various streets throughout the City including a 40 m.p.h..speed limit on Mt. View Avenue between
40th Street and Lupin Lane.

Ordinance amending Chapter 10.52 of the San Bernardino Municipal Code to change the
existing speed limit on Mountain View Avenue between 40th Street and Hill DrivelPinehurst
Court from Forty (40) to Thirty-five (35) M.P.H.
Back!!round:
The Engineering Division received a request from a citizen to establish a twenty-five (25) m.p.h.
speed limit on Mt. View Avenue north of 40th Street. The requestor felt that this action would
improve overall safety in this section ofMt. View Avenue.
Traffic Engineering Staff conducted a traffic engineering speed survey, which formed the basis
of the evaluation.
Mt. View Avenue is classified as a Collector from south of 40th Street north to Hill
Drive/Pinehurst Court. North of this area it is classified as a Local Residential street. With the
exception of a driveway that accesses the Albertson's shopping center on the northeast comer of
40th Street and Mt. View Avenue, this area is entirely residential. Mt. View Avenue is forty (40)
feet wide. 4.200 vehicles were counted over a 24-hour period just north of 40th Street and 2,800
vehicles were counted just north of Pershing Avenue. There have been three recorded accidents
within this area from January I, 1999 through March 31, 2001 (2 v.. years). One accident
occurred just north of 43'd Street where a northbound motorist hit a fixed object. The second
occurred 164 feet south of 49'h Street where a speeding motorist hit a fixed object. The third
took place at 48th Street when an eastbound vehicle broadsided a southbound vehicle.
Currently all of Mt. View Avenue has an adopted forty (40) m.p.h. speed limit. The speed limit
extends to Lupin Lane (north of Hill Drive/Pinehurst Court). Speed surveys were recently
completed as part of the State mandated 5-year cycle. Two survey locations were taken north of
40th Street. The results of the surveys are as follows:

The critical speeds surveyed suggest that a 45 m.p.h. speed limit is appropriate (or this area,
however, staff feels that due to the residential nature of the road it would be excessive. On the
other hand, posting a 25 m.p.h. speed zone would place one hundred (100) percent of the
motorists surveyed in violation of the requested speed limit. As a result, the Police Department
may not be able to adequately enforce the speed zone. Additionally, this action may increase

the disparity between low and high vehicle speeds which would encourage unsafe vehicle
movements. Consequently, staff recommends that the speed limit be lowered from forty (40) to
thirty-five (35) m.p.h. Staff further recommends that the speed limit be eliminated- in its entirety
north of Hillside/Pinehurst Court. After this point, Mt. View Avenue becomes a local residential
street serving as access only to adjacent residents. At this point, the local residential speed limit
of25 m.p.h. would apply.
The Traffic Safety Committee evaluated this issue at their September 5, 2001 meeting. The
Committee concurred with the findings and recommendations of staff and therefore
recommended that the speed limit on Mt. View Avenue between 40th Street and Hill
Drive/Pinehurst Court be lowered from forty (40) m.p.h. to thirty-five (35) m.p.h. and that the
forty (40) m.p.h. speed limit on Mt. View Avenue north of Hill Drive/Pinehurst Court be
eliminated making this area a 25 m.p.h. residential zone.
Financial Impact:
The estimated cost of $400 for the installation of the speed limit signs will come from General
Fund Account No. 001-187-5111 (signing and striping materials). This action is considered
routine and there will be no major impact to the account.
Recommendation:
That said Ordinance be laid over for final adoption.

ORDINANCE OF THE CITY OF SAN BERNARDINO AMENDING CHAPTER
10.52 OF THE SAN BERNARDINO MUNICIPAL CODE TO CHANGE THE
EXISTING SPEED LIMIT ON MOUNTAIN VIEW AVENUE BETWEEN
FORTIETH STREET AND HILL DRIVE/PINEHURST COURT FROM FORTY
MILES PER HOUR TO THIRTY-FIVE MILES PER HOUR.
THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAJ:-! BERNARDINO
DO ORDAIN AS FOLLOWS:
SECTION I: Section 10.52.020 of the San Bernardino Municipal Code is
amended to read as follows:
" 10.52.020 THIRTY FIVE MILES PER HOUR
In accordance with and pursuant to the authority of Sections 22357,
22358, and 22360, of the California Vehicle Code, the Mayor and Common Council do
hereby determine and declare upon the basis of an engineering and traffic survey that a
prima facie speed limit of thirty-five miles per hour shall be established upon the
following streets or portions thereof in the City:
ARROWHEAD AVENUE: Between Seventh Street and Highland A venue.
'D' STREET: Between Sixth Street and Twenty-Eighth Street.
'E' SREET: Between Tenth Street and Thirtieth Street.
EUCAL YPTUS AVENUE: Between Mill Street and Rialto Avenue.
FOOTHILL DRIVE: Between Del Rosa Avenue and Sterling Avenue.
FORTIETH STREET: Between Electric Avenue and Waternmn Avenue;
Between Golden Avenue and Mountain Avenue.
FORTY-EIGHTH STREET: Between Kendall Drive and Electric Avenue.
'G' STREET: Between Sixth Street and Marshall Boulevard.
GILBERT STREET: Between Waterman Avenue and a point two hundred
seven feet east of Cedar Avenue.
'H' STREET: Between Sixth Street and Marshall Boulevard.
