AUTHORIZING THE CHAIRPERSON OR HER DESIGNEE TO EXECUTE THE ONE (I) YEAR

Neil!hborhood Initiative Prol!ram (NIP) Coordinator
BACKGROUND
On September 7, 1999, the Community Development Commission approved the
CooperativelDelegate Agreement ("Cooperative Agreement") between the County of San
Bernardino and the Redevelopment Agency for implementation of the Neighborhood Initiative
Program (NIP). The Cooperative Agreement was later amended in early 2001, to require and
obligate the Agency to buy, rehabilitate and resell all HUD properties in six (6) of the NIP areas.
The purpose of the NIP is to restore blighted and distressed communities within the County of
San Bernardino, including the City of San Bernardino. Moreover, it is intended to stop
deterioration and rekindle investment and neighborhood pride by reversing blighted conditions
and revitalizing specific geographic areas of the City.
On November 15, 1999, and subsequently amended in November 2000, the Commission
approved a professional services contract with Diana L. Sanchez, to serve as the Agency's
Coordinator and to coordinate programs as required under the NIP County/Agency Agreement.
This contract expires on November 20,2001.
CURRENT ISSUE
To continue the implementation of the NIP Program, it is necessary to extend Ms. Sanchez's
contract for another year, subject to reimbursement by the County of San Bernardino in the
amount of$61,500.
The NIP Coordinator's role and duties include: organizing neighborhood meetings, establishing
a rapport with target area residents, coordinating neighborhood clean-ups and beautification
projects, marketing, development of a homebuyer strategy to encourage renters to buy in the NIP
areas, processing mortgage assistance loans in the NIP target areas, and coordinating team
meetings and projects with other City Departments and Agencies, etc. One of the most
significant additional duties that the NIP Coordinator has undertaken over the last year is the
coordination of all the real estate transactions between the County and the Agency and the
management and implementation of the Exterior Beautification Grant Program for Target Area
#1. Originally it was contemplated that the County would administer the Exterior Beautification
Program directly.

Additional duties included but are not limited to: developing specifications for the exterior
beautification program, such as landscaping and painting, reviewing and approving grant
applications, interviewing and determining applicant eligibility for grant approval, supervising
the construction activities of the NIP contractors, including the monitoring of ARR Contractor
expenses, processing contractor payment requests, coordinating inspections with the City's
Building Division, preparing monthly reports for the County to transmit to HUD, tracking the
Agency/City investment of funds in the NIP areas, submitting invoices to the County for Agency
reimbursement. Please refer to Attachment I, which describes the Coordinator's
accomplishment for the past year.
The Coordinator will continue to work under the direction and supervlSlon of the Deputy
Director/Housing & Community Development Director.
ENVIRONMENTAL
A professional services contract is exempt from the California Environmental Quality Act
(CEQA) and the National Environmental Protection Act (NEPA).
FISCAL IMP ACT
Under the Agreement with the County, the Agency is required to advance all costs associated
with the County/Agency contract based on the commitment that the County will reimburse the
Agency for the pre-approved costs. The NIP Coordinator contract extension in the amount of
$61,500 is contingent upon County reimbursement of expenditures. It should be noted that the
County has already provided the Agency a written commitment to fund administration of the NIP
program for the year 2002 in the sum of $1 00,000.

AND AUTHORIZING THE CHAIRPERSON OR HER DESIGNEE TO EXECUTE THE

"AMENDMENT NO.2"), TO THE PROFESSIONAL SERVICES AGREEMENT
BETWEEN THE REDEVELOPMENT AGENCY AND DIANA L. SANCHEZ,
CONTINGENT UPON COUNTY OF SAN BERNARDINO APPROVAL OF
NEIGHBORHOOD INITIATIVE PROGRAM (NIP) FUNDS
THE COMMUNITY DEVELOPMENT COMMISSION ACTING ON BEHALF OF
THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO DOES
HEREBY RESOLVE, DETERMINE, AND ORDER AS FOLLOWS:
SECTION 1.
The Chairperson of the Community Development Commission or
her designee is hereby authorized and directed to execute on behalf of said Agency the one (1)
year contract extension ("Amendment No.2") to the Professional Services Agreement by and
between Diana L. Sanchez ("Consultant") and the Redevelopment Agency ("Agency") to
provide assistance to the Agency in the implementation of the Neighborhood Initiative Program
(NIP) pursuant to the Cooperation Agreement between the Redevelopment Agency and the
County of San Bernardino (the "County') as approved by the Community Development
Commission on September 7, 1999 and as subsequently amended on March 19,2001 and is on
file with the City Clerk.
SECTION 2.
The Executive Director of the Agency is hereby authorized to

make minor corrections, additions, and clarifications to the Agreement, provided said changes
are approved by Agency Counsel and are not substantive in nature, and do not increase the
monetary impact to the Agency.
SECTION 3.
The authorization to execute the above referenced Amendment No.
2 is rescinded if the parties to the Amendment fail to execute it within sixty (60) days of the
passage of this Resolution.

REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO
AMENDMENT TO THE AGREEMENT
FOR PROFESSIONAL SERVICES
THIS AMENDMENT to Professional Services Agreement dated November 15. 1999 and
as s!-lbsequently amended March 19,2001 and referred to as ("Amendment No.2"), is made and
entered into this 19th day of November, 2001 by and between the Redevelopment Agency of the
City of San Bernardino, a public body, corporate and politic; referred to as ("Agency"), and
Diana L. Sanchez, referred to as ("Consultant"). Agency and Consultant agree as follows:
WITNESSETH
WHEREAS, Agency and Consultant have previously entered into Agreement dated
November 15. 1999 referred to as ("Agreement"), and as subsequently amended on March 19,
2001 for the purpose of implementing and administering the Neighborhood Initiative Grant
Program (the" NIP Program"); and
WHEREAS, Agency and Consultant desire to amend the Agreement (the "Amendment
No.2") to extend the Agreement for an additional one (1) year as provided herein,
NOW, THEREFORE, in consideration of the mutual covenants herein set forth and the
mutual benefits to be derived therefrom, the parties agree to modify the Agreement in the
following two areas only:
1. Section 3. Terms (a):
This Amendment No.2 to the Agreement shall provide for the Agreement to be extended for an
additional one (I) year, commencing on November 20,2001 and shall remain in full force and
effect for a period of twelve months thereafter, unless terminated sooner for the convenience of
either party as provided in Section 24 of the Agreement. It is further understood between the

parties that this Amendment No. 2 is conditioned upon the Agency receiving Neighborhood
Initiative Program (NIP) funds pursuant to the County of San Bernardino and Redevelopment
Agency September 7, 1999 Cooperative Agreement. Should the NIP Funds not be available to
the Agency, then this Amendment No, 2 shall terminate upon such notice to the Agency that NIP
Funds are no longer ava!lable.
Section 8 - Comoensation:
The maximum compensation for services rendered under the Amendment No.2, including all
Consultant's costs shall not exceed $61,500. During the term of this Agreement, Agency shall
pay Consultant this compensation in twelve (12) equal installments on a monthly basis.
Consultant shall provide an itemized invoice to the Agency. Said compensation shall be
considered full and complete reimbursement for all Consultant's costs associated with the
services provided hereunder.
IN WITNESS WHEREOF, the parties have caused this Amendment No.2 to the
Professional Services Agreement to be executed as of the day and year first written above.
