Grant Prol!ram Backl!roundlCurrent Issue: Per State Law, the City has been actively enforcing the Title 25 Mobile Home Park Act, by inspecting yearly all mobile homes parks located within the City (about 42 parks) to insure that all units meet the standards contained in the Act. Under the City's Inspection Program, mobile home owners that possess violations are required to bring their units to Act standards within a prescribed time frame. In light of the fact that the majority of the homeowners citied are low- income families, they are typically referred to the Agency's Mobile Home Grant Program. Since 1992, the Agency has been administering the Mobile Home Grant Program by appropriating a maximum of $200,000 yearly from Agency housing funds, to provide grant resources to income eligible mobile home owners that have been cited for violations by the City Inspection Program and require repair/improvements to their homes. Eligible homeowners needing minor repairs or health and safety corrections are typically assisted under the Agency's Grant Program. However, in many instances, we find many homeowners living in units that are substandard, beyond repair and economically unfeasible to repair. A case in point was the City's recent experience with the park owner and owners of mobile home units at the Cypress Mobile Home Park, wherein more than 50% of the units within the park where beyond repair and the units were abandoned, and removed by the new owner. Given the many parks and units throughout the City that contain violations and the limited Agency and City resources, Agency Staff would like to explore the prospect of applying for the State of California, Department of Housing and Community Development (HCD)- Cal Home Owner Occupied Manufacturing Housing Grant Program. The CaIHome Program is a grant program made available to cities that support existing homeownership programs aimed at low and very low-income households, particularly homeowners owning manufactured/mobile home housing. Under the CalHome Program, the Agency can apply for grant proceeds of up to $500,000. These funds would be used to augment the Agency's current mobile home grant budget. In return, if the Agency is a successful grant candidate, the Agency must loan the proceeds to low and very low-income owner occupants (not to exceed 80% of the county median income) of manufactured housing for the rehabilitation or replacement of a substandard manufactured housing unit. Specifically, the loan proceeds could be used to pay for the costs of improving the home necessary to correct any condition causing the home to be substandard, the costs of removal of existing manufactured housing units, costs of architectural and engineering plans, costs of removal of existing units, the costs of installation of a newly manufactured housing replacement GVO:MP:lag:1O-15-01 CaIHome COMMISSION MEETING AGENDA Meeting Date: 10/15/2001 Agenda Item Nnmber: R?1 J Economic Development Agency Staff Report CalHome Manufactured Housing October 5, 2001 Page Number -2- unit, etc. The State provides basic and general program parameters to grant recipients, such as the grant proceeds must be used by the grant recipient in a form of a loan to the homeowner/homebuyer so that funds are recycled back into the program. Although the State gives grant recipients program guideline flexibility with regard to loan amounts and repayment terms, it does require minimum loan amounts of $2000 with a maximum loan of not exceed $20,000 per homebuyer. Environmental Preparation and submission of a grant application by the Agency does not reqUIre an environmental analysis. Fiscal Impact: There will be minimal costs to the Agency in applying for the HCD Grant, estimated at not to exceed $5,000. Moreover, under the HCD Grant, if the Agency is successful in obtaining the State Grant, the Agency will be eligible to charge not more than a 5% program delivery fee for each loan to cover some of its administration costs of the program thereby recouping the Agency Administration Funds. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE REDEVELOPMENT AGENCY OF THE CITY OF SAN BERNARDINO, (THE "AGENCY") TO SUBMIT AN APPLICATION TO THE STATE OF CALIFORNIA DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT (HCD) FOR FUNDING UNDER THE CALHOME PROGRAM (THE "PROGRAM") AND THE EXECUTION OF THE STANDARD AGREEMENT, ANY AMENDMENTS THERETO, AND ALL OTHER DOCUMENTS REQUIRED BY HCD FOR PARTICIPATION UNDER THE PROGRAM WHEREAS, the Community Development Commission of the City of San Bernardino (the "Commission") is the governing body of the Redevelopment Agency of the City of San Bernardino (the "Agency"), a public body corporate and politic, organized and existing pursuant to the Community Redevelopment Law (California Health and Safety Code Section 33000, 12 et.seq.); and 13 14 WHEREAS, the Commission and Agency are authorized to carry out housing programs 15 and projects within the City of San Bernardino, and in the interest of preserving the affordable mobile home housing stock within the City of San Bernardino, the Commission and Agency 16 17 wish to apply for and receive an allocation of funds in the total amount of $500,000 through the 18 State of California Department of Housing and Community Development (HCD) CalHome 19 Program. 20 BE IT RESOLVED BY THE COMMUNITY DEVELOPMENT COMMISSION 21 OF THE CITY OF SAN BERNARDINO AS FOLLOWS: 22 SECTION 1. The Community Development Commission hereby authorizes the 23 Agency to submit to HCD an application to participate in the CalHome Program in response to 24 the Notice of Funding Availability (NOFA) issued on or about August 2001, which will request 25 a funding allocation for the following activities: -1- ilL.
