6/1912000 Mayor and Common Council approved the Agreement for Services with Economics
Research Associates (ERA) to prepare an economic feasibility study to identify regional
development trends and analyze existing development vs. the land use mix in the City's General
Plan and the goals in the BIG Plan.
Recommended Motion:
That a joint Mayor and Common Council and Planning Commission luncheon workshop be set for
November 5, 2001 at 12:00 p.m. in the EDA Boardroom~Presentation of the Economic Analysis
Report related to the General Plan update by David Wilcox of ERA.

STAFF REPORT
Subiect:
That a joint Mayor and Common Council and Planning Commission luncheon workshop be set for
November 5, 2001 at 12:00 p.m. in the EDA Boardroom-Presentation of the "Economic Analysis
For an Update of the Land Use Element of the General Plan" by David Wilcox of Economics
Research Associates (ERA).
Backl!round:
1) Workshop: At the direction of the Council, requests to schedule luncheon workshops during
Council meetings shall be approved by the Council prior to agendizing the workshop.
2) Assignment: In this assignment, Economics Research Associates (ERA) has been tasked
by the City of San Bernardino's Development Services Department to undertake an economic
analysis for an update of the land use element for the City's General Plan. ERA was asked to
examine the current market conditions in San Bernardino for development of nonresidential
land uses.
3) Market For Land Uses: This report contains an extensive analysis of the market for these
land uses within the City in the context of the broader real estate market of the Inland Empire
and Southern California as a whole.
4) Demography and Economic Conditions: In addition to the analysis of the real estate
market, the report also includes an overview of population demography and economic
conditions in the City, along with a review of San Bernardino's employment both in terms of
the City's labor force, i.e., the job of residents who live in San Bernardino, and employment
base, i.e., jobs in San Bernardino regardless of the place of residence of the employee.
5) Fiscal Impacts: This report also contains an analysis of the fiscal impacts of development of
nonresidential development in the City of San Bernardino, which can be used as a planning
tool to assess the affects of new development on the General Fund revenues on the City of
San Bernardino.
6) Policy Recommendations: Finally, this report concludes with a series of policy
recommendations that can be used to inform the development of a new land use element for
the City's General Plan. This includes a series of objectives that can be met by
implementable policies that may be used directly in that effort.
Financial Imnact:
The luncheon workshop presentation shall be made at no cost to the City.
