STAFF REPORT
Subject:
Resolution awarding contract to D & L Paving for pavement rehabilitation on Pepper A venue
between Birch Street and Rialto Avenue.
Background:
This project consists of the removal and reconstruction of the street section on Pepper A venue
between Birch Street and Rialto A venue. This section of road experiences significant vehicular
traffic, and the original pavement section has deteriorated. It is currently in very poor
condition, which is why staff is proposing to move forward with this project as soon as
possible.
Plan and specifications for this project are complete and it is ready to be awarded. The
estimated project costs are as follows:
Construction Cost $180,500
Continl!encies $ 27,500
Desil!n, Inspection, and Contract Administration $ 20,000
Total $228,000
This project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of
Commerce; the following companies responded:

On the basis of sealed compel1l1ve bids received after public advertising for pavement
rehabilitation on Pepper Avenue between Birch Street and Rialto Avenue, and staff review of
the bids, D & L Paving, is the apparent lowest responsible bidder, in the amount of $180,500.00.
Financial Impact:
Funding for this project in the amount of $265,000 has been allocated from the 1/2 cent Sales
and Road Tax Fund for FY 2001/2002. All costs incurred will be charged to Account No. 129-
367-5504-7198.

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO D & L PAVING FOR PAVEMENT
REHABILITATION ON PEPPER A VENUE BETWEEN BIRCH STREET AND
RIAL TO A VENUE PER PLAN NO. 10263.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. D & L Paving is the lowest responsible bidder for pavement

of $27,500, but such award shall be effective only upon being fully executed by both parties.
12 All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and directed to
13 execute said contract on behalf of the City; a copy of the contract is on file in the office of the
14 City Clerk and incorporated herein by reference as fully as though set forth at length.

obligated hereunder until the time of such full execution. No oral agreements, amendments,
