Recommended Motion:
1) Adopt Resolution.
2) That the Mayor and Common Council authorize the Director of Finance to amend the FY
2001/02 budget to increase the budget amount in Account No. 248-368-5504-7258 by
$25,000 and reflect the associated reduction in account No. 248-000-3405-0000

STAFF REPORT
Subject:
Resolution awarding contract to Lambco Engineering, Inc. for installation of storm drain in
"H" St. from Esperanza St. to Adell St. per plan no. 10244 and authorization for the Director
of Finance to amend the FY2001l02 budget.
Background:
This budgeted project consists of the installation of a storm drain system in "H" Street. "H"
Street between Esperanza Street and Adell Street has landscape drainage water flowing from
private properties overspraying into the gutter year round. During the summer months, this
excess irrigation water causes algae and slime to grow in the gutters, which in turn causes
slippery conditions, as well as year round ponding at certain locations. In addition, rainfall
runoff collects in these same local depressions. This ponding of excess irrigation water and
rainfall runoff could cause significant damage to the pavement, curb, gutter and driveways
over time, which is why staff is proposing to move forward with this project as soon as
possible.
In order to reduce street maintenance cost and to mitigate the problem of ponding, algae and
slime in the gutter, staff recommended the installation of a storm drain during the Capital
Improvement Program budget process. However, during the preliminary engineering and
surveying it was determined that more catch basins and associated drains would be necessary
than was originally anticipated to reduce the number of ponding areas. This resulted in a
higher engineer's estimate than was anticipated in the process of developing the CIP budget for
this project.
Plan and specifications for this project are complete. The project is ready to be awarded. The
estimated project costs are as follows:
Construction Cost $52,680.00

Total $65,000.00

This project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of Commerce
seven bids were received. The following companies responded:

Based on review of the sealed competitive bids received, staff has determined that Lambco
Engineering, the apparent low bidder, has met the minimum requirements of the specifications
and bid guidelines, and therefore recommends that the Mayor and Common Council award the
referenced contract accordingly.
Financial Impact:
For the reasons identified, $40,000 was included in the FY2oo1/02 budget under Account No.
248-368-5504-7258. An additional $25,000 is now needed for this project. Staffrecommends
that the additional $25,000 be transferred from Account No. 248-000-3405-0000
(Unappropriated Storm Drain Construction Fund) to cover project cost.
Recommendation:
That the Mayor and Common Council authorize the Director of Finance to amend the FY
2001/02 budget to increase the budget in Account No. 248-368-5504-7258 by $25,000 and
reflect the associated reduction in Account No. 248-000-3405-0000 (Unappropriated Storm
Drain Construction Fund); and adopt resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Lambco Engineering, Inc. Lambco Engineering, Inc. is the lowest
responsible bidder for installation of storm drain in "H" Street from Esperanza Street to Adell

10 Street per Plan No. 10244. A contract is awarded accordingly to said bidder in a total amount
11 of $52,680, with a contingency amount of $5,300, but such award shall be effective only upon
12 being fully executed by both parties. All other bids, therefore, are hereby rejected. The
13
Mayor is hereby authorized and directed to execute said contract on behalf of the City; a copy
of the contract is on file in the office of the City Clerk and incorporated herein by reference as
15
16 fully as though set forth at length.
17 SECTION 2. This contract and any amendment or modifications thereto shall not take
18 effect or become operative until fully signed and executed by the parties and no party shall be
19
obligated hereunder until the time of such full execution. No oral agreements, amendments,
20
moditications or waivers are intended or authorized and shall not be implied from any act or
21
22 course of conduct of any party.
23 SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
24 within sixty (60) days of passage of the resolution.
