Recommended Motion:
1. Approve the submittal of a grant application for Mobile Source Air Pollution
Reduction Review Committee (MSRC); and,
2. Authorize the proposed East Valley Regional UCNG Fueling Facility project;
and,
3. Commit the City to the project implementation schedule as submitted in the
CMAQ grant application, and,
4. Allocate AB 2766 Subvention Funds in the amount of no less than $35,500 (30%
of local match) and no more than $59,100 (50% 0 ocal match) towards this

Approve the submittal of a grant application for Mobile Source Air Pollution Reduction
Review Committee (MSRC) funds for the construction of an East Valley Regional LCNG
Fueling Facility.
Backaround:
On June 4, 2001, the Mayor and Common Council authorized the submission of a grant
application for Congestion Mitigation/Air Quality (CMAQ) funds in the amount of
$911,859 for the construction of a East Valley Regional Liquefied/Compressed Natural
Gas Fueling Facility. As part of the grant application, the City committed to allocate
required matching funds of $118,141 if the project was selected for CMAQ funding. On
August 1, 2001, the San Bernardino Associated Governments (SAN BAG) board
approved the grant application.
On July 20, 2001, the Mobile Source Air Pollution Reduction Review Committee
released an Alternative Fuels Local Government Match Program grant application. This
application is "designed to encourage the development and increased availability of
alternative-fuel refueling infrastructure with the AQMD." The program offers to co-fund
projects implemented by cities that utilize their Motor Vehicle Registration Fee
Subvention Funds (AB2766).
If selected, this grant may provide a 50% match against AB 2766 Subvention Funds,
which could be applied towards the qualifying alternative-fuel refueling infrastructure.
MSRC also offers a bonus match of up to 25% for infrastructure projects based on a
certain set of criteria. Staff believes that the City's project would meet three of the four
criteria resulting in a bonus of 20% for a total potential match of 70%.
Staff is requesting that the Mayor and the Common Council approve the submission of
the grant application for the MSRC funds in the amount of $82,698. This represents
70% ofthe total local fund match of $118,141 (50% plus 20% bonus from MSRC).
Specifically, the Mayor and Common Council, through minute action are asked to:
1. Approve the submittal of a grant application for Mobile Source Air Pollution
Reduction Review Committee (MSRC); and,
2. Authorize the proposed East Valley Regional UCNG Fueling Facility project;
and,
3. Commit the City to the project implementation schedule as submitted in the
CMAQ grant application; and,
4. Allocate AB 2766 Subvention Funds in the amount of no less than $35,500 (30%
of local match) and no more than $59,100 (50% of local match) towards this
project.

The total cost of the project is estimated at $1,030,000 and $911,859 has already been
secured through the CMAQ grant approval. If this MSRC grant is approved by AQMD, it
may provide up to 70% of the City's required match of $118,141, thus reducing the
City's total contribution to $35,500 from AS 2766 Subvention Funds.
Recommendation:
1. Approve the submittal of a grant application for Mobile Source Air Pollution
Reduction Review Committee (MSRC); and,
2. Authorize the proposed East Valley Regional UCNG Fueling Facility project;
and,
3. Commit the City to the project implementation schedule as submitted in the
CMAQ grant application; and,
4. Allocate AS 2766 Subvention Funds in the amount of no less than $35,500 (30%
of local match) and no more than $59,100 (50% of local match) towards this
project.

EXHIBIT C: PROJECT IMPLEMENTATION SCHEDULE
(Return this page as part of your CMAQ proposal)
Please provide, either in the space provided below or separate attached sheet, a
Milestone Schedule for your proposed CMAQ project. The schedule should
include anticipated start and completion dates for each task, activity, or milestone
identified in Exhibit A, "Project Description/Scope of Work". Also, please identify
anticipated dates for inclusion in the Regional Transportation Improvement
Program (RTIP), submission of applications to Caltrans/Federal Transit Agency,
and quarterly report submission to SAN BAG.
Note: If the project is not already included in an approved RTIP, anticipate inclusion to
occur around November 2001. Any work requiring reimbursement cannot begin before the
project is included in an approved RTIP.
The format requirements for the Project Implementation Schedule are flexible. A
template is provided below:
