Synopsis of Previous Council Action:
The Mayor and Council has approved waiver of fees for this event for the last
several years.
Recommended Motion:
That the request for a waiver of fees in the amount of $2,587 for facility, personnel
and equipment costs associated with the 24th Annual YMCA hildren's
Christmas Parade, be approved.

Staff Report
SUBJECT:
Request from the YMCA of San Bernardino for a waiver of fees in the amount of $3,787 to
cover City departmental costs connected with their 2001 Children's Christmas Parade scheduled
for December 1, 2001.
BACKGROUND:
On Saturday, December 1, 2001, the San Bernardino YMCA will conduct its 24th Annual
Children's Christmas Parade beginning at 11 :00 a.m. at the comer of 6th and E Streets. Over
2500 children are expected to participate and over 5,000 people are expected to attend the event.
The Committee is requesting a waiver of City fees in connection with the event. These fees
include:

$ 931 for barricade placement/removal
Police
$1,281 for personnel/vehicles/equipment
Public Services
$375 refuse collection
TOTAL
$2,587
Non waivable fees and refundable securitv deposits:

The Mayor and Council approved the waiver of fees for this event last year.
At the request of the Chairman of the Ways and Means Committee, this item was referred
directly to Mayor and Council for action.
FINANCIAL IMPACT:
These costs will be reimbursed back to the individual departments from the $50,000 contingency
amount contained in the civic and promotion fund (001-091-5186).
RECOMMENDATION:
Approve waiver of fees.

The YMCA of San Bernardino is currently planning for the 24th Annual YMCA
Children's Christmas Parade. The parade will be on Saturday December 1, and will start
at 11 :00 A.M. at the comer of 6th and E Street. This year costs for police services, and
barricades, to be provided by the City of San Bernardino, have been estimated to be
$ 2.587 dollars.
We are again planning to have over 2500 children participating in the parade, and over
5,000 people attending the parade. This event is filmed live and will be re-broadcast at
different times. The YMCA of San Bernardino is asking that the City to waive the fees so
that we may be able to continue letting all kids participate in the parade for free.
We at the YMCA believe now more then ever, that we take pride in our community, hold
dear to its values, and that we continue with our cherished traditions.
