BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
6 SAN BERNARDINO AS FOLLOWS:

SECTION 1. The Mayor of the City of San Bernardino is hereby
8 authorized and directed to execute on behalf of said City various
9 agreements relating to grant allocations for fiscal year 1984-1985
10 with Ballet Folklorico Cultural, Music for Whistle, Pipes &
11 Flutes, Community Arts Productions, Theatre Festival for Young
12 Audiences, San Bernardino Art Association, Inland Empire Symphony,
13 and San Bernardino Valley Community Concert Association. A copy
14 of each such contract is attached hereto and incorporated herein
15 by reference, each being marked respectively with the following
16 exhibit numbers: Exhibit A - Ballet Folklorico Cultural; Exhibit
17 B - Music for Whistle, Pipes & Flutes; Exhibit C - Community Arts
18 Productions; Exhibit D - Theatre Festival for Young Audiences;
19 Exhibit E - San Bernardino Art Association; Exhibit F - Inland
20 Empire Symphony; Exhibit G - San Bernardino Valley Community

(Community Organization)
THIS AGREEMENT is entered into between the CITY OF SAN
I!BERNARDINO, a municipal corporation, referred to as "City., and
lithe THEATRE FESTIVAL FOR YOUNG AUDIENCES, a California nonprofit

!organization, referred to as .Organization".
The parties agree as follows:
1. Recitals.
(a) Organization has requested financial assistance from
City for the fiscal year 1984-1985, in order to assist in
Idefraying the expense of certain concerts, shows, festivals or
events or activities sponsored by Organization as set forth in
Organization's grant proposal approved by the Fine Arts Commission
of City and a copy of which is attached hereto as Exhibit "A" and
hereby incorporated herein. The financial assistance provided for
in this agreement is made on a one-time only basis, and receipt of
said funds shall not imply a continuing obligation of the City
beyond the term of this agreement.
(b) The expenditure is for a valid municipal public purpose,
to wit: for promotion of arts and culture, as outlined in Exhibit
"A".
2. Payment. Upon presentation of a claim to the City
Administrator, City shall pay to Organization from the budget for
the 1984-1985 fiscal year, the total sum of TWO THOUSAND FIVE
HUNDRED DOLLARS ($2,500) at such time or times and in such
periodic amounts as determined by the City Administrator and
Finance Director of City, consistent with the grant proposal
approved by the Fine Arts Commission.

3. Use of Funds. The funds paid to Organization shall be
used solely for the purposes set forth in Exhibit "A". Within
thirty days of the end of the grant program, all unexpended funds
shall be returned to City by Organization.
4. Accounting. Prior to the final payment under this
agreement, and at such other times as may be requested by the City
Administrator or Director of Finance of City, Organization shall
submit to the City Administrator, with a copy to the Director of
Finance and the San Bernardino Fine Arts Commission, an accounting
of the proposed and actual expenditures of all revenues accruing
to the Organization for the fiscal year ending June 30, 1985.
Financial records shall be maintained in accordance with generally
accepted accounting principles by Organization in such a manner as
to permit City to easily trace the expenditures of the funds. All
books and records of Organization are to be kept open for
inspection at any time during the business day by the City or its
officers or agents.
5. Hold Harmless. Organization covenants and agrees to
indemnify and save harmless the City and its employees and agents
from all liabilities and charges, expenses (including counsel
fees), suits or losses however occurring, or damages arising or
growing out of the use or receipt of the funds paid hereunder and
all operations under this agreement. Payments hereunder are made
with the understanding that the City is not involved in the
performance of services or other activities of Organization.
Organization and its employees and agents are independent
contractors and are not employees or agents of the City in
performing said services.

6.
Termination.
City shall have the right to terminate this
2 agreement and any funding remaining unpaid hereunder for any
3 reason by mailing a ten day written notice to Organization and
4 this agreement shall terminate ten days after the mailing of such
5 notice. In the event this agreement is terminated for reasons of
6 improper use of funds or use of funds for any purpose other than
7 those authorized, any unexpended portion of the funds provided by
8 City shall be returned to City. In addition, Organization shall
9 reimburse to City any funds expended which were used for any

10 jpurposes other than those authorized under this agreement.

7. Assignment. Organization shall not assign its interest
12 in this agreement without the prior written approval of City.

8. Final Report. Prior to termination of this agreement,
14 Organization shall provide a final report on the project funded by
15 this agreement in accordance with the Criteria for Financial
16 Support heretofore provided by City to Organization.
9. Notices. All notices herein required shall be in writing
17
18 and delivered in person or sent by certified mail, postage
19 prepaid, addressed as follows:

The Theatre Festival for Young Audiences herewith
applies for a grant of $5,000.00 to be used in partial
support of a Theatre Festival for Young Audiences on
the California State University of San Bernardino campus
April 12, 13, and 14, 1985. Theatre Festival for Young
Audiences is administered by a committee chaired by Joy
Murphy and Ronald E. Barnes. This committee was created
under the auspices of the Department of Theatre Arts of
the California State University of San Bernardino and
the Southern California Educational Theatre Association.
We are pleased that the Mayor and Common Council
have chosen to undertake the support of the arts in the
community. We have planned a significant theatrical
event for the community and appreciate the consideration
of the commission to our request for partial funding.

EXECUTIVE SUMMARY,
The Theatre Festival for Young Audiences was developed by the
.
Southern California Educational Theatre Association (SCETA) to pro-
mote theatre experiences for children, to improve the quality of
children's theatre, and to bring together theatre professionals to
share their experiences with students of theatre. Each festival is
administered by a host institution which in 1985 is California State
University, San Bernardino (CSUSB). During the three day festival,
about fifty adult professional, semi-professional and college/univer-
sity theatre organizations will be invited to perform following
application and audition. (A list of the 1983 participating groups
is attached.) Each group provides multiple performances, and each
performance is evaluated by a group of experienced judges.
It is the young audiences in the host community that benefit, for
they have an opportunity to see a variety of theatre performances
ranging from the formally scripted to audience participation/impro-
vised presentations, a variety of actors, including the physically
handicapped, and a variety of street theatre by mimes, clowns and
jugglers. Adding to the Faire Festival spirit will be musical per-
formances, opportunities for art and video audience participation,
and refreshment concessions. SCETA recognizes that the ftyoungft are
of all ages, and that is the reason for the festival's present title,
formerly known as The Children's Theatre Festival.
The first day, Friday, April 12, is the most formal. Four groups
of 500 school children each will be bussed in at two-hour intervals.
Admission is by invitation only. Each group will see at least two
performances and participate in a mini- food/arts/faire.

On Saturday and Sunday, ~pril 13 and 14, admission is by ticket.
Between the hours of 11100 a.m. and 6100 p.m. there will be consecu-
tively four or more concurrent performances plus a full-acale food/
arts/faire. One ticket provides admission to any performance. Per-
formances will be staggered to provide for different age groups.
(Typically that would be K-3, 3-6, 7-10, 10-12.) There will be some
particular performances for special needs students such as the hear-
ing impaired. However, we are making a special effort to reach all
special needs students for they can be accomodated at all events.
The project is self-supporting and depends upon box office
income to pay all costs. Additional in-kind services are provided
by the performing groups (performances), by school districts (bus-
sing), and by the sponsoring organization. One major objective of
the Advisory Committee is to make this Theatre Festival for Young
Audiences available at an affordable cost to as many youngsters from
as many physical and economic backgrounds as possible. That is why
we seek financial support from CLASS of $5,000.00, from the Fine Arts
Commission of San Bernardino of $5,000.00, and from service groups.
The host institution, the Department of Theatre Arts, CSUSB, is
celebrating it twentieth year of performances in the community.
Prior host institutions include CSU Northridge, CSU Los Angeles, Los
Angeles City College, and Loyola Marymount University. The host
institution is responsible for all budgetary and artistic matters
subject both to guidelines established by, and budget approval by
the Board of Directors of SCETA. In the case of CSUSB, the depart-
ment is also subject to the regulations and procedures of the State
of California and the California State University system. The chief

SCETA. He co-chairs a community advi.ory committee with Joy Murphy,
Director, Finance and Support Services of the Inland Empire Nursing
Association. All faculty and ataff and moat theatre arts majors of
the host institution will participate in the festival. The producer
is Robert Bowell of the theatre arts faculty.
NEED STATEMENT:
The City of San Bernardino already provides theatre activity for
young people through Junior University, Parks and Recreation, San
Bernardino Valley College Theatre Arts Department, and the Department
of Theatre Arts at CSUSB. However, every community is enriched by
increased participation in the arts, first by the intellectual and
play spirit which it provides, and second, by the increased interest
generated for existing arts activities. Also, in the public schools,
there is a demand for additional arts activities. For example, the
Imagination Players of the Department of Theatre Arts at CSUSB play
to about 5,000 persons per year and Professor Rudisill always has
more requests for bookings than can be accomodated. Finally, the
quality and range of types of performing groups that will be sched-
uled at the Theatre Festival for Young Audiences will provide this
community with models of performance groups which could be developed
within the community to provide continued theatre arts enrichment.

DESCRIPTION I
The committee will book and schedule approximately 50 performing
groups for performances on the CSUSB campus April 12, 13 and 14, will
arrange for about 15 reviewers to participate in the evaluation of
those performances, will make arrangements for participation of 2,000
public school children on April 12, will publicize to encourage indi-
vidual and group participation for 500 to 1,200 per day on April 13
and 14, and will develop plans for personnel and arrangements for the
facility to accomodate these events on the CSUSB campus.
GOALS/OBJECTIVES,
The primary objective is to provide an exciting theatre art
experience for residents of the community. Success will be measured
by the number of participants (as limited by the number that can be
accomodated). A secondary objective is for performing groups to ex-
change professional experiences. Success for the former is measured
by willingness of groups to participate in the festival, and in the
latter by the professional evaluators. The future goal is to encour-
age increased community theatre activities for young audiences.
IMPLICATIONS:
This festival has been offered in various parts of Los Angeles,
Northridge, and San Diego with considerable success for the perform-
ing groups, as well as for the audience, and that is virtually guar-
anteed here. We are enthusiastic about the opportunities for our
audience. In addition, we believe there is benefit for the univer-
sity. The festival will raise the consciousness of the community

regarding our university and our theatre department, and will hope-
fully increase the audience for live theatre.
PLAN OF ACTION/PROJECT DESIGN/METHOOOLOGYI
A committee has been formed to develop plans for the festival
and $1,000.00 in seed money has been approved by the Board of Direc-
tors of the Southern California Educational Theatre Association.
Individuals on the committee have accepted assignments in their area
of expertise and, in some cases, necessary groundwork is now being
completed. Most have the experience ~o operate independently. Pro-
gress reports and planning will take place at monthly meetings.
In addition to budget and funding, other major planning areas
include Audience Development, Performing Groups, and Campus Logis-
tics. Particular efforts are being made to reach special popUlations.
Business activities will be divided into four areas with a dif-
ferent individual responsible for each:

A checking account has been opened in the name of Theatre Festival
for Young Audiences. All disbursements will require invoices or cash
register receipts.
TIME FRAME I
The first meeting of the Advisory Board took place on June 26,
1984. Within one week of the final performance on April 14, 1985,

all phy.ica1 matter will be 'returned, and by May 30 the book. will
be c10..d and a draft report will be completed. The final report
will be completed by July. 15.
EVALUATION:
There will be follow-up questionnaires and exit interviews for
those audience groups participating on Friday. Saturday and Sunday
individuals will be observed and attendanoe monitored to gather
statistical data. Questionnaires and exit interviews will also be
given to performing groups. This data will be analyzed for purposes
of determining future needs to be filled in the community. This
analysis, plus reports on procedures, organization and budgets, will
form the bulk of the final report.
FUTURE FUNDING:
Consideration is being given to a second year of this activity
on campus. Funding for that would be determined in part by box office
income from the first year. Individual theatre activities thereafter
would have to be developed by the university, by other educational
institutions in our service area, or by private groups.

THIS AGREEMENT is entered into between the CITY OF SAN
IBERNARDINO, a municipal corporation, referred to as "City", and

The parties agree as follows:
1. Reci tals.
I (a) Organization has requested financial assistance from
ICity for the fiscal year 1984-1985, in order to assist in
Idefraying the expense of certain concerts, shows, festivals or
events or activities sponsored by Organization as set forth in
Organization's grant proposal approved by the Fine Arts Commission
of City and a copy of which is attached hereto as Exhibit "A" and
15 hereby incorporated herein. The financial assistance provided for
16 in this agreement is made on a one-time only basis, and receipt of
17 said funds shall not imply a continuing obligation of the City
18 beyond the term of this agreement.
19 (b) The expenditure is for a valid municipal public purpose,
20 to wit: for promotion of arts and culture, as outlined in Exhibit

2. Payment. Upon presentation of a claim to the City
Administrator, City shall pay to Organization from the budget for
the 1984-1985 fiscal year, the total sum of SIXTEEN THOUSAND
DOLLARS ($16,000) at such time or times and in such periodic
amounts as determined by the City Administrator and Finance
Director of City, consistent with the grant proposal approved by
the Fine Arts Commission.
1 3. Use of Funds. The funds paid to Organization shall be
2 used solely for the purposes set forth in Exhibit "A". Within
3 thirty days of the end of the grant program, all unexpended funds
4 shall be returned to City by Organization.
5 4. Accounting. Prior to the final payment under this
6 agreement, and at such other times as may be requested by the City
7 Administrator or Director of Finance of City, Organization shall
8 submit to the City Administrator, with a copy to the Director of
9 Finance and the San Bernardino Fine Arts Commission, an accounting
10 of the proposed and actual expenditures of all revenues accruing
11 to the Organization for the fiscal year ending June 30, 1985.
12 Financial records shall be maintained in accordance with generally
13 accepted accounting principles by Organization in such a manner as
14 to permit City to easily trace the expenditures of the funds. All
15 books and records of Organization are to be kept open for
16 inspection at any time during the business day by the City or its
17 officers or agents.
18 5. Hold Harmless. Organization covenants and agrees to
19 indemnify and save harmless the City and its employees and agents
20 from all liabilities and charges, expenses (including counsel
21 fees), suits or losses however occurring, or damages arising or
22 growing out of the use or receipt of the funds paid hereunder and
23 all operations under this agreement. Payments hereunder are made
24 with the understanding that the City is not involved in the
25 performance of services or other activities of Organization.
26 Organization and its employees and agents are independent
27 contractors and are not employees or agents of the City in
28 performing said services.

6. Termination. City shall have the right to terminate this
2 agreement and any funding remaining unpaid hereunder for any
3 reason by mailing a ten day written notice to Organization and
4 this agreement shall terminate ten days after the mailing of such
5 notice. In the event this agreement is terminated for reasons of
6 improper use of funds or use of funds for any purpose other than
7 ,those authorized, any unexpended portion of the funds provided by
8 City shall be returned to City. In addition, Organization shall

reimburse to City any funds expended which were used for any

purposes other than those authorized under this agreement.

7. Assignment. Organization shall not assign its interest

and Flutes." Dr. Jerrold Pritchard, Professor of Music is

dures, Foundation for the California State University, San
Bernardino, a non-profit corporation under laws of California,
whose officers and membership are administrators and faculty of
the University, handles the receipts and disbursements of grant-
and foundation-supported research funds. If this request is
approved, the funds should be drawn in favor of Foundation for

which does not duplicate existing programs.

Music for Whistles, Pipes and Flutes
A Proposal by Jerrold Pritchard
'Summary of Project: A series of free public concerts to be held
in each of the ten San Bernardino Community Recreation Centers,
These informal concerts would be devoted to demonstration, dis-
cussion and performance of unaccompanied solo flute music.
Statement of the Problem: San Bernardino has a growing number of
senior citizens who are underserved by existing cultural organiza-
tions, Because of limited incom~, lack of transportation, lack
of formal education in the arts and few positive previous experiences,
these placebound older citizens are unable to take advantage of
many current programs on our university campus and throughout the
city and must rely on the activities and events available at
nearoy community centers, Often this population is uncomfortable
in formal recital settings and may have misconceptions about the
accessibility and immediacy of "serious" art music,
Description of Project: The current proposal seeks to bring live
music of a varied nature to these neighborhood centers, Over the
past 10 years, the project director has developed a carefully
selected program of diverse repertoire drawn from a wide variety
of countries, historical periods and musical styles, The program
is very portable, simple and inexpensive to produce. The musical
selections range from simple folk melodies from Latin American to
18th century Irish dance tunes, jigs, and reels, to novelty works
with elaborate variations on familiar popular tunes to modern
descriptive work which present a story through musical symbolism,

Project Goals and Objectives: The format of this hour long program
is to expose the listener to a visual and aural travelogue through
the history of the flute family, Over twenty ethnic, historical
and modern instruments are displayed, explained and demonstrated
using simple, familiar style to progressively reveal the beauty
and variety of sounds possible on the oldest least complicated
wind instrument.
While the range of literature is somewhat limited and a lengthy
concert of highly serious classical flute music is of limited tonal
contrast and appeal, the goal of these concerts is not only to
provide entertainment and aesthetic pleasure but also to expose
the target audience to the potential inherent in even a small and
intimate instrument like the flute, The flute will never rival
the trumpet for brilliance, the trombone for volume, the oboe for
focus and intensity or the piano'for range and depth of sound--but,
the flute has the ability to color and shade its utterances with
the smoothness, lightness and constantly changing intensity of the
human voice, and therein lies its profound power of expression.
While the sound may be limited to the spectrum of the color blue,

one has only to look around his or her surroundings to realize
the infinite number of hues and mixtures of shade which make blue
such a popular color,
The outcome of these concerts should be an increased awareness
of the subtleties and potential range of musical nuances which
surround us daily, The audience should come away from the concerts
not merely amused and musically delighted by the obvious tuneful-
ness of the selections but also indirectly more sensitive to their
own potential for creative awareness and self-conscious involvement
with music, whether in a concert setting, through the media or
in personal music making in the home, The progression from un-
conscious acceptance to personal involvement to active participa-
tion as a creative listener in partnership with the performer
is the ultimate goal of any audience development project in music.
The realization of these broader goals should be apparent in the
immediate enthusiasm of the audience and the later willingness
to attend other concerts of unfamiliar music,
The current project is based on several years of experimentation
with this program format in a large number of settings, including
recital halls, classrooms, day care centers, art galleries, dormi-
tory lounges, public parks and retirement homes. The most appro-
priate environment to experience this intimate instrument is in
a moderate size room with an audience of 10 to 50 people who are
sitting in close proximity to the artist, as if in a spacious
living room among close friends, The sound should enfold the audience
with a warm and lively ambiance--bright, clear and immediate,
Pro;ect Implications: This audience development project can be
seen as a pilot project for further ventures in this field by
faculty and students from Cal State music department, Establish-
ment of good rapport with the audiences, a close liaison with the
parks and recreations department staff, and a smooth handling of
the logistical arrangments should be a strong basis for explora-
tion of larger grant opportunities with other arts funding agencies,
corporations and even local musicians union trust funds.
Plan of Action: This concept has had some discussion and immediate
acceptance by the city cultural center staff, If funded, the next
step would be to meet with the cultural director and managers of
each of the community centers:

After determining the best dates and times for scheduling such an
event at the separate sites, center staff would provide publicity
and reserve the facilities, As described above, the physical re-
quirements are minimal: a quiet room, chairs, and a small display
table are all that need be provided by the centers. The performer
will provide sheet music, music stands, display racks and musical
instruments,
Time Frame: Cultural Center staff has indicated that the period
of March to May would be the best time to schedule these concerts,
This would provide sufficient time after funding for formal scheduling,
local arrangments and publicity before the spring schedule of Parks
and Recreations Department activities is published, Some attempt
will be made to schedule 2-4 concerts in a single week in order
to allow the performer to focus energies and minimize interruptions
of the project director's other academic and administrative duties
at the university,
Evaluation: The broader goals of the project are, like most artistic
endeavors, less tangible, less visible and more ongoing than
scientific research projects, Nevertheless, certain aspects are
directly observable and quantifiable: attendance, audience response
and enthusiasm, clarity of the presentation, number of questions
elicited, number of audience coming up after the concert to handle
the decorative instruments and admire the details of the collection,
etc,
Recreation Center staff normally prepare an "afteraction" report
and have expressed a willingness to provide this service. They
have suggested, however, that a formal questionnaire not be used
for this type of concert program, Rather, an outside evaluator
would be employed as a consultant early in the series of concerts
to provide objective professional criticism and suggestions for
improvement where needed. Mr, Phillip Swanson, Director of the
University of Redlands School of Music, is proposed as evaluator.
He is a professional flutist and an experienced community service
concert sponsor. He recently authored two successful grant
proposals to use music school student ensembles in public settings
similar to those proposed here, His written report would supplement

3 THIS AGREEMENT is entered into between the CITY OF SAN
4 BERNARDINO, a municipal corporation, referred to as "City", and
5 the BALLET FOLKLORICO CULTURAL, a California nonprofit
6 ,organization, referred to as "Organization".
7 The parties agree as follows:

1. Recitals.

(a) Organization has requested financial assistance from
10 City for the fiscal year 1984-1985, in order to assist in
II defraying the expense of certain concerts, shows, festivals or
]2 events or activities sponsored by Organization as set forth in
13 Organization's grant proposal approved by the Fine Arts Commission
]4 of City and a copy of which is attached hereto as Exhibit "A" and
]5 hereby incorporated herein. The financial assistance provided for
16 in this agreement is made on a one-time only basis, and receipt of
17 said funds shall not imply a continuing obligation of the City
]8 beyond the term of this agreement.
]9 (b) The expenditure is for a valid municipal public purpose,
20 to wit: for promotion of arts and culture, as outlined in Exhibit
21 "A".

2. Payment. Upon presentation of a claim to the City
23 Administrator, City shall pay to Organization from the budget for
24 the 1984-1985 fiscal year, the total sum of FOUR THOUSAND DOLLARS
25 ($4,000) at such time or times and in such periOdic amounts as
26 determined by the City Administrator and Finance Director of City,
27 consistent with the grant proposal approved by the Fine Arts
28 Commission.
I II 3. Use of Funds. The funds paid to Organization shall be

2 lused solely for the purposes set forth in Exhibit "A". Within
3 thirty days of the end of the grant program, all unexpended funds
4 shall be returned to City by Organization.

4. Accounting. Prior to the final payment under this
6 agreement, and at such other times as may be requested by the City
7 Administrator or Director of Finance of City, Organization shall
8 submit to the City Administrator, with a copy to the Director of
9 Finance and the San Bernardino Fine Arts Commission, an accounting
10 of the proposed and actual expenditures of all revenues accruing
11 to the Organization for the fiscal year ending June 30, 1985.
12 Financial records shall be maintained in accordance with generally
13 accepted accounting principles by Organization in such a manner as
14 to permit City to easily trace the expenditures of the funds. All
15 books and records of Organization are to be kept open for
16 inspection at any time during the business day by the City or its
17 officers or agents.

5. Hold Harmless. Organization covenants and agrees to
19 indemnify and save harmless the City and its employees and agents
20 from all liabilities and charges, expenses (including counsel
21 fees), suits or losses however occurring, or damages arising or
22 growing out of the use or receipt of the funds paid hereunder and
23 all operations under this agreement. Payments hereunder are made
24 with the understanding that the City is not involved in the
25 performance of services or other activities of Organization.
26 Organization and its employees and agents are independent
27 contractors and are not employees or agents of the City in
28 performing said services.

6. Termination. City shall have the right to terminate this
2 agreement and any funding remaining unpaid hereunder for any
3 reason by mailing a ten day written notice to Organization and
4 this agreement shall terminate ten days after the mailing of such
5 notice. In the event this agreement is terminated for reasons of
6 improper use of funds or use of funds for any purpose other than
7 those authorized, any unexpended portion of the funds provided by
8 City shall be returned to City. In addition, Organization shall
9
reimburse to City any funds expended which were used for any
10
purposes other than those authorized under this agreement.

SUMMARY
The basic purpose of this project is to encourage youth from within
the Inland Empire to participate in dance activities related to the Mexican
culture, otherwise known as "Ballet Folklorico," Not only will the art of
Ballet Folklorico be available as a goodwill to aid in understanding the
diversity and complexity of this portion of the Mexican culture, but it will
also assist the particpating youth in developing within themselves--pride,
thus elevating their attitude towards a strong and secure personal character,
which shall affect society in general, Additionally, the project will be
developed so it may also be used by teachers for ethnic studies or any
person having a desire to learn about "Ballet Folklorico."
DEseR I PTION
The dances of Ballet Folkloricos are interpreted in many ways. Some
dances are improvised by the dancers doing them. Others will have a univ-
ersal format from the areas of origin, The project will include
the version of each dance that is most familiar to the instructor,
The dance classes will be divided into three sections, the beginning,
level, intermediate level, and advanced level, In addition, dances are
increased and included in each section according to their level of diff-
iculty, The dances will be arranged geographically from their origin in
Mexico, beginning in the north, then moving down the western coast, across
the south, and up the eastern coast,
The format for each dance class will include:
Name, title and significance,
Geographical origin.

NEEDS STATEMENT
It is commonly known that youth, due to the lack of social organized
activities, are increasingly subjected to drug abuse, alcoholism, and truancy
which, as a result, is ultimately a burden on the state and society. This
project addresses that deficiency by reinforcing positive social factors.
At the same time, it will provide youth with a pride and understanding in
the Mexican heritage and culture. Through their participation in this
program, the youth will become a part of their community by providing pos-
itive interactions between themselves and others through this art form.
OBJECTIVES
This project will recruit approximately seventy-five (75) youth,
ranging from six (6) years old to twenty-one (21) years old to participate
as dancers for the Ballet Folklorico. Of the seventy-five (75) partici-
pants, fifty (50) will be continuous attendees, ranging from beginning to
advanced level.
Of the fifty (50) continuous performers, twenty-five (25) from the
intermediate and advanced levels will attend advanced workshops at either
university or intemational levels to increase their knowledge of "Ballet
Folklorico." In turn, these attendees will provide this additional
knowledge to the rest of the dancers.
The dancers will be performing at least fifty (50) public workshops at

FUTURE FUNDING
The Ballet Folklorico Cultural wishes to sustain itself through
donations as a non-profit organization, therefore, no future funding

7 Administrator or Director of Finance of City, Organization shall
8 submit to the City Administrator, with a copy to the Director of
9 Finance and the San Bernardino Fine Arts Commission, an accounting
10 of the proposed and actual expenditures of all revenues accruing
11 to the Organization for the fiscal year ending June 30, 1985.
12 Financial records shall be maintained in accordance with generally
13 accepted accounting principles by Organization in such a manner as
14 to permit City to easily trace the expenditures of the funds. All
15 books and records of Organization are to be kept open for
16 inspection at any time during the business day by the City or its
17 officers or agents.
18 5. Hold Harmless. Organization covenants and agrees to
19 indemnify and save harmless the City and its employees and agents
20 from all liabilities and charges, expenses (including counsel
21 fees), suits or losses however occurring, or damages arising or
22 growing out of the use or receipt of the funds paid hereunder and
23 all operations under this agreement. Payments hereunder are made
24 with the understanding that the City is not involved in the
25 performance of services or other activities of Organization.
26 Organization and its employees and agents are independent
27 contractors and are not employees or agents of the City in
28 performing said services.

6. Termination. City shall have the right to terminate this

agreement and any funding remaining unpaid hereunder for any

The San Bernardino Art Association has been serving the community
for 53 years. We are justly proud of our accomplishments as artists,
as well as members of the community. As part of it's activities, our
organization operates a Gallery ShoPJ to promote the art work of fellow
members and others, and to encourage community support for the fine arts.
In recent years, it has become increasingly difficult to operate the
present Gallery at 1640 E. Highland Ave. due to inflation and deterioration
of the facility.
We are enthused with the opportunity to move our Gallery to the
Sturges Center for the Arts as offered to us by the Sturges Foundation.
However, such a move entails the remodeling of the interior space
assigned to us, so it will be habitable and suitable for the displaying
of art works.
Therefore, we are requesting a grant for this purpose as included
in this proposal.
The move to the new facility will enhance our ability to meet the
artistic needs of our community.

SUMMARY
The San Bernardino Art Association (SBAA) is a non-profit
organization, operated by volunteers, established to promote fine
arts in the area.
The Association plans to move it's headquarters and display area
to the Sturges Center for the Arts, whibh will become an Art Center
for San Bernardino.
Presently, funding for the organization is provided by a variety of
fund raising activities, plus commission from sales of members art work.
A limited amount of funds has been accumulated for large capital expenditures,
but it is insufficient to meet our needs in renovating the new gallery space.
Hence, our request for assistance in remodeling the interior space
assigned to the Association. With finacial aid, we would be able to make
our move to the Sturges Center, while maintaining a sound financial footing,
which would make it possible for the SBAA to broaden it's services in the
community.

INTRODUCTION
The San Bernardino Art Association began in 1931 as a group of local
artists and laymen, dedicated to stimulating creative expression by local
artists, promoting the appreciation of the fine arts by the public,
encouraging recognized artists and members who are achieving recognition,
sponsoring exhibits of members art works, and supporting other worthwhile
art functions.
In support of these objectives, The San Bernardino Art Association
operates an art gallery where members may exhibit their work. The Gallery
Shop at 1640 E. Highland Ave. is run by volunteers, has regular changes
of show, and spotlights an artist of the month. The SBAA currently has
over 100 members.
The Association holds periodic meetings, monthly board meetings, and
social eventswhere artists have the opportunity of meeting one another.
Many of our members hold art classes and demonstrations for members and
others interested. A monthly newsletter is published, notifying members
of SBAA functions, informing them about artistic accomplishments of fellow
members such as current exhibits or awards, and reminding them of current
art exhibitions or functions in the community. SBAA functions of interest
to the public are published in The Sun Newspaper,

INTRODUCTION CONTINUED
To promote the appreciation of fine arts on a community level,
The San Bernardino Art Association initiated THE INLAND EXHIBITION,
20 years ago. This is a juried art show for the purpose of presenting
to the community, an exhibition of the best possible selection of
recent works of art. This annual fall exhibition attracts artists
from Northern and Southern California, The Show is currently
running as of September 25, through October 21,1984, at the
San Bernardino County Museum. Joseph Mugnaini N.W.S. was the juror
this year, and he had this to say about this years selections,
.. I was impressed with the diversity and quality of the work submitted
for this exhibition. It is an excellent segment of contemporary work
now being produced in major cultural centers throughout the nation....

to support the fine arts in our schools, the Association awards an
annual High School Art Scholarship, from the Norman Gauerke Scholarship
Fund. The late Norman Gauerke was an art teacher at San Bernardino
High School.
The San Bernardino Art Association is grateful to The Sun, a Gannett
Newspaper, for it's grant of $2000.00 to be used towards the refurbishing
of display space in the Sturges Center.

STATEMENT OF PROBLEM AND NEED
The current rental expenses of the present Gallery Shop make it
prohibitive for the SBAA to expand services to the community such as
working with local schools in art appreciation, enlarging our
Scholarship Program, increasing art demonstrations, or offering
museum tours.
The move to the rent free facility in the Sturges Center would give
the San Bernardino Art Association the funds to expand the above mentioned
activities.
In order to move the SBAA Gallery to the space in the Sturges Center,
the interior must be renovated. A list of the following needed
improvements are as follows:
-Re-plastering & repair interior walls
-Paint interior walls
-Install heating and air conditioning
-Additional electrical outlets are needed, as well as sufficient power
for air conditioning. We believe that the overall building renovation
plans will provide for the electical work as necessary.
-Install tracks for lighting
-Floor Covering
-Window Coverings
Additional expenses apart from the interior improvements are:
-Moving expenses from present location
-Carpentry work for storage room shelves and perimeter moulding
used to hang pictures,
-Carpentry for art storage bins, moveable display panels & columns.
The time frame for completion of this project depends on the renovation
plans of the Sturges Center for the Arts.

EVALUATION
Within a year after the completion of the Sturges Center for the Arts,
The SBAA will be able to evaluate it's position with re gard to expanding
it's service to the community. During the year following the opening of
the Sturges Center, activities and programs will be documented and a
final report made to The Fine Arts Commission.
FUTURE FUNDING
This request for funds is to cover renovation expenses only. No
future funding would be necessary in connection with this project.
The Gallery will be operated by SBAA volunteers. Other expenses will
be paid from receipts from gallery sales, members dues, and fund raising
activities.

CLOSING STATEMENT
The Sturges Center, as a future site for the SBAA Gallery and
headquarters will benefit members and the community as a central location
within the city.
Gallery activities can be coordinated to coincide with other
activities taking place in the building. The Gallery could be available
for use by other groups as a meeting or reception area. This greater public
use of the gallery would enhance public awareness of San Bernardino artists.
The SBAA has been able to give local artists a means of displaying
their work in the Gallery Shop for 20 years. The Association has been
proud to serve the citizens of San Bernardino by offering exposure to our
local talent in the fine arts.
Since 1931, the SBAA hasbeen open to all, and has served in it's
capacity as one of San Bernardino's oldest organized groups for art
appreciation. The new gallery will be the focal point of our organization
to reach out into the community. We look forward to continued growth in the
Sturges Center for the Fine Arts.

(Community Organization)
3 THIS AGREEMENT is entered into between the CITY OF SAN
4 BERNARDINO, a municipal corporation, referred to as "City", and
5 the COMMUNITY ARTS PRODUCTIONS, a California nonprofit
6 organization, referred to as "Organization".
7 The parties agree as follows:

1. Recitals.

(a) Organization has requested financial assistance from
10 City for the fiscal year 1984-1985, in order to assist in
11 defraying the expense of certain concerts, shows, festivals or
12 events or activities sponsored by Organization as set forth in
13 Organization's grant proposal approved by the Fine Arts Commission
14 of City and a copy of which is attached hereto as Exhibit "A" and
15 hereby incorporated herein. The financial assistance provided for
16 in this agreement is made on a one-time only basis, and receipt of
17 said funds shall not imply a continuing obligation of the City
18 beyond the term of this agreement.

The expenditure is tor a valid municipal public purpose,

for promotion of arts and culture, as outlined in Exhibit
21 "A".

2. Payment. Upon presentation of a claim to the City
23 Administrator, City shall pay to Organization from the budget for
24 the 1984-1985 fiscal year, the total sum of TNELVE THOUSAND
25 DOLLARS ($12,000) at such time or times and in such periodic
26 amounts as determined by the City Administrator and Finance
27 Director of City, consistent with the grant proposal approved by
28 the Fine Arts Commission.

3. Use of Funds. The funds paid to Organization shall be
2 used solely for the purposes set forth in Exhibit "Au. within
3 thirty days of the end of the grant program, all unexpended funds
4 IShall be returned to City by Organization.
5 i 4. Accounting. Prior to the final payment under this

6 agreement, and at such other times as may be requested by the City
7 Administrator or Director of Finance of City, Organization shall
8 submit to the City Administrator, with a copy to the Director of
9 Finance and the San Bernardino Fine Arts Commission, an accounting
10 of the proposed and actual expenditures of all revenues accruing
11 to the Organization for the fiscal year ending June 30, 1985.
12 Financial records shall be maintained in accordance with generally
13 accepted accounting principles by Organization in such a manner as
14 to permit City to easily trace the expenditures of the funds. All
15 books and records of Organization are to be kept open for
16 inspection at any time during the business day by the City or its
17 officers or agents.

5. Hold Harmless. Organization covenants and agrees to
19 indemnify and save harmless the City and its employees and agents
20 from all liabilities and charges, expenses (including counsel
21 fees), suits or losses however occurring, or damages arising or
22 growing out of the use or receipt of the funds paid hereunder and
23 all operations under this agreement. Payments hereunder are made
24 with the understanding that the City is not involved in the
25 performance of services or other activities of Organization.
26 Organization and its employees and agents are independent
27 contractors and are not employees or agents of the City in
28 performing said services.

6. Termination. City shall have the right to terminate this
2 agreement and any funding remaining unpaid hereunder for any
3 reason by mailing a ten day written notice to Organization and
4 this agreement shall terminate ten days after the mailing of such
5 notice. In the event this agreement is terminated for reasons of
6 improper use of funds or use of funds for any purpose other than
7 those authorized, any unexpended portion of the funds provided by
8 City shall be returned to City. In addition, Organization shall
9 reimburse to City any funds expended which were used for any
10 purposes other than those authorized under this agreement.

7. Assignment. Organization shall not assign its interest
12 in this agreement without the prior written approval of City.
13
8. Final Report. Prior to termination of this agreement,
Organization shall provide a final report on the project funded by
this agreement in accordance with the Criteria for Financial I
Support heretofore provided by City to Organization. I

COMMUNITY ARTS PRODUCTIONS, INC. (CAP) was originally conceived
in 1975. Since then this non-profit organization has annually
produced productions of the highest artistic standards in the city of
San Bernardino, bringing thousands together to appreciate artistic
talent, and thus expanding the cultural horizons and image of our
community.
COMMUNITY ARTS PRODUCTIONS' greatest emphasis over the past nine
years has been the involvement of young people in our productions,
both as participants and as observers, CAP is unique among the artis-
tic community in the city of San Bernardino, and in the Inland Empire,
in that it makes special effort each year to ensure that our produc-
tions are available to all schools within the city, the county and
the Inland Empire,
Each year COMMUNITY ARTS PRODUCTIONS underwrites special
"School Performances" for area children, Last season we devoted over
sixty percent (60%) of our performances to audiences composed of
school age children, building an awareness of the fine arts today.,..
and assuring an audience for the fine arts tomorrow, These special
"School Performances" were also made available to and attended by
many individuals with exceptional needs from special programs
through-out the educational consortium, and senior citizens,
COMMUNITY ARTS PRODUCTIONS is very proud of the fact that our
1983-1984 school performances of "Nutcracker" and "Coppelia" were
seen by over 8,500 children, handicapped persons, and senior citizens,
Combined with the attendance at our public performances, over 13,000
persons attended our 1983-1984 productions--not including our perfor-
mances with the Assistance League of San Bernardino, Inland Cultural
Foundation (A Classical Evening), and the Inland Empire Symphony (Pops
Concert). Our 1984-1985 productions will be attended by an expected
17,000 people,
Our audience "impact" on this community is, we feel, unpara11ed
in the city of San Bernardino and in the Inland Empire; bringing

thousands in our community a total cultural experience, combining
legitimate theater and dance with full symphony orchestration.
Due, in part, to the funding received from the city of San
Bernardino Fine Arts Commission, COMMUNITY ARTS, in April of this year,
produced and presented Delibes' "Coppelia" with symphony orchestra.
Playing to near capacity audiences, "Coppelia" was a success, Looking
forward to April 1985, COMMUNITY ARTS will expand this production to
include two (2) school performances and two (2) public performances,
Drawing from our "Nutcracker" experience, one public performance
will be presented at a Sunday matinee--affording more accessibility
for the community.
Our annual production of Tchaikovsky's "Nutcracker" is now in
production for December 1984. In September a record 160 children
from throughout the Inland Empire auditioned for roles in this
production, Because of the tremendous demand from area schools, con-
tingent plans have been made for the possibility of the addition of
an unprecedented fifth (5th) school performance of "Nutcracker,"
As stated in our request to this commission in January 1984,
"Expected revenues from all new productions can never come close to
the extreme cost expenditures."
COMMUNITY ARTS PRODUCTIONS, INC, respectfully submits to the
city of San Bernardino Fine Arts Commission our operating budget for
our fiscal year 1984-1985; and we request funding in the amount of
$19,500,00, This amount would be used to defray the symphony
orchestration costs of our 1984-85 productions,
COMMUNITY ARTS has implemented across the board ticket price
increases for our public performances, Due to the extreme financial
conditions facing our schools, the decision was made by our Board
to hold our school performance ticket price at $2.00 per child,
realizing that our schools are "stranded" financially.. ,and "starved"
culturally,

COMMUNITY ARTS PRODUCTIONS is exploring every avenue available
for cost effectiveness and fund-raising in our struggle not to compro-
mise the quality of our productions or the requirements of our commun-
ity. After attending the Commission's seminar on "Grant Application,"
COMMUNITY ARTS has implemented applications to both the California
Arts Council and the National Endowment for the Arts,
Looking forward to COMMUNITY ARTS PRODUCTIONS Tenth Anniversary
1985-1986 season, we are in negotiations at this time with major guest
artists to dance with our organization, We are at this time pleased
to announce that we have contracted with Ms. Darci Kistler of the New
York City Ballet to dance in our Tenth Annual Production of
Tchaikovsky's "Nutcracker." Our plans encompass bringing major
national artists to the city of San Bernardino for this gala celebra-
tion,

A G R E E MEN T
2 (Community Organization)
3 THIS AGREEMENT is entered into between the CITY OF SAN
4 BERNARDINO, a municipal corporation, referred to as "City", and
5 the SAN BERNARDINO VALLEY COMMUNITY CONCERT ASSOCIATION, a
6 California nonprofit organization, referred to as "Organization".
7 The parties agree as follows:

1. Recitals.

(a) Organization has requested financial assistance from
10 City for the fiscal year 1984-1985, in order to assist in
11 defraying the expense of certain concerts, shows, festivals or
12 events or activities sponsored by Organization as set forth in
13 Organization's grant proposal approved by the Fine Arts Commission
14 of City and a copy of which is attached hereto as Exhibit "A" and
15 hereby incorporated herein. The financial assistance provided for
16 in this agreement is made on a one-time only basis, and receipt of
17 said funds shall not imply a continuing obligation of the City
18 beyond the term of this agreement.
19 (b) The expenditure is for a valid municipal public purpose,
20 to wit: for promotion of arts and culture, as outlined in Exhibit
21 "A".

2. Payment. Upon presentation of a claim to the City
23 Administrator, City shall pay to Organization from the budget for
24 the 1984-1985 fiscal year, the total sum of SIX THOUSAND FIVE
25 HUNDRED DOLLARS ($6,500) at such time or times and in such
26 periodic amounts as determined by the City Administrator and
27 Finance Director of City, consistent with the grant proposal
28 approved by the Fine Arts Commission.

5. Hold Harmless. Organization covenants and agrees to

indemnify and save harmless the City and its employees and agents
20
from all liabilities and charges, expenses (including counsel
21
fees), suits or losses however occurring, or damages arising or
22
growing out of the use or receipt of the funds paid hereunder and
23
all operations under this agreement. Payments hereunder are made

i with the understanding that the City is not involved in the

performance of services or other activities of Organization.

Organization and its employees and agents are independent

contractors and are not employees or agents of the City in

6. Termination. City shall have the right to terminate this
2 agreement and any funding remaining unpaid hereunder for any
3 reason by mailing a ten day written notice to Organization and
4 this agreement shall terminate ten days after the mailing of such
5 notice. In the event this agreement is terminated for reasons of
6 improper use of funds or use of funds for any purpose other than
7 those authorized, any unexpended portion of the funds provided by
8 City shall be returned to City. In addition, Organization shall
9 reimburse to City any funds expended which were used for any
10 purposes other than those authorized under this agreement.

7. Assignment. Organization shall not assign its interest
12 in this agreement without the prior written approval of City.

8. Final Report. Prior to termination of this agreement,
14 Organization shall provide a final report on the project funded by
15 this agreement in accordance with the Criteria for Financial
16 Support heretofore provided by City to Organization.

9. Notices. All notices herein required shall be in writing
18
and delivered in person or sent by certified mail, postage
19
prepaid, addressed as follows:

EXECUTIVE SUMMARY
This will be the 46th season that the San Bernardino Valley Community Concert
Association has brought outstanding artists and groups in the field of music
and dance to the community, Often included are artists or groups of world
renown from foreign nations on tour in the United States. Included last year
was the Constanza Orchestra of Romania and the Lucnica Fol k Bal let of
Czechoslovakia, a group who really provided a most memorable evening.
Appearing this season will be the world renowned BALLET FOLCLORICO NACIONAL
DE MEXICO ($5,750), British organist, CARLO CURLEY ($2,500) a string and
piano trio called PACIFIC SOLOISTS ($2,750) and JOHN RAITT of Broadway fame
($4,500)
In addition to the four concerts contracted for its members this fiscal year,
the Association presents usually in the spring, two Youth Concerts. These
performances are in coordination with the County Superintendent of Schools
office and are free to approcimately 3500 elementary school children in City,
County and Parochial schools,
The Association also provides a portion of the funding of the awards for the
Metropolitan Opera National Auditions being held this year on October 20
at San Bernardino High School Auditorium. Money for these award are derived
from Memorial gifts to the Concert Association,
The San Bernardino Valley Community Concert Association is an incorporated
California non-profit corporation governed by a volunteer 36 member board
of directors selected from a broad spectrum of civic life and interests,
Each member serves on one of the standing committees and contributes their time,
financial support and talent to the community, Board members are elected
in classes for three year terms,
Affiliation locally is with the Arrowhead Allied Arts Council and the Inland
Empire Cultural Foundation (CLASS), Nationally we are affiliated with
Community Concerts. a division of Columbia Artists Management, Inc, through
which most artists are contracted and who assist us in our membership campaign,
The major portion of funding is through the sale of season memberships (tickets),
which range in price from $10 to $25. No tickets for individual concerts are
sold. At the time of this writing 1220 seats of a possible 1640 have been sold
for the current season, If we could sell ?ll of the available Celifornia
Theater seats for the season, which was accompl ished some years past, we would
not need grant assistance,

Memberships In Community Concerts enables our season ticket holders.
through reciprocity, to attend Community concerts without additional charge,
as space Is available In other southern California cities: likewise, members
of their organization may attend ours. This is one of the reasons no
individual concert tickets are sold.
Mrs. Vivi~n Irmscher has served the Assocl~tion part time as secretary-
ticket manager for 32 years and is its sole paid staff member.
Our shared office space at B25 "0" Street is rented on a month to month
tenancy, The Association acts as agent for the other fine arts related
tenants, hence the rental income item shown in our budget. We are looking
forward to sharing office space with other art and culturally related
groups in the Sturges Auditorium building when avai lable.

4, PROBLEM/NEED STATEMENT:
The inability to co:npletely "sell out the house", so to speak, leaves us
with a shortfall in meeting our minimum budget needs. Costs for rent of

The Association secures its major working capital for the concert programs
through ticket sales (memberships). Our anticipated receipts from this
source as per our budget is $24,702. As of this writing we are within
$500 of reaching that gOAl and sales are ahead of this same time last year,
Thera is an annual one time membership drive in the spring following the
last scheduled concert, All of the board members and other interested
persons are enlisted (approximately 125 workers) in this effort, However,
ticket sales continue throughout the year,

In the fall a soliclt~tlon Is made by letter to Individuals and businesses
throughout the communities for Sponsor and Sustaining Member donations In
support of the free Youth Concerts previously metnloned. Last year we
received $4.615 from this source. Our budget for these concerts this
year is $6,000.
All monies received are deposited In insured checking and/or savings
accounts at the highest interest rates available. Money is then withdrawn
as needed for payment of bills and artist fees,
6, PROJECT GOALS
To bring outstanding musical and artistic talent to the community and
encourage all age groups In talent and knowledge; to provide an outst?nding
program of live symphonic music for elementary age youth of the community;
to provide a forum and exposure and experience for some young artists;
to promote the city's image as providing all aspects of community life,
including cultural outreach.
7, PROJECT OBJECTIVES:
Two free Youth Concerts (same day) and four artistic concerts this fiscal
year.
8, IMPL I CATIONS:
To stir the public's desire for fine music and dance; to encourage the
study and profession of instrumental and vocal music by the public; to
inspire our young people to a greater appreciation of the arts; Increase
the city's image as a fine place to live.
9. PLA~ OF ACTiON, PROJECT DESIGN, METHODOLO~~
San Bernardino Valley Community Concert Association intends to reach the
largest audience possible by continuing to bring top talent from the
performing arts field. Promotion of events is done through newspaper
articles, posters, mailed pamphlets, telephone calls and social conversations
to promote interest.

The 1984-1985 season concerts are scheduled for November 20, 1984, January 28,
1985, March 20 and April 10. 1985. The date for the Youth Concerts will be

I I, EVALUATION:
The request to attend the Youth Concerts exceed the capacl ty of the house.
The California Theater was filled to overflowing for each of the two
concerts, Some people purchase memberships so as to be able to attend
some specific concert or concerts, but not all. Hence. not all tickets
are used each performance. Interestingly, some of the least attended
programs have provided the most memorable evenings, Those who did attend
were most pleasantly surprised, It is not always the "name" artists who
bring the most outstanding programs,
As previously stated. after some years of decl ining membership, sales are
on the upswing, We are ahead of last year at this time in reaching our goal,
Income from Sustainers and Sponsors was less in 1983 1984 than the previous
year. probably partly due to the economy and possibly, by the impact of
sol icitation by CLASS whose grant does not equal the loss,

if it could sell a full house of memberships coupled with a small increase
in ticket prices, provided house rental fees and other costs do not increase
dramatically, This can be done by the public's desire to attend,
