WHEREAS, the Mayor and Common Council as the governi ng body of the City of San Bernardino are initating proceedings 6 for a change of organization (annexation) pursuant to 7 Government Code, Part 2 of Division 2 of Title 4, Section 8 35000, et seq., 9 NOW, THEREFORE, the Mayor and Common Counci 1 do hereby 10 resolve, determine and order as follows: 11 12 13 14 15 SECTION 1. Application and a proposal is hereby made to the Local Agency Formation Commission of the County of San Bernardino for the annexation of inhabited territory located East of Waterman Avenue, North of Park Centre, and as outlined in the justification form marked Exhibit "A", and the plan and 16 narrative marked Exhibit "B", which are attached hereto and 17 incorporated by reference as fully as though set forth at 18 length herein. 19 SECTION 2. The City of San Bernardino will accept 20 the present County zoning on an interim basis. After the area 21 has been annexed, we will review the zoning for compliance with 22 the goals and objectives of the City's general plan. 23 SECTION 3. NARRATIVE FOR PROVIDING SERVICES FOR A PROPDSED ANNEXATION TO THE CITY OF SAN BERNARDINO, LOCATED EAST OF WATERMAN AVENUE, NORTH OF PARK CENTRE The Mayor and Members of Common Council of the Ci ty of San Bernardi no agrees and desires to annex the above described territory to the City of San Bernardino, for the following reasons: 1. The territory proposed to be annexed is contiguous to the corporate limits of said City. 2. The incorporation of this territory will help contribute to and facilitate the orderly growth and development of the existing City area and the territory proposed to be annexec. The proposed annexation is presently a County island. This proposed annexation is al so within the sphere of influence for the City of San Bernardino. 3. This annexation will also help to provide a uniform and orderly manner of growth, planning and zoning of lands, and the subdivision of lands therein in such a manner most conductive to the welfare of said City and the area proposed for annexation. '. . . , The City of San Bernardino has planned for providing all typical City services to the area under consideration for annexation. The following is an enumeration and description of services which will be extended to the affected territory, which describes the level and range of such services that will be provided, as well as the feasibility of extending such services and any improvements that will be required by the City, along with a description of when the service will commence and the financing of such improvements and services and any condition imposed by the City. 1. Planning, Zoning, Code Enforcement and Building Inspection: The City shall provide these services in conformance with appropriate government codes and City ordinances as well following the City's General Plan for zoning and subject to the provisions of Land Use Ordinance No.1991. This function is supported by City taxes and a p pro p ria te z 0 n i n g, b u il din g and per m i t fee s. 2. Parks and Recreation: The area proposed for annexation will have no impact on park or recreational facilities or programs, and no additional service will be required as a result of the annexation. The cost to the taxpayer within the proposed annexation will be collected through the City taxes, and by required fees charged to tho s e i n d i vi d u a 1 s who w ish top art i c i pate i n City s P 0 n s 0 red recreational activities where charges and fees are applicable. Recreational services available to this area are presently provided through the programs and recreational activities currently conducted at Mill Center, 503 East Central Avenue, Seccombe Lake, and perris Hill Park, which is located to the North. 3. Library Service: It is important to note that the resources of the entire library system are readily made available to the proposed annexation, including the Downtown Central Branch. This is the Central Library located at 6th and "E" Streets. 4. Public Safety, Police: The San Bernardino Police Department currently maintains a force of 359 personnel, of which 240 are sworn personnel. The Patrol Division, of the City of San Bernardino Police Department, uses a team policing system of patrol within the City. In addition to the Patrol Division, a Detective Division of 30 sworn officers work from 8:00 a.m. to 5:00 p.m. weekdays. There is an average of 15 police units, including support, administrative and supervi sory personnel, on a standard three shi fts per day continuous basi s. The 240 sworn personnel provide a ratio of approximately 1.87 officers per 1,000 population. There are also approximately 70 school crossing guards serving the City. 5. Public Safety, Fire, Paramedic and Rescue: Fire protection service will continue upon annexation and the affected residents will be provided with a Class 3 rated Fire Department with ten (10) different fire stations to respond. A typical structural fire on the first alarm deploys two (2) engine companies, one (I) ladder truck company, a paramedic squad and one (I) Battalion Chief. In addition to the fire protection, the City also has a minimum of ~. .. three (3) paramedic units on duty 24 hours a day, each unit has two (2) paramedics each, giving a total of six (6) paramedics on duty at all times. Also, the City is equipped with helicopter assistance for rescue and/or evacuation service when required. The closest station is located at Mill Street and Arrowhead Avenue, approximately two blocks from the West boundary line of the proposed annexation. 6. Public Safety, Ambulance Service: The City of San Bernardino under Ordinance No. 1987 franchises to Courtesy Ambulance Company as the only medical transportation carrier within the City limits. The rates are established by the above ordinance and said fees are paid by the user. 7. Group W or' Chanibers TV ., - These companies presently provided services to this area, upon property owners request. 8. Public Utilities: Electricity, Gas and Telephone Service These services are currently provided to the project area. The City will allow service to continue upon annexation under the present fran- chise agreements between the various utility companies. The rate structure and cost to the property owners are controlled by the Public Utilities Commission and any expansion of future service will be created by the request of developer and/or property owners. 9. Solid Waste, Collection and Disposal: When the area is annexed and developed, the City will provide service at that time. Also, upon request the City will provide refuse service to the existing customers, or at the end of the 5-year cancellation period, whichever comes first. 10. Transit: Upon annexation, the bus service provided for this area will remain under the control of Omnitrans. Omnitrans' long range transit plans are at the request of residents in the area through their Councilman or directly to Omnitrans. Such change must have approval of the City Council. The Short Range Transit Plan calls for continuation of the present service levels on these routes.
