Subject:
Resolution awarding contract to Lambco Engineering, Inc. for installation of 18" storm drain
in Highland Avenue from Mt. View Cemetery to Valencia Avenue per Plan No. 10248.
Background:
Highland Avenue (north side of the street) from the Mt. View Cemetery to Valencia Avenue
has a considerable amount of landscape drainage water flowing in the gutter year round.
During the summer months, this excess irrigation water from the cemetery causes algae and
slime to grow in the gutters, which in turn causes slippery conditions at the existing bus stop
and at the intersection of Valencia and Highland Avenues (NW corner). This flow of excess
irrigation water in combination with the stopping and starting of heavy busses is significant and
often enough to cause significant damage to the pavement, curb, gutter and driveways.
Department staff worked with the cemetery in an effort to reduce watering to mitigate the
problem. However, during the hot summer months, the reduced watering was not adequate to
maintain the cemetery's landscaping in a green, healthy condition. Therefore, it was necessary
for them to increase the watering, resulting in renewed problems with deterioration of the
street. Given that the cemetery had always drained to the street, they were unwilling to
participate in the construction costs. The Public Services Department, at significant cost to the
City, removed and replaced the pavement in the vicinity of the bus stop, but it is again starting
to fail due to the nearly constant flow of water.
Staff will also be working with the cemetery representatives to ensure the runoff is being
adequately "filtered" of pollutants by the lawn and/or additional measures as required.
In order to reduce street maintenance cost and to mitigate the problem of algae and slime in the
gutter, staff is recommending the installation of a small storm drain. This storm drain will
convey the excess irrigation water, as well as local low flow runoff, underground to a nearby
channel. It is not intended to carry major storm flows which will continue to be carried in the
street.
Plan and specifications for this project are complete and it is ready to be awarded. The
estimated project costs are as follows:
Construction Cost $62,500.00
Contingencies $ 6,500.00
Design, Inspection, and Contract Administration $ 6,500.00
Total $75,500.00

RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BER.l~ARDINO AWARDING A CONTRACT TO LAMBCO ENGINEERING, INC.
FOR INSTALLATION OF 18" STORM DRAIN IN HIGHLAND AVENUE FROM MT.
VIEW CEMETERY TO VALENCIA AVENUE, PER PLAN NO. 10248.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. Lambco Engineering, Inc. is the lowest responsible bidder for
installation of IS" storm drain in Highland Avenue from Mt. View cemetery to Valencia
Avenue. A contract is awarded accordingly to said bidder in a total amount of $62,500.00,
with a contingency amount of $6,500.00, but such award shall be effective only upon being
fully executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is
hereby authorized and directed to execute said contract on behalf of the City; a copy of the
contract is on file in the office of the City Clerk and incorporated herein by reference as fully
as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
