POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the September
17, 2001 Council meeting.
CLASSIFIED
GENERAL FUND
1. IS Technician II (Contreras. R.) - Appointment
ADMINISTRATION/IS
This position is important to the daily operations for the Public Safety Unit of the
Information Systems Department. This position will assist staff with systems backup,
computer support, and program installation, among other duties. This is a technical level
position that interacts with and assists the Public Safety units (police and Fire).
2. Plan Checker (Luther. K.) - Appointment
DEVELOPMENT SERVICES
The Plan Checker position is an essential position in the processing of plans and building
permits at the department's busy public counter. The position provides direct assistance
to members of the public including homeowners, contractors, developers, architects and
engineers. This position reviews plans for proposed construction projects to determine
compliance with State Building Codes and local building ordinances, thus insuring the
projects are designed to meet minimum health, fire and life safety standards.
10. Information Services Tech. II (Cravens Jr.. R.) - Promotion
ADMINISTRATION/IS
This position will assist the Information Systems Department by providing computer
terminal support to all of City Hall. The responsibilities associated with this position
include system backup, computer support, program installation, and payroll reports. This
position fills a vacancy within the Information Systems Department.

The Senior Plan Checker position is an essential position in the processing of plans and
building permits at the department's busy public counter. The position provides direct
assistance to members of the public including homeowners, contractors, developers,
architects and engineers and provides supervision to other plan check staff. This position
reviews plans for proposed construction projects to determine compliance with State
Building Codes and local building ordinances, thus insuring the projects are designed to
meet minimum health, fire and life safety standards.
12. Emrineerim! Asst. ill (Lugo A.) - Promotion
DEVELOPMENT SERVICES
The position was established through Council action on 6/19/00 and is an important
component of the reorganization plan for the Public Works Division. This professional
engineering staff position will provide assistance to the City Traffic Engineer with
Citywide traffic safety issues. The position will provide staff support to the Traffic
Safety Committee and will handle requests for street striping and traffic safety related
issues.

13. Code Comnliance Officer II <Neville. M.) - Promotion
CODE COMPLIANCE
This position is a promotion to fill a vacant position that has been open for approximately
two weeks. The incumbent filling this position is the most senior level position that
meets the requirements for the Code Compliance Officer II. This position performs more
of the technical requirements associated with the Code Compliance Officer and
inspections
14. Emrineering Asst. I <Nasimul. A) - Appointment
DEVELOPMENT SERVICES
This position will accept direction from the Engineering Associates and from the Senior
Engineer in charge of Design Section. This position is expected to provide some of the
manpower necessary to carry out our $27M Capital Improvement Program (CIP) this
year.
Two (2) new appointees are to fill vacancies, which occurred due to promotions in the
Street Division. With the increasing projects in the Street Division, filling these
vacancies will increase productivity in the department in areas such as maintenance,
construction and repair of City streets, gutters, sewer lines, drainage channels, and lift
stations.

15. Senior Emoneer (Senehri. M.) - Appointment
DEVELOPMENT SERVICES

The position of Senior Engineer (formerly called Senior Civil Engineer) is a management
level position assigned to manage the Design Section in the Public Works Division of the
Development Services Department. This position is responsible, for preparing and
submitting applications for state and federal aid projects to SANBAG and Caltrans,
assisting in development of the City's Capital Improvement Program (CIP), retaining
design consultants and reviewing their work, designing and submitting projects for
construction, and providing consultation to the Field Engineering Section during
construction. This position is a critical part of the management team of the Public Works
Division.
This position was formerly occupied by Jarb Thaipejr who left to become Director of
Public Works of Loma Linda. The vacancy created by Mr. Thaipejr's departure has
resulted in significant reduction in the Public Works Division's ability to meet its goal to
produce $27M in construction projects this year. Many of the duties of this position have
been "consulted out" to private engineers at a cost to the City of approximately three
times that paid to the Senior Engineer position.

position is funded through the collection of fees for plan check services.
