SUBJECT
A resolution authorizing the execution of a purchase order, with two single year renewal options, to
Consolidated Fabricators Corporation for the purchase of commercial/residential front load and
roll-off refuse bins utilized by the Public Services Refuse Division,
BACKGROUND
The Public Services Refuse Division provides front-load and roll-off bin refuse service to
commercial and residential customers throughout the City. Services include providing 2, 3, 4, and 6
cubic yard open box service for refuse, commingled recyclables and green wastes. The roll-off bins
are sized from 10-cubic yards to 40-cubic yards and are serviced using a roll-off refuse truck.
Due to the age of the current bins in supply, through normal wear and tear, and as part of the
Division's on-going bin replacement program, the Department has budgeted for the purchase of
replacement and additional front load and roll-off bins. Due to increasing demands for roll-off
services as a result of increased construction activity within the City, the department has experienced
a shortage of roll-offs during peak demand and has had to turn away business.
Notices inviting bids for Refuse front load and roll-off bins, Bid #F02-20, were sent to eighteen (18)
vendors, the San Bernardino Area Chamber of Commerce, advertised in the San Bernardino County
Sun newspaper and on the City's Web Page. Five (5) vendors responded, two of which were No
Bids. The lowest bids for roll-off bins were from Roll-Offs of America in Durant, Oklahoma,
however, were not acceptable. The bins offered by Roll-Offs of America are designed with the
front supports exposed in such a manner that the bins would be susceptible to excessive accidental
damage from the truck raiIs when servicing the bins. Also, this vendor did not provide any warranty
information; due to the vendor's location in Oklahoma, staff is further concerned about the
vendor's ability to provide warranty service if offered and availability of repair parts. Therefore, the
lowest and best responsible bids were received from Consolidated Fabricators of Vernon, California,
for all front-load and roll-off bins. Consolidated Fabricators has been satisfactorily furnishing front
load and roll-off bins to the Refuse Division for over ten years. The bids rllceived are as follows:

The Refuse Division is requesting the purchase of a various mix of front-load and roll-off bins as
needed from Consolidated Fabricators Corporation.
FINANCIAL IMPACT
Funding for these purchases are included in the FY2001l2002 budget, Refuse Account No. 527-
413-5112, Small Tools and Equipment for 2, 3 and 4 cubic yard bins ($34,000) and Account No.
527-413-5704, Miscellaneous Equipment for 6,10,20,30 and 40 cubic yard bins ($130,000) for a
total amount of $164,000.

REFUSE BINS
BE IT RESOLVED BY TIlE MAYOR AND COMMON COUNCIL OF TIlE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. That Consolidated Fabricators Corporation is the lowest and best
responsible bidder for the purchase of residential and commercial front-load refuse bins in
accordance with Bid Specifications F-02-20; pursuant to this determination the Purchasing
Manager is authorized and directed to issue a purchase order, with two single year renewal options,
to Consolidated Fabricators Corporation in an amount not to exceed $164,000. Future year
renewal options shall be contingent upon funds being approved in the City's Budget for this
service, Such award shall only be effective upon the issuance of a Purchase Order.
SECTION 2. The authorization to execute the above referenced is rescinded if it is not
issued within sixty (60) days of the passage of this resolution.
