STAFF REPORT
SUBJECT
Resolution of the City of San Bernardino accepting the Investigative Satellite Initiative grant and
authorizing the expenditure of awarded grant funds in accordance to the grant expenditure plan.
BACKGROUND
The Police Department is the recipient of an Investigative Satellite Initiative grant from the U.S.
Department of Justice, Office of Juvenile Justice and Delinquency Prevention (O]DP), O]DP
previously provided grant funds to establish regional sites to investigative crimes against children
facilitated by use of the Internet as part of their Internet Crimes Against Children Task (lCAC)
Force Program. O]DP is expanding the nwnber of involved law enforcement agencies through the
Investigative Satellite Initiative (IS!) program, O]DP will provide $45,000 in federal funding to
acquire and equip a forensic crime laboratoty and train police officers and investigators in
investigative techniques. This is a two-year grant with no required cash match.
The Police Department will collaborate with the San Diego Police Department regional task force to
focus investigative efforts on crimes against children facilitated by the Internet occurring in
Southern California.
The Police Department's goals and objectives for the Investigative Satellite Initiative grant are:
. To create a comprehensive forensic laboratory at the police department to enable the timely
examination of seized computers and/or electronic media evidence.
. To educate persons under the age of 18 years and their parents of the dangers our children
face on the Internet via partnerships with the city school district, service clubs, libraries, and
our public access cable channel.
. To be proactive in investigating child molesters residing within San Bernardino County who
utilize the Internet to facilitate their crimes.
. To train responding police officers on the proper investigative protocol for crimes against
children facilitated by the Internet to safeguard evidence and enhance prosecutions.
· To maximize investigative efficiency and effectiveness through collaborations with other
county law enforcement agencies and lCAC regional task forces.
To meet the goals and objectives grant funding will be used for:
. Computer hardware and software
. Printing of educational materials
. Training for police officers and prosecutors
The proposed grant expenditure budget and budget narrative provides details for these expenditures,
FINANCIAL IMPACT
There will be no impact on the General Fund. $45,000 in federal grant funding will be used to
complete the goals and objectives of the I~ Satellite lnitiati1:e grant and purchase items
included in the expenditure plan,

The Mayor and Common Council of the City of San Bernardino hereby
authorize the Police Department to accept the Investigative Satellite Initiative (ISI) grant and
expend the awarded grant funds in accordance to the grant expenditure plan.

BUDGET NARRATIVE
OFFICE SUPPLIES
Office supplies consisting of CD-RW4 Read Write disks are necessary to collect and preserve
evidence discovered during the forensic investigations conducted on computers.
NON-POST TRAINING
Technical training courses and training seminars are necessary to provide assigned investigators
with the expertise needed to conduct forensic examinations on seized computers and track
investigative leads.
PRINTING COSTS
Educational materials will be printed to provide persons under the age of 18 years and their
parents with information regarding the dangers that our children face on the Internet.
CONTRACTUAL SERVICES
An office within the police department will be renovated to provide a location to conduct
forensic examinations of seized computers. The renovations will consist of mounting
countertops to the interior walls and constructing bookshelves.
COMPUTER EQUIPMENT
A sophisticated forensic computer and an acquire computer are necessary to locate and retrieve
electronic evidence contained within seized computers. A CD duplicator is necessary to store
the retrieved evidence on a retainable format that can later be presented in court. Encase and
Norton Pro Systems software is needed to support the evidence collection process.
MISCELLANEOUS EQUIPMENT
A portable projector is needed to present educational training programs at city schools, service
clubs, libraries, and community meetings.
