On October 4,2001, the Redevelopment Cormnittee reviewed, and recommended approval, of the
following Agency reorganization proposals:
New Position Project Manager
In order to provide housing support to the Deputy Director/Director of Housing and Community
Development, it is proposed that a Project Manager be hired who possesses a strong housing
development background. This position will help the Director implement large scale housing
development projects and assist with the creation of new housing programs/projects. The salary
range for the Project Manager will be consistent with the recently approved salary compensation
survey ($4,920 - $5,982).
New Position Assistant Project Manager
Coupled with the above changes, it is also proposed that an Assistant Project Manager be retained
to provide technical monitoring support to the Housing Division in accordance with the 2001
JillD on-site monitoring report and with State Redevelopment Law. Based on the JillD review
ofthe Agency's federal programs, JillD recommended that the Agency develop an in-depth
monitoring program for all its federally funded programs. Moreover, pursuant to State
Redevelopment Law, the Agency must monitor all of its affordable housing covenants to ensure
that developers are complying with the affordable rents and occupancy requirements. Presently,
the Agency has in excess of 1300 housing units that must be monitored annually. The salary
range for the Assistant Project Manager will be consistent with the recently approved salary
compensation survey ($4,473 - $5,438).
Upgrading of Special Events Coordinator Position to Assistant Project Manager
Currently, the position of Special Events Coordinator is vacant. Since the Economic
Development Agency was downsized and reorganized in 1998, less emphasis has been placed on
special events. Activities at Court Street Square have been scaled back and the season shortened.
The Square has been reconfigured to make the operation more efficient and less labor intensive.
The Division of Business Retention, Recruitment & Revitalization is responsible for oversight and
coordination of the Grow San Bernardino Funds Loan Program, the CIC Small Business Loan

Program and the Business F~ade Grant Program. In addition to these business retention
activities, the Division houses the Office of Small Business Liaison and is responsible for directing
and coordinating downtown revitalization and maintenance efforts. The Division is also
responsible for managing all Agency properties, including the California Theatre.
With these changes in the workload, it has become necessary to upgrade the current position of
Special Events Coordinator to Assistant Project Manager.
In anticipation of a forthcoming request for a position upgrade, the funding for a position upgrade
was included in the budget that was approved by the Commission on July 23,2001 and, therefore,
will not increase the Agency's budget. The salary range for the Assistant Project Manager will be
consistent with the recently approve salary compensation survey ($4,473 - $5,438).
New Position Typist Clerk III
With the above additions to the Housing and the Business Retention, Recruitment &
Revitalization Divisions, it is necessary to add a Typist Clerk III. It was anticipated that three (3)
clerical positions would be sufficient to handle the overall clerical load with the assistance of part-
time temporary help, but with the traffic and workload it is now necessary to add this position.
This addition would also allow clerical staff the flexibility to better assist staff with the day-to-day
clerical support needs such as: coverage at the front desk; customer support; bank deposits;
mailings; mail postage, sorting and delivery; agenda researching, posting, preparation and
delivery; minutes; computer technical support; ordering of supplies; receiving loan payments;
notarizations; tracking of agreements; equipment maintenance; copying, creation of files; filing;
schedule and calendar of meetings; and monitoring of housing programs. The salary range for the
Typist Clerk III will be consistent with the recently approved salary compensation survey ($2,225
- $2,705).
Agency Personnel Policies Amendments
With Commission approval on August 14,2000, the Agency did not fill the vacant Director of
Development position and, instead, hired a Project Manager. Also, the Commission, on October
15,2001, approved the position of Deputy DirectorlDirector of Housing and Community
Development. At this time, amendments to Exhibits "A", "B", "C" and Section 32 of the
Agency's Personnel Policies and Procedures are required to reflect the previous actions of the
Commission and to reflect the proposed Agency reorganization.

Fiscal Impact
It is anticipated that the upgrade of one (1) position and three (3) added positions will result in an
annual net cost to the Agency of approximately $134,000. The Agency proposes to fund the new
positions out of Agency 20% Low-Moderate Housing Funds and CDBG administration funds.
It is important to note that presently the Agency is not budgeting the maximum allowable
administration funds for the CDBG program (20% cap admin), and that there is funding available
for administration under the Agency's 20% Low-Moderate Housing Funds.
Recommendations
It is recommended that the Community Development Commission adopt the attached Resolution,
which will amend the Agency's Personnel Policies and Procedures to reflect previously approved
personnel changes and proposed personnel changes as follows:
Amendments Exhibit "A", "B", "C" and Section 32.
Deletes positions, removes job descriptions and reference of:
Director of Development (Approved August 14,2000)
Director of Housing and Community Development (Approved October 1, 2001)
Special Events Coordinator (Vacant)
Adds positions and new job descriptions:
Project Manager (Approved August 14,2000 in place of Development Director)

Deputy Director/Director of Housing and Community Development
JOB DESCRIPTION:
Under administrative direction assists the Executive Director in managing, supervising
and coordinating the activities and operations of the Economic Development Agency.
Specifically, responsible for overall management and supervision of the Housing and
Community Development Division of the Economic Development Agency. Coordinates
assigned activities with other Agency divisions, City departments and outside agencies;
provides highly responsible and complex administrative support to the Executive
Director; and performs related duties as required.

REPRESENTATIVE DUTIES:
Duties may include, but are not limited to:

Provide courteous and expeditious customer service to the general public and Agency
staff. Performs highly responsible professional and technical work in the administration
of a variety of economic development, redevelopment, housing and community
development programs, including, but not limited to: establishing effective short- and
long-term financing strategies, priorities, goals and objectives; organizing and directing
special projects; developing systems, policies and procedures to improve operation,
reduce expenditures and enhance service levels. Identifies financial opportunities to
leverage funds and stimulate development either through direct investment of Agency
operating funds or utilization of County, State and/or Federal funding programs.
Develops effective short- and long-range financing strategies and makes
recommendations to the Executive Director for the leveraging of funds to increase
ownership and rental housing stock; coordinates redevelopment program activities such
as project area planning, costlbenefit analysis, redevelopment plan composition, and the
utilization of special consultants to the Agency; ensures that projects/plans adhere to
federa~ state and local laws and ordinances governing redevelopment and economic
development projects and activities; solicits participation by developers, contractors,
lenders and others in potential housing investment projects by offering technical
assistance and/or use of Agency funding as inducement; determines standards for
monitoring projects in which the Agency has invested and develops administrative
mechanisms to effect such monitoring standards; assumes leadership role to plan and

projects; makes program recommendations regarding the allocations of available

budgets and project schedules; performs both short- and long-range planning; assists in
overseeing and participates in the preparation of a variety of reports for other

MINIMUM EXPERIENCE AND QUALIFICATIONS:
The minimum combination of experience and qualifications for this position is as
follows:
Education
A Bachelor's degree or equivalent from an accredited college or university with major
course work in business administration, economics, urban planning, political science,
public administration or a closely related field.
Experience
Ten (10) years experience in community development, housing and redevelopment with
substantial management responsibilities including extensive involvement in negotiation
on contracts, and supervision of personnel.

Possession of a valid Class "C" California Driver's License. For out of State applicants,
a valid driver's license is required. A valid Class "c' California Driver's license must be
obtained within ten (10) days of appointment (CA Vehicle Code 12405c).
