06/18/01 Award contract to Engineering Resources of Southern California, Inc. for Civil Engineering
Services for pavement rehabilitation at Mt. View Avenue between Mill Street & Cluster Street;
Pershing A venue between Mill Street & Cluster Street, and Cluster Street between Arrowhead Avenue
& Sierra Way in the amount of $47,953.
7/9/01 Allocation of $485,000 in the 2001/02 Capital Improvement Program (CIP) for Mt. View
Avenue from Cluster St. to 277' North, Pershing Avenue from Mill St. to Hilda St. & Cluster St. from
Arrowhead Ave. to Sierra Way (Account No. 135-378-5504-7221).

Subject:
Resolution awarding a contract to Holland-Lowe Const. Inc. for pavement rehabilitation on
Mt. View Avenue from Cluster St. to 277' North, Pershing Avenue from Mill St. to Hilda St.
& Cluster St. from Arrowhead Avenue to Sierra Way, per Plan No. 10322.
Background:
This project consists of the removal and reconstruction of the street section on Mt. View
Avenue from Cluster St. to 277' North, Pershing Avenue from Mill St. to Hilda St., & Cluster
SI. from Arrowhead Avenue to Sierra Way. This section of road experiences significant
vehicular traffic, and the original pavement section has deteriorated. It is currently in very
poor condition, which is why staff is proposing to move forward with this project as soon as
possible.
Plan and specifications for this project are complete and it is ready to be awarded. The
estimated project costs are as follows:
Construction Cost $361,545.29
Contingencies $50,000.00
Design, Inspection, and Contract Administration $ 73,454.71
Total $485,000.00
This project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of
Commerce, and the following companies responded:

STAFF REPORT
Based on review of the sealed competitive bids received, staff has determined that Holland-
Lowe Construction Inc., the apparent low bidder, has met the minimum requirements of the
specifications, and bid guidelines, and therefore recommend that the Mayor and Common
Council award the referenced contract accordingly.
Financial Impact:
Funding for this project in the amount of $485,000 has been allocated from the AB 2928
Traffic Congestion Relief Fund and made available for FY 200l/2002. All costs incurred will
be charged to Account No. 135-378-5504-7221
Recommendation:
Adopt Resolution.

RESOLUTION NO.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Holland-Lowe Const. Inc. is the lowest responsible bidder for pavement
rehabilitation on Mt. View Ave. from Cluster St. to 277' North, Pershing Avenue from Mill
St. to Hilda St. & Cluster St. from Arrowhead Ave. to Sierra Way, per Plan Drawing No.
10322. A contract is awarded accordingly to said bidder in a total amount of $361,545,29,

with a contingency amount of $50,000, but such award shall be effective only upon being fully

executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby

16 authorized and directed to execute said contract on behalf of the City; a copy of the contract is

on file in the office of the City Clerk and incorporated herein by reference as fully as though
set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take

21 effect or become operative until fully signed and executed by the parties and no party shall be
22

obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
