the
project.
Based on the above, staff recommends that Change Order Number
1 to the contract be approved to authorize the contractor to
demolish, clear and rough grade Goodwill Industries main
parking lot for a cost not to exceed $3,000. Approval of the
Change Order will increase the contract price from $22,000 to
$25,000.
