RESOLUTION NO. ~7
2 A RESOLUTION OF THE MAYOR AND COMMON COUNCIL 'OF THE CITY
OF SAN BERNARDINO MEMORIALIZING THE CALIFORNIA LEGISLATURE TO
3 PROVIDE MEANINGFUL TAX RELIEF FOR HOMEOWNERS.
4 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
WHEREAS, the historic reliance upon the property tax as a
fundamen'tal source of revenue for local government has generated
a burden upon the individual homeown'er which 'is 'fast becoming
intolerable and threatens to undermine our basic concept of home
and property; and
WHEREAS, the responsibilities of local government are no
longer limited to the traditionally accepted needs and require-
ments of the homeowner; and
WHEREAS, relief from the property tax burden is an absolute
necessity and cannot await the problems of partisan politics nor
can it be provided without recognizing the need for the' funds and
making the necessary tax shifts to eliminate the losses that
cities will incur; and
WHEREAS, the League 'of California Cities is committed to the
development of a specific revenue program to meet the ongoing
needs of cities through a balanced tax reform; and
WHEREAS, it appears imperative to petition the California
Legislature with the urgent requirement for responsible tax
relief for the individual homeowner through a balanced program
of tax reform which will provide for the ongoing needs of cities,
NOW, THEREFORE, IT IS HEREBY DETERMINED AND ORDERED by the
Mayor and Common Council of the City of San Bernardino as follows':
SECTION 1. The Mayor and Common Council of the City of San
Bernardino respectfully memorializes the California Legislature
to provide meaningful tax relief for the homeowner by enacting
legislation for tax reform which 'embodies a balanced revenue
program to meet the ongoing needs of cities.

SECTION 2. The Mayor and Common Council of the City of
San Bernardino endorses the position taken by the League of
California Cities by resolution adopted at its annual conference
in San Diego, October, 1970, and pledges its support in develop-
ing a positive program for municipal revenue needs.
SECTION 3. The City Clerk is hereby ordered to forward
copies of this resolution to our local State Legislators, the
Governor and to the League of California Cities as an indication
to each that insofar as the City of San Bernardino is concerned,
without proper and adequate tax reform during this legislative
session, many programs for urban living and preservation of the
environment which have been given much Legislative attention and
publicity will fail because the homeowner can no longer carry the
burden of financing local government through the property tax.
