Direct the Hwnan Resources Department to update Resolution 6413, Section Ten, and
Resolution 97-244, to reflect this particular action.
3.
Authorize the Director of Finance to amend the FY 2001-02 Baseball Stadium
Expenditure Budget by $39,900 in salary and benefits and a revenue increase in the
Stadium fund in the amount of $44,700.

STAFF REPORT
SUBJECT
The Parks, Recreation & Community Services Department is requesting to create the position of
Athletic Field Maintenance Technician to perform sports field maintenance duties at the San
Bernardino Stadium.
BACKGROUND
Currently, the City employs one Athletic Field Maintenance Specialist who performs sports field
maintenance activities at the Stadium. This position is funded by the City, through the Stadium
Fund. Additionally, the San Bernardino Stampede, Inc., directly employs a full-time
groundskeeper who is expected to coordinate work assiguments with the City employee. This
current arrangement has presented problems with the lack of coordination and the supervision of
non-City staff in the day-to-day operation of Stadium grounds and special events. The position
directly employed by the Stampede is currently vacant. This vacancy allowed staff to review the
lease and develop alternative means of dealing with the issues described above.
The current lease agreement between the City of San Bernardino and San Bernardino Stampede,
Inc., under Section 5.0, Quality of Operation of Tenant, Subsection 5.04, states in part that the
"City and Tenant agree to equally provide fund~ for two (2) groundskeeDers, approved by both
City and Tenant, on a full-time equivalent, year-round basis. Said 1Z1'0nM'lkeepers 'lhall be City
enwloyees under the general supervision of the City and shall be experienced in the care and
maintenance of professional baseball fields. Tenant and City shall cooperate in the direction and
supervision of the groundskeepers to assure that professional standards are maintained."
In order to better manage and oversee the Stadium grounds, staff is recommending the creation
of an additional position in the Parks, Recreation and Community Services Department to be
assigned to the Stadium. The recommended position is an Athletic Field Maintenance
Technician. This position, which would be subject to the normal City recruitment and selection
process, would work under the direction of the Athletic Field Maintenance Specialist, thereby
providing better coordination of duties, more effective maintenance of the Stadium and allow for
flexibility in staff assignments.
The recommended salary is Range 1361, $2687 - $3266/month, approximately 10"10 below the
Athletic Field Maintenance Specialist. Attached is a draft job description of the proposed new
position.
FINANCIAL IMPACT
Pursuant to the terms of the lease, the City of San Bernardino and San Bernardino Stampede, Inc.
will equally fund the cost for two groundskeeper positions, which will include the existing
position of Athletic Field Maintenance Specialist and the new recommended position of Athletic
Field Maintenance Technician at the Stadium. The estimated cost for both positions is as
follows:
Athletic Field Maintenance Specialist (budgeted FY 2001102) = $49,604.
Athletic Field Maintenance Technician, Range 1361, $2,687 . $3,266!month:

One-half of the cost for both positions, or $44,763 is to be funded by the Stadium and the
balance to be absorbed by the City of San Bernardino.
RECOMMENDATION

Ilascd on the current 1~3se agreement between the City of San Bernardino and San

shall be understood to be approximately $42,000 In value for each groundskeeper.

The Stilmpede will pay the City 50% of the lowl cost for two groundskeepers.
Thl5 cost will be calculated based on the total cost incurred by the City for the
(2) groundskceper pOSitions from July 1 through June 30 of each year. The
Stampede ilgrees to remit this payment In full no later than July 31 of each
year. SOlid groundskcepers shall be under the general supervision of the City
ilnd shnll be experienced In the care and maintenance of professional baseball
nelds. The Stampede and City shall cooperate in the direction and SUpervision
of the groundskeepers to aSSure that professionill standards are maintained.
