STAFF REPORT
Subject:
Resolution awarding contract to IP Striping for Signing and Striping of Bicycle lanes for Phase
I & Phase II of City Adopted bicycle Facilities Master Plan, per Plan No. 10229.
Background:
Staff successfully applied for Transportation Development Act (TDA), Article 3 funding last
year, allowing the City to proceed with a portion of the Bicycle Facilities Master Plan adopted
in 1994. This project will extend the existing bicycle lanes from California State University
San Bernardino to Perris Hill Park (total of approximately 7 miles) at the intersection of
Highland Avenue and Valencia Avenue. The project will also result in the completion of a
significant portion of Phases I and II of the master plan as shown on Exhibits Band C. The
project location and previously completed -master planned bicycle lanes along University
Parkway, Kendall Avenue, and Northpark Boulevard are shown in Exhibit A.
Given that the bid has come in well below the project budget, and much of the cost is provided
by "outside funding", staff will be seeking to extend the project limits along Mountain Vi~
into the Downtown area, and along Valencia to 21st Street.
Plan and specifications for this project are complete and it is ready to be awarded. The
estimated project costs are as follows:
Construction Cost $40,889.39
Contingencies $ 6,110.61
Design, Inspection, and Contract Administration $ 4,000.00
Total $51,000.00
This'project was advertised locally in the San Bernardino County Sun Newspaper, Construction
Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of
Commerce; the following companies responded:

STAFF REPORT - continued
Staff has reviewed the bids, determined that the contractor's bid meets the specifications,
verified their previous experience, and recommends the Mayor and Common Council award
this contract to lP Striping.
Financial Impact:
Adequate funds are available from the $130,000 budgeted and all costs will be charged to
Account No. 122-373-5504-7116 and Account No. 126-373-5504-7116 (Signing and Striping
of Bicycle Lane Phases I and II).

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BER.~ARDIl'\O AWARDING A CONTRACT TO JP STRIPING FOR SIGNING AND
STRIPING OF BICYCLE LANES FOR PHASE I AND PHASE II OF CITY ADOPTED
BICYCLE FACILITIES MASTER PLAN PER PLAN NO. 10229.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAl'\ BERNARDINO AS FOLLOWS:
SECTION 1. IP Striping is the lowest responsible bidder for Signing and Striping of
Bicycle Lanes for Phase I and Phase II of City Adopted Bicycle Facilities Master Plan. A
contract is awarded accordingly to said bidder in a total amount of $40,889.39, with a
contingency amount of $6,110.61, but such award shall be effective only upon being fully
executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby
authorized and directed to execute said contract on behalf of the City; a copy of the contract is
on file in the office of the City Clerk and incorporated herein by reference as fully as though
set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.

This is in response to your inquiry regarding the Master Plan bicycle lane project scheduled on
the Council Agenda Monday. Following are reasons to go ahead with the contract award to JP
Striping versus completing the project with our own forces:
1) In order for the City to be eligible for reimbursement for "Force Account" labor it
should be defined in the original Federal/State Aid application or subsequent
approvals by SANBAG would be required. This may be problematic given the
relatively short time frame to complete the project.
2) Staff feels we received a good bid price on the project.
3) Due to the extreme delay in replacing the striping machine, the City is well
behind in overall striping maintenance. Some of the areas are becoming critical
due to the lack of striping visibility and it will take some time to catch up.
4) Although, the machine is scheduled to be delivered in November, any subsequent
delays in delivery will affect our ability to get to these critical areas.
