Synopsis of Previous Council Action:
Resolution #2000-199, authorizing execution of an arumal purchase order to U.S. Armor for
Threat Level III ballistic vests, and authorizing to re-advertise for bids for Threat Level II
ballistic vests.
Resolution #2000-176, awarding annual purchase orders to provide ammunition, ballistic vests
and vehicle rentals.
Recommended Motion:

Resolution of the City of San Bernardino awarding U.S. Armor a purchase order for ballistic
vests, Threat Level II in the amount of $50,000.

Every year, the Police Department estimates the number of new and replacement ballistic vests
they will need for police officers, civilian field employees, and reserve officers for the fiscal year
and requests a purchase order for this amount. The department anticipates purchasing
approximately 130 vests in FY 01/02.
When ballistic vests expire, the manufacturers no longer warranty that item. Also, vests must be
replaced due to the extreme heat in which officers wear these vests, the materials break down
over the years, making them less effective.
On October 8, 2001, Notices of Invitation for Bids were sent to 11 vendors, the San Bernardino
Chamber of Commerce, The SUN newspaper and on the City's web page. Six vendors
responded, including one "no bid".

Pursuant to bid specifications, department personnel inspected each proposed vest to gauge
quality. Based on this viewing, U.S. Armor should be awarded the bid. The TV2-02 ballistic
vest was selected because it is lighter, thinner, and more flexible than the PT2-73. The vest has a
combination of three ballistic materials, all lending to different functions of the vest; i.e.,
comfort, performance, and wearability. Comfort during extended hours of usage and wearability
during the extreme summer heat were critical deciding factors in the selection.
Adamson bid the Protech Stealth SS Level II at $344.00 or $35.61 less than the TV2-02, but
based on the quality and past service problems, we are requesting the bid be placed with U.S.
Armor for the TV2-02. The other four vendors' bids were significantly higher.

Financial ImDact
The Police Department's adopted budget for FY 01102 includes $50,000 for Threat Level II
ballistic vests in Account 001-224-5111.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
Section 1.
That the Purchasing Manager is hereby authorized and directed to
authorize a purchase order to U.S. Armor in the amount of $50,000 to cover the cost of ballistic
vests.
