RESOLUTION OF THE CITY OF SAN BERNARDINO MAKING APPLICATION
TO THE LOCAL AGENCY FORMATION COMMISSION OF THE COUNTY OF SAN
BERNARDINO FOR THE ANNEXATION OF 73 ACRES OF UNINHABITED TERRITORY
LOCATED NORTH OF JUNE STREET, WEST OF CAJON BOULEVARD.
WHEREAS, the Mayor and Common Council, as the governing body
of the City of San Bernardino, are initiating proceedings for a
change of organization (annexation) pursuant to Government Code
Part 2 of Division 2 of Title 4, Sections 35000, et seq.,
NOW, THEREFORE, THE MAYOR AND COMMON COUNCIL DO HEREBY
RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. Application and a proposal is hereby made to the
ILocal Agency Formation Commission of the County of San Bernardino
for the annexation of 73 acres of uninhabited territory located
north of June Street, west of Cajon Boulevard, as outlined in the
justification form marked Exhibit "A", and the plan and narrative
marked Exhibit "B", which are attached hereto and incorporated by
reference as fully as though set forth at length herein.
SECTION 2. The Clerk of the governing body is hereby
authorized and directed to file a certified copy of this
resolution with the Executive Officer of the Local Agency
Formation Commission of the County of San Bernardino.

NARRATIVE FOR PROPOSED ANNEXATION REQUEST
AND PLAN FOR MUNICIPAL SERVICES
The City of San Bernardino proposes to annex approximately 73 acres
located Westerly of Cajon Boulevard. South of June Street.
The following is an enumeration and description of services which would
be extended to the annexation area. describing the level and range of
such services:
1. Planning, Zoning, Code Enforcement and Building Inspection: The
City shall provide these services in conformance wi th appropriate
government codes and City ordinances as well as the City's General
Plan. These functions are supported by City taxes and appropriate
zoning. building and permit fees.
2. Parks and Recreation: The area proposed for annexation will have no
impact on park or recreation facilities or programs. and no
additional service will be required as a resul t of the annexation.
The cost to the taxpayer within the proposed annexation will be
collected through the City taxes, and by required fees charged to
those ind'ividuals who wish to participate in City sponsored
recreational activities where charges and fees are applicable.
3. Library Service: The nearest branch library is located at 1505 West
Highland Avenue.
4. Public Safety, Police: The Sa~ Bernardino Police Department is
authorized a complement of 243 sworn officers and approximately 70
civilians. The Patrol Division presently averages 15 police units
on patrol 24 hours a day, counting supervisory and traffic person-
nel. The Detective Division has 30 sworn officers and works from
8:00 a.m. to 5:00 p.m. daily. Monday through Friday. The Services
Division maintains all records and identification and provides sup-
port services to the other two divisions on a 24 hour a day basis.
5. publ ic Safety, Fire, Paramedic and Rescue: Fire protection service
will continue upon annexation and the affected residents or
businesses will be provided with a Class 3 rated Fire Department
with ten (10) different fire stations to respond. A typical
structural fire on the first alarm deploys two (2) engine companies,
one (1) ladder truck company, a paramedic squad and one (1)

~as a minimum of three C3J paramedic units on duty 24 hours a day,
each unit has two (2) paramedics giving a total of six (6)
paramedics o,n duty at all times. Also'. the City is equipped with
helicopter assistance for rescue and/or evacuation service when
required.
6. Public Safety. Ambulance Service: Tbe City of San Bernardino under
Ordinance No. 1987 franchises to Courtesy Ambulance Company as the
only medical transportation carrier within the City limits. The
rates are established by the above ordinance and said fees are paid

by the user. Response time from Community Hospital would be about
3-5 minutes typically.
7. Sewer: The treatment.. disposal and reclamation of wastewater is
processed by the City of San Bernardino's Treatment Plant. No
future extension or upgrading of services is foreseen at this time
unless such a request is made, at which time additional charges
would then be passed onto the customer requestfng this change. Such
changes woul d be in accordance wi th the Water Di strict's ordinance.
Installation of the master-planned sewer main along Cajon Boulevard
would be necessary to serve development Southwest of that street.
8. Water: The proposed annexation is within the service area of the
San Bernardino City Water Department.
9. Public Utilities: Electricity, Gas and Telephone Service These
services are currently provided to the project area. The City will
allow service to continue upon annexation under the present fran-
chise agreements between the various utility companies. The rate
structure and cost to the property owners are controlled by the
Public Utilities Commission and any expansion of future service will
be created by the request of developer and/or property owners.
10. Solid Waste, Collection and Disposal: The City will provide service
at the time developed. Also, upon request, the City will provide
refuse service to the existing customers, or at the end of the five
year cancellation period, whichever comes first.
