POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the December
17, 2001 Council meeting.
CLASSIFIED
GENERAL FUND
1. Administrative Clerk II (Wilson. L.) - Appointment
DEVELOPMENT SERVICES
The position of Administrative Clerk II was vacated as a result of a promotion. This
position is essential for maintaining and improving the department's direct customer
service. The person in this position provides reception services at the department's busy
front counter and provides support to the technical staff who process permits at the
counter. The incumbent will be cross-trained on department filing systems.
2-3. Disoatcher I (Wilson. 1.) & Disoatcher II (Branson. K.) -Appointments
POLICE
These appointments will fill vacancies created through attrition in the Dispatch Center.
Dispatch is a critical function of the Police Department. Cost savings associated with
vacancies are entirely offset with backfilling these positions with full-time Dispatchers,
Community Service Representatives or Police Officers working overtime. Oftentimes,
non-Dispatcher replacements impact the level of quality service provided to the public
and field personnel due to their lack of familiarity with the CAD operations. By hiring
these individuals, it will help reduce the need for overtime by having an adequate
contingent of personnel to staff the Dispatch Center.
6. Engineering Assistant II (Gallardo. F.) - Promotion
DEVELOPMENT SERVICES
The position of Engineering Assistant II will be assigned to the Land Development
Section in Public Works Division and will be responsible for checking of plans, issuance
of public works permits and responding to public inquiries regarding status and
requirements for projects.
7. Signal Electrician II (McPherson. J.) - Promotion
DEVELOPMENT SERVICES
This promotion is due in part to the increase in traffic signalized intersections within the
jurisdiction of the City of San Bernardino. Currently, the Engineering Division has three
(3) Traffic Signal Electrician II's and one (I) Traffic Signal Leadman. These Electricians

are responsible for maintaining 232 signalized intersections, the City fuel station, eight
(8) automatic gates, and approximately 200 interconnected intersections that are
monitored by the Traffic Engineering section. With this promotion, the workload will be
significantly reduced for the Traffic Signal Electrician II's. This will also enable the
Signal Shop to better maintain the City's traffic signals and perfonn much needed
maintenance on damaged loops and field wiring. The incumbent has distinguished
himself in the Street Lighting Shop. With the knowledge he has acquired, he will be fully
qualified to not only repair and maintain the City's traffic signals, but also with proper
training, take his place on the traffic signal on-call list.
9. Account Clerk ill (Stevens. S.) - Promotion
POLICE
Susan Stevens is replacing the current Account Clerk ill who will be retiring at the end of
the month. This is the Police Department's payroll clerk position, which processes over
425 payroll sheets per pay period, in addition to tracking overtime for the department.
13. Workers' Comoensation Claims Assistant (Jimenez. G.) - Salary Adjustment
HUMAN RESOURCES
The position of Workers' Compensation Claims Assistant was approved by the Mayor
and Common Council on October 10, 2001, at Step 11, $2,451/month. This salary was
incorrect. A salary adjustment is requested to correct this discrepancy, which was
inadvertently changed by the Finance Department. The salary intended to go before the
Mayor and Common Council on October 10 should have been reflected at Step 13,
$2,500/month.
FEDERAL FUNDS
1. Account Clerk II (Heredia. R.) - Appointment
SBETA
The position of Account Clerk II was recently established as part of a reorganization.
The new Workforce Investment Act (WIA), which repeals the Job Training Partnership
Act (JTP A) imposes extensive reform to workforce development and fiscal management.
In order to accommodate these new federal mandates and to more effectively meet the
ever-increasing responsibility of administering federal and state employment and training
programs, it is imperative that all vacancies within the department be filled in a timely
manner.
The Account Clerk II position will be borne solely by WIA fiscal resources and will
require no general fund spending or reimbursement.

1. Fire Marshal (U) (Dupree. D.) -Promotion
FIRE
This promotion will vacate a Battalion Chief position within the Fire Department. Rather
than fill the position, a change to the position control authorization is proposed to reflect
one (1) less Battalion Chief, which should then reflect an increase of one (1) permanent
Fire Marshal position. Mr. Dupree is highly qualified and brings the skills necessary to
provide the highest level of service to the community and the department.
