HomeMy WebLinkAbout1985-081 1 RESOLUTION NO. 85-Rl 2 RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO ADVISING OUR ELECTED FEDERAL OFFICIALS OF THE ADVERSE 3 IMPACT OF THE LOSS OF GENERAL REVENUE SHARING FUNDS AND URGING SUCH OFFICIALS TO TAKE ACTION TO CONTINUE THE REVENUE SHARING 4 PROGRAM. 5 WHEREAS, President Reagan's 1985-1986 federal budget proposal 6 IWOUld eliminate general 1985; and revenue sharing effective September 30, 7 8 WHEREAS, the loss of this revenue source would create an 9 unreasonable hardship and disruption for the City of San 10 Bernardino and other jurisdictions which are recipients of revenue 11 sharing funds; and 12 WHEREAS, during the current fiscal year $3,415,188 has been 13 received from revenue sharing funds and has been budgeted as ]4 follows: 15 Police $ 1,400,000 16 Fire 1,200,000 17 Parks, Recreation & Community Services 565,188 18 Public Services 250,000 19 20 WHEREAS, seventy-six percent (76%) of the City's revenue 21 sharing funds are designated for public safety purposes, that the 22 loss of this revenue source would result in either a reduction of 23 vital services or the necessity of increasing local taxes as 24 replacement revenue, and that the loss would also result in the 25 City being unable to rehabilitate existing facilities or undertake 26 maintenance programs that have been deferred; and 27 WHEREAS, the City of San Bernardino has since the beginning 28 of the revenue sharing program acted prudently in addressing the 1 public needs; and 2 WHEREAS, throughout times of inflation and economic decline 3 the City of San Bernardino has maintained service levels and has 4 attempted within our limited means to address infra-structure 5 needs; and 6 WHEREAS, our best efforts to meet the needs of our citizens 7 has made it impossible to accumulate reserves to offset the loss 8 of general revenue sharing funds, 9 NOW, THEREFORE, BE IT RESOLVED that our elected federal 10 officials be advised that the loss of general revenue sharing 11 funds would necessitate drastic reductions in service levels which 12 would have a negative effect on the quality of life of the 13 citizens of the City of San Bernardino. 14 BE IT FURTHER RESOLVED that the Mayor and Common Council urge 15 our elected federal officials to take appropriate action to assure 16 the continuance of the revenue sharing program. 17 BE IT FURTHER RESOLVED that the City Clerk of the City of 18 San Bernardino be directed, and she is hereby directed, to 19 mail certified copies of this resolution to the following: 20 Senator Alan Cranston, 5757 West Century, Room 515, Los Angeles, 21 CA 90045; Senator Pete Wilson, 880 Front Street, Room S-6-9, 22 San Diego, CA 92188; Representative George Brown, 657 La Cadena 23 Drive, Colton, CA 92324; and Representative Jerry Lewis, 101 24 South 6th Street, Redlands, CA 92373. 25 I HEREBY CERTIFY that the foregoing resolution was duly 26 adopted by the Mayor and Common Council of the City of San 27 Bernardino at a reqular meeting thereof, held on 28 the 18th day of February , 1985, by the following vote, -2- 1 to wit: 2 AYES: Council Members HprnPlnrlA7 .
