A RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADOPTING A FIREMAN TRAINEE EDUCATIONAL AND TRAINING PROGRAM FOR SAID CITY. 5 BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 6 7 SECTION ONE: The Mayor and Common council of the City of San Bernardino hereby institute a Fireman Trainee Educational and Training Program for said city in accordance with and subject to that certain document entitled "city of San Bernardino, Education Program and Training Guideline, Fireman Trainee, February 1, 1971," a copy of which is marked Exhibit "A", attached hereto and incorporated herein as fully as though set forth at length. SECTION TWO: Each enrollee in said Program shall read and become familiar with said document and Program and the contents of this Resolution and shall execute and sign a written statement that he has read said document and Resolution and understands the same and that he agrees to accept and follow each and every condition and requirement thereof. Title: This program shall be known as the Fireman Trainee Program, and shall become effective on February 1, 1971. 2. Purposes and Obiectives: The Fireman Trainee Program is hereby established for the pur- pose of enhancing the ability of disadvantaged youth of the city of San Bernardino to qualify as Firemen with the Ci~y of San Bernar- dino. Much training time and expense is incurred by the city during the first year of employment of Firemen. It is anticipated that graduates of the Fireman Trainee Program, if employed by the City, will require less training and will become proficient as Firemen more quickly as a result of this program. It is also anticipated that graduates may be able to achieve higher scores on written and oral examinations conducted by the civil Service Board for the position of Fireman. 3. Content of proqram: The Fireman Trainee Program will consist of a cornibination of on-the-job training plus formal academic,training at an accredited college or university in Fire Science subjects. Several colleges in the San Bernardino area offer courses relating to firefighting and fire science. Fireman Trainees will receive instruction in all phases of Fire Department operations, rules, regulations and policies. Trainees will be required to ride on or use fire apparatus or other emergency equipment in response to fire alarms or other emergencies, and will receive full instruction in the use of such equipment. Trainees will also participate in fire prevention inspections, fire training drills, first-aid instruction, and maintenance and use of fire equipment. Firemen Trainees shall be regarded as temporary employees in the classified service of the Civil Service and shall be subject to the same rules, regulations and procedures as other Fire Department Program as set forth in the Training schedule. F1reman Trainee Page 2 February 1, 1971 Fireman Trainees shall not be regarded as Safety personnel insofar as Workmen's compensation Insurance coverage is concerned, nor shall they be required 'to participate in the retirement program of the city until such time as they may be appointed to the Fire Department as Firemen. 4. Entrance Requirements: Each applicant, for appointment to the Fireman Trainee pro- gram, must meet the following requirements: a. Must be male, a disadvantaged youth, and a minimum of 20 years of age and shall not have reached his 23rd birthday. b. Preference shall be given to high school graduates or individuals possessing an approved G.E.D. Certificate of high school equivalency. c. Must obtain a passing grade on the Stanford Achievement test or an equivalent examination as determined by the San Bernardino Unified School District. d. Must be a minimum 5'8" in height in stocking feet with a corresponding weight of 150 pounds,' and for any additional height his weight must be proportional, as established by the civil Service Board. e. Must be able to pass the physical and agility requirements as established by the Civil Service Board. f. Must be able to pass a criminal and traffic record check and background investigation in order to determine moral and attitude fitness for the program. g. Preference shall be given to bona fide residents of the city of San Bernardino who have been such residents for at least one year next preceding the date of their appointment as a Firemen Trainee. h. Must possess a valid motor vehicle operator's license issued by the State of California. F~reman Trainee Page 3 February 1, 1971 5. Special Requirements: Each candidate for appointment in the Frreman Trainee Program must sign a statement indicating an intent~on to take the required examination for Fireman conducted by the Civil Service Board of the city of San Bernardino during or as soon as possible after com- pletion of training in the Fireman Trainee Program. Each candidate must agree to enroll in a college or university or other educational institution in the San Bernardino area to take such Fire Science courses as may be recommended or approved by the Training Officer of the Fire Department. 6. Selection of Fireman Trainees: Applicants shall make application by submitting the prescribed application form through the civil Service Office of the city of San Bernardino. Selection for the program shall be made by the Chief Engineer, Fire Department, based on the recommendations of the civil Service Chief Examiner, Personnel Officer and the Fire Department Training Officer after review of the qualifications, interest and attitude of each applicant for the program. 7.' Uniforms and Protective clothinq: The Fire Departm~nt will furnish protective clothing which must be used by the Fireman Trainees, and will provide certain items, such as hats and badges. Other required personal uniform items as prescribed by the Department must be supplied by the Trainee at his own expense; however, the Department will assist by establishing financial arrangements as may be necessary. 8. Duration of proqram: Fireman Trainees will be appointed for a period of one year, with subsequent appointments of one year for additional training, depending upon the age of the Trainee and his satisfactory per- formance. as certified by the Training Officer and Chief Engineer, Fire Department, and approved by the Chief Examiner, civil Service Board, and the Personnel Officer of the City of San Bernardino. Fireman Trainees must pass all training, education and academic courses with a satisfactory grade. The training program will include assignment to various divisions and bureaus within the Fire Department for field observation and instruction as well as classroom or group instruction provided by the Training Officer or other assigned Fire Department personnel. Academic Traininq: Fireman Trainees will be required to attend a college or university or other educational institution in the San Bernardino area and enroll in any Fire Science courses that may be recommended or approved by the Training Officer of the Fire Department. The city will pay all costs of tuition and books required, subject to the satisfactory completion of each course by the Trainee. Fireman Trainees will be required to maintain a subject grade of "C" or better in those Fire Science courses in which they are enrolled. All Fire Science courses attended under this program must be ap- proved in advance by the Training Officer, Fire Dep~rtment. At- tendance at a local college or university or other educational institution including travel to and from, will be considered as part of the normal work schedule. 10. Proqress Reports: Progress reports will be required in writing at least once each month for each Trainee. Such written reports shall be pre- pared by the Training Officer on each Trainee and submitted to the Chief Engineer, Fire Department, the Chief Examiner, civil Service Board, and the Personnel Officer OI the city of San Bernardino for their review and approval. At the end of the first three months in the Fireman Trainee Program, each Trainee will be personally interviewed jointly by the Chief Engineer and the Training Officer, for the purpose of reviewing progress and discussing problems encountered by the Trainee. If the progress is considered satisfactory, the Trainee will be permitted to continue with the program. If the progress is considered unsatisfactory, the Trainee will be recommended to the civil Service Board for dismissal from the program. If the Board approves the recommendation for dismissal, the Trainee will then be terminated. At the end of each succeeding three month period, a similar interview and review will be conducted with a subsequent decision to retain in or dismiss from the program. Fipeman Trainee Page 5 February 1, 1971 11. completion of Proqram: The Fireman Trainee Program is designed for a period that normally shall not exceed one year. .At the end of the first year, Fireman Trainees will be required to take a Civil Service examina- tion for the position of Fireman with the city of San Bernardino, which shall be open to all qualified applicants. As a consequence of having completed the Fireman Trainee program successfully, each Fireman Trainee will receive ten points which shall be added to his final score after he has passed the written and oral portions of the Fireman examination. Trainees who are not successful in attaining eligibility for the position of Fireman at the end of the one year period may apply for a subsequent appointment of one year for additional training. Approval will be based upon his age and his over-all performance during the initial one year period. Extensions will be predicated on the approval of the Mayor and Common Council for a continuation of this program. 12. Stipend: The stipend to be paid to Fireman Trainees will be at the rate of $425 per month for the first three months, $450 per month for the next six months, and $475 per month for the last three months of the first year of this program, payable on a bi-weekly basis. When an extension of training is approved, the Fireman Trainee shall continue to receive $475 per month for the duration of the extension. 13. Amendments to Guidelines: The Fire Department may recommend changes to these quidelines at any time. Such recommendations must be made by the Chief Engineer, Fire Department, to the Civil Service Board and/or to the Mayor and Common council, as applicable, who may approve, disapprove, or modify such recommendations by minute entry at a regularly scheduled, official meeting. DEC]~MBER, 1970 FIREMAN TRAINEE JOB DESCRIPTION Although this is an in-training position designed to acquaint the incumbent with Fire Department functions and procedures in general, the Fireman Trainee responds to all fire alarms under direct supervision to assist in protecting life and property which may be endangered by fire; participates in fire prevention and maintenance activities; maintains equipment and quarters; studies Fire Science courses while enrolled at an accredited college, ,university or other educational institution; and does related work as required. REPRESENTA TIVE DUTIES Conducts training in response to alarms and through enrollment in Fire Science courses; lays lines of hose; directs streams of water; carries and sets up ladders; ventilates buildings; performs rescue work; mops, sweeps, and cleans after fires to prevent water damage; washes, services and polishes fire apparatus; drills with company members; attends special instruction in fire fighting and prevention techniques; administers first aid; tests, washes and hangs hose; stands regular floor watch details ,and assists callers; makes periodic study of City layout and City water systems; after thorough training may use inhalator and resuscitator; may drive light equipment vehicles; trains in fire prevention inspections and alarm operations; responds to enlergency calls when off duty; may be allowed independence in duties being performed when skills and experience are, gained in certain operations. EMPLOYMENT STANDARDS Must be male, a member of a minority group, and a minimum of 20 years of age and shall not have reached his 23rd birthday; must be a minimum 5'8" height in stocking feet with a weight of at least 150 pounds and a weight in proper proportion to height; must be able to pass physical and agility require- ments as established by the Civil Service Board of the City of San Bernardino; must be able.to enroll in Fire Science curricula at an accredited college, university or other educational institution; and must be able to pass a criminal and traffic record check and a background investigation.
