BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OFI BERNARDINO AS FOLLOWS: SECTION 1. The following specifications and standards are hereby established for all uniformed personnel of the San Bernardino Police Department. (a) All articles of the uniform and accouterments worn by members of said Department shall conform to this resolution as prescribed by the Chief of Police and shall be worn in accordance with these instructions subject to such exceptions as are set forth hereinafter, or as may be ordered by the Chief. (b) The uniform of said Department is symbolic of the dignity of the State and City and has been adopted as a means by which members of said Department are readily recognized by the general public. Officers are required at all times to conduct themselves with the dignity and decorum which the public expects of those who enforce the laws. The uniform shall fit properly and, when worn, shall be neat, clean, pressed, and in good repair. Said uniform shall be basically navy blue and shall meet the specifications set forth hereinafter. Minor deviations from these standards and specifications may be permitted by the Chief of Police in his sole discretion. SECTION 2. Helmet or headgear. The prescribed helmet or adgear shall be worn by all male uniformed personnel. The color the helmet shall be black base and visor with a crown of white. band above the visor shall be made of silver colored metal. Backing silver cloth known commercially as "tackle twill" 4 inches long and 1-1/4 inches wide with an approximate 1/16 inch embroidered royal blue border. (1) Employee names that will not fit within the regulation badge area may deviate from the maximum 4 inch length. b. Letters: Royal blue, block type, capitals, 1/8 inch thick, 3/4 inch high, "bonaz" type embroidery. C. Spacing: Name centered on the name tag, 1/8 inch space between letters. SECTION 12. (a) Dress Jacket. Material: Elastique Raeford 2 -ply all wool 19-1/2 or 20 ounce mil #13507-96. Color: Navy blue. Style & CHP style. Single breasted, zippered Construction: front; action bloused. Jacket shall have double patch pockets, back half -belt with 2 side silver button - adjusting straps. Sleeves: Plain with Department stripes of 1/2 inch light blue. Department stripe shall be 3 inches from bottom of the sleeve to lower edge of the stripe, extending halfway around the sleeve from seam to seam and set in the seam at both sides. Department stripes shall have 1/8 inch silver piping. Lining: Jacket shall have full rayon lining, matching shade. Pockets: Two outside breast pockets 6 inches deep, 6 inches wide at top, and 5-1/2 inches wide at bottom with corners rounded, center box pleat, and 3 point flap with concealed buttonhole tab. Jacket shall have 2 inside breast pockets 6 inches wide and 7 inches deep. -10- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Badge Holder: Shall be placed above the center of left breast pocket and 1 inch above horizontal seam of pocket. Shoulder Straps: Shall be 2-1/2 inches wide at sleeve head and 1-3/4 inches wide at collar and shall be long enough to extend under the Side Gores: collar. Shall be buttoned with a silver button 5 inches from the sleeve head. (b) Leather Jacket. Officers are authorized to wear a leather duty jacket as optional equipment. The authorized leather jacket must meet the specifications described in this resolution. Material: 3-1/2 to 4 ounce black steer hide. Lining: Heavy black satin with cotton inner of jacket. lining. Badge Holder: Two inch by 3 inch with 2 eyelets to Zippered sleeve closure with fur strip receive badge. To be placed on left inside sleeve ends. breast of jacket. Fasteners: Heavy duty zippers, Talon, silver in color. Fur Collar: Mouton, black, (genuine sheepskin), detachable. Pockets: Two lower zippered slash pockets; 1 on each side. One pocket with zipper in lining. Belt: Five belt loops with snaps at bottom of jacket -- 3 in back and 1 each front bottom. Loops to be double leather. Side Gores: For take up or let out of waist -- 6 eyelets and laces on each side. Pocketing: Pocket material of heavy white canvas. Folded type with pointed ends to match coat with underfacing of same leather and a snap at each end to hold collar to body of jacket. Zippers: Front zipper closure to be vertical. Zippered sleeve closure with fur strip inside sleeve ends. -11- 1 Accouterments: A regulation departmentally issued badge with identification number shall be worn 2 on the outer left breast of the jacket in the badge holder. 3 SECTION 13. Rain Gear. Rain coat or rain suit (optional). 4 Material: Heavy duty yellow plastic with badge 5 holder properly placed over left breast. 6 Style: Raincoat shall be full length. 7 Footgear: Black overshoes or black rubber boots. 8 SECTION 14. Gloves. Black leather gloves shall be standard 9 uniform. When assigned to special traffic enforcement, white 10 gloves shall be issued by the Department and shall be worn while 11 so assigned. 12 Style: Wrist length shall be standard, except that motorcycle officers may wear 13 gauntlet gloves. 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 SECTION 15. Equipment. Gun Belt: Black leather, basket weave, Sam Browne type, shoulder strap shall not be worn, adjustable with silver front buckle. Holster: Black leather, basket weave, open type with black leather snap -on safety strap, must fit weapon. Handcuff Case: Black leather, basket weave. Cartridge Carrier: Black leather, open type, single row with 12 loops and shall be worn on left side of belt to the front. Flashlight Holder: Black leather, basket weave. (This is an optional piece of equipment.) Key Ring: Black leather strap with tab under keys for protection of uniform. Baton Ring: Black leather, basket weave strap with 2 inch silver metal ring, snap -on to be worn on left side of belt. -12- I 2 Whistle: Regulation, official police whistle shall be carried by all officers. SECTION 16. Ornaments. Collar ornaments shall be worn by all supervising personnel designating their respective ranks. Personnel assigned to traffic duty shall wear an embroidered silver winged "wheel" on the right sleeve located 1 inch above top of cuff. On short sleeved shirts for summer wear, "wheel" shall be worn 1 inch below shoulder patch on right sleeve. Silver "wheel" metal collar ornaments shall also be worn by all traffic personnel. 28 11 . Service For all members of the Police Department Designation: for each 5 years of service completed as a police officer, according to his service record, there shall be 1 hash mark placed on the left sleeve 3 4 inch above the departmental stripe on dress jackets and 3/4 inch above the cuff on the left sleeve of the shirt. When more than one hash mark is used, they shall be placed adjacent to the first. Hash mark insignia shall be navy blue background with blue bar bordered with silver. Chevrons: Chevrons shall be worn on long sleeved shirts and on jackets by all P-2 and P-3 ranks. Chevrons shall be of navy background with blue bars, bordered with silver. Striping shall be worn on breeches and shall extend from waistband to ankle on the outer seam of the breeches. Policewomen's: uniform. Shirt: Navy blue -- winter -- shall be dacron and wool, left hand button, long sleeves and tapered, 2 inch cuff, 2 pockets, 4- 1/2 inches by 5 inches deep, 2 -button sleeve, 2 epaulets, and 2 buttons. Summer shall be dacron and wool. Sleeves rolled above elbow, 2 inch roll. Skirt/Trousers: 16 ounce navy elastique with 3 gores, zipper on left side, back kick pleat, 2 inch waistband belt with loops for 1-1/2 inch belt. Or trousers to match in color, style, and construction with men's trousers. Basket weave leather belt 1- 1/2 inches wide. Sam Browne gun belt with holster and accessories to be worn with trousers. Dress Jacket: Navy blue elastique CHP style with zipper in front, half -belt in back, epaulets with black buttons. Two pockets with buttons to match in color, style, and construction with men's jackets. Hat: Hostess style, navy elastique pillbox with 3 inch band in front, tapering to 1- 1/4 inches at back where tails cross. Purse: Regulation policewoman's heavy duty black leather shoulder strap, with cuff in gun section. SECTION 19. Special Provisions. Cap: Officers shall wear an 8 point regulation officer's cap with solid standing headband, navy blue in color. Sergeants, lieutenants, and captains shall wear silver bands, assistant chief and chief shall wear gold bands. Regular type May be worn by motorcycle officers during trousers: the summer in lieu of breeches, but only as designated by the Chief of Police, by special order and, when so ordered, all motorcycle officers shall simultaneously change to regular uniform trousers and short sleeved shirt for the prescribed period. -14- I Name Plates: Name plates shall be worn on uniforms and shall be centered over the right pocket 2 with the lower edge of the name plate in line with the horizontal seam of the 3 pocket. 4 A. Name plate construction shall be of metal, silver in color with royal blue 5 lettering. 6 B. Shooting award pins, first aid pins, and service pins may be worn on the shirt 7 only and shall be worn in the following manner: 8 1. First aid pins shall be worn on the 9 right pocket of the uniform shirt centered 1/2 inch above the shirt 10 pocket button. 11 2. Shooting award pins shall be worn on the right pocket flap of the uniform 12 shirt centered midway between the button and the left edge of the 13 flap. 14 3. Service pins (1 only) shall be worn on the right pocket flap of the 15 uniform shirt centered midway between the button and the left 16 corner or peak of flap. 17 Special Depart- A special departmental medal may be worn mental Medal: by thoseauthorized officers on the dress 18 jacket during ceremonial functions. The service ribbon for the special 19 departmental medal for those authorized officers may be worn immediately above 20 the left shirt pocket or dress jacket breast pocket, centered with the pocket 21 and below the badge. 22 Tie Tacks: The uniform tie tack shall be a 3/4 inch 7 point star replica of the official San 23 Bernardino Police Department badge, silver and blue in color, which will be 24 fastened in the fourth buttonhole down from the collar button. Any other type 25 of tie bar or holder shall not be worn with the uniform. 26 Utility Uniform: A utility uniform, to be worn as 27 authorized by the Chief of Police, will consist of shirt and trousers, dark blue 28 in color, of permapress wash and wear fabric. -15- 1 Shirt: Long sleeve, button front, 2 breast pockets with flaps, not less than 2 608 polyester, 308 combed cotton, permapress, wash and wear, shrinkage 3 controlled to maximum 28. 4 Color: Navy Blue. 5 Trousers: Full cut, zippered fly, reinforced seams, heavy duty slash 6 pockets front and back. Fabric to be not less than 608 polyester and 308 cotton. 7 Wash and wear permapress, shrinkage controlled to maximum of 28. Five belt 8 loops. 9 Color: Navy blue. 10 SECTION 20. Shoulder straps and standing collar band. Two Breast Pockets: Three point flap which shall be 6-1/4 inches deep and 6-1/8 inches wide. Collar Band: Shall have flap extension and buttoned with two small vents in front and one extension. Cuff: Open vent with two buttons on cuff, one button on vent. Double Yoke Back: Extending up to collar and over shoulder. Badge Holder: Above center of left breast pocket; Linc above horizontal seam. SECTION 4. Shirt (short sleeved for summer wear). Shall not 14 be worn with a tie, except when a jacket is worn. 15 Material: 508 dacron - 508 orlon equivalent to 16 #3336-wS. 17 Body of Shirt: Semiform. 18 Color: Navy blue. 19 Collar: Convertible - sport type. 20 Two Breast Pockets: Three point flap, which shall be.6-1/4 inches deep and 6-1/8 inches wide. 21 Double Yoke Back: Extending up the collar and over the 22 shoulder. 23 Badge Holder: Above center of left breast pocket and 1 inch above horizontal seam. 24 Sleeve Length: Proportionate to shirt size, medium - 9 25 inch sleeve; large - 10 inch sleeve; extra large - 11 inch sleeve. 26 SECTION 5. Trousers. 27 (a) Elastique Raeford 2 -ply all wool 19-1/2 or 20 ounce mil 28 -2- 1 #13507-96. 2 Color: Navy blue. 3 Style and Regular type trousers, CHP style, Construction: waistband shall be cut into two separate 4 pieces 1-3/4 inches wide and lined with best quality twill. Bone buttons shall S be used on inside of waistband. Shall have 7 regulation loops, and shall be 6 made the "Brown" method. There shall be 2 hip pockets, 2 side pockets, 2 sap 7 pockets, and one watch pocket, which shall be made of heavy canvas. 8 (b) Men's Foresight knit trousers. 9 Fabric: Deering - Milliken style #288670, color 10 navy, 10-3/4 ounce Raschel knit 1008 dacron polyester with visa finish. 11 Design: The trousers shall be made using a 12 modified uniform pattern, having a plain front with 3/4 top front pockets and 2 13 back pockets. 14 Pockets: The front pockets shall have a minimum opening of 6-1/2 inches and shall be 6 15 inches deep from the bottom of the opening. They shall be stitched, turned 16 and restitched. The.back pockets shall have a minimum opening of 6 inches and 17 shall be 6 inches deep. They shall be made with a Reese PW automatic machine 18 and shall be finished on the outside with an exposed top and bottom cord. The left 19 back pocket shall have a tab to button. The front pockets shall have straight 20 bartacks and each back pocket shall have triangle bartacks. 21 Pocketing: All pocketing shall be 50% cotton/508 22 polyester twill with PRES-TU-LAST finish. The front pocketing shall have a 23 reinforced area starting at the bottom and extending up 3-1/2 inches. Since 24 this reinforced area assures double wear, no other type pocketing will be 25 acceptable. All pocketing shall harmonize with the outer fabric. 26 27 . . . . . . . . . 28 . . . . -3- I 16 Waistband: The waistband shall be a minimum of 1-1/2 inches wide and shall be closed with a 2 crushproof hook and eye, the eye being bartacked for stability. It shall be 3 reinforced with a fusible interlining. The waistband curtain shall be 508 4 cotton/508 polyester twill with PRES-TU- LAST finish, and shall match the color of 5 the pocketing. It shall be attached with a rocap machine. Armoflexx waistband 6 stiffener 3/4 inch in width shall be sewn into the waistband on the front of the 7 trouser from side seam to side seam. This is to prevent waistband roll over. 8 The trousers are to have a continuous closed waistband outlet. 9 Inside Trim: The right fly lining and crotch lining 10 shall be of the same fabric and color as the waistband curtain. The right fly 11 lining shall be sewn to the left fly below the zipper. The left fly shall be 12 reinforced with pellon. The inside left and right flies shall be fused with an 13 interlining for stability. The crotch lining shall be serged to each front. A 14 separate French fly made of the outer fabric shall be sewn to the inside right 15 fly - ly. 16 Belt Loops: There shall be a minimum of 7 drop belt loops, each loop being 3/4 inch wide, of 17 double thickness, and stitched on the face side with a 2 needle machine. 18 Except for the back loop which shall be tacked on, all loops shall be sewn into 19 the rocap at the top and tacked at the bottom, and shall accommodate a 2 inch 20 belt. 21 Zipper: The trousers shall be closed with a Talon #769 nylon zipper with a memory lock 22 slider. The zipper tape must have been treated for PRES-TU-LAST finishing. 23 There shall be a brass bottom stop at the base of the zipper chain. A straight 24 bartack shall be sewn at the bottom of the fly. For extra stability, it shall 25 be sewn through the zipper tape. The right and left fly shall be joined by 26 another bartack located below the bottom zipper stop. This bartack will reduce 27 stress on the left fly and zipper areas. 28 II. . . . . -4- 1 Seaming: The entire trouser is to be seamed with polyester core thread and the seat seam 2 shall be stitched with a tandem needle seat seaming machine. 3 Finishing & The trousers shall be made in a first 4 Pressing: class workmanlike manner with all loose threads removed. They must be pressed 5 completely and properly. Side seams, inseam, and seat seam are to be pressed 6 open. There must be a Texpak clip attached. 7 Size Tags: The trousers must have a sewn in label 8 giving care instructions and shall be marked with lot number, fiber content, 9 size and WPL number. There shall be a permanent FORESIGHT KNIT label. 10 Trousers: Klopman's 100% dacron polyester 2xl 11 twill. 1008 dacron polyester police style pants with flare leg. Seven loops, 12 2 front pockets, 2 back pockets, 2 club pockets, l watch pocket on right side. 13 Material, Pants: Ten and one-half ounce color blue ink 14 #8261-02, style #6211, suraline. 15 Material, Pocket: One hundred percent dacron polyester poplin. ,One hundred fifty denure double 16 tipped. 17 Thread: All seams must be sewn with a dacron core thread or a polyester spun die, size 50. 18 - Interwaistband: Should be of a 658 dacron/358 cotton 19 material with 3 rows of rubber-snug-tex sewn into band. 20 Front Pockets: Front pockets will be on side seam with a 21 6 inch opening. 22 Back Pockets: Back pockets will be a double welt pocket with a 5-1/4 inch opening. A 2-1/2 inch 23 to 3-1/2 inch below the waistband. 24 Club Pockets: Club pockets will be set B-1/2 inches below waistband, 7 inches deep with 4 25 inch opening. 26 Waistband: The waistband will finish 2 inches wide with 7 loops 3/4 inch wide evenly spaced. 27 28 11 . • • • • • • . . . -5- 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Fly: The fly will be a "French" fly with tab. Hook and eye closure with a Talon style 779 nylon zipper. There .will be a crotch enforcement piece serged to the front panels. All raw seams shall be serged (overlocked). Side seams and inseams sewn with a double lock chain stitch. The crotch and a back seam will be sewn with a tandem or two double lock chain stitch side by side. Fly lining shall extend past inseam. SECTION 6. Breeches. Shall be worn by all solo motorcycle ers when assigned to motorcycle duty (except when noted under on 19, Paragraph 2 of "Special Provisions"). Material: Elastique Raeford 2 -ply all wool, 19-1/2 or 20 ounce mil #13507-96 for lightweight 100% dacron polyester with visa finish. Color: Navy blue. Style & CHP style, waist cut into 2 separate Construction: pieces 1-3/4 inches wide having best quality twill lining. Five funnel loop 3 inches wide, 3 inches long. Waistband shall be made in "Brown" method. Pockets shall be made of heavy canvas, double stitched at the bottom. Double seat, double knee and zipper legs. Two hip pockets, 2 side pockets, and 2 sap pockets. SECTION 7. Shoes. Material: Leather. Color: Black. Style: May be cut either high or low, _solid black in color, plain dress last with plain toe. Dye work, or other ornamentation, Western style, ripple sole, or crepe soled shoes shall not be permitted. - Q I SECTION 8. Socks. 2 Color: Black (solid). 3 SECTION 9. Boots. Shall be worn at all times with breeches 4 while officer is on solo motorcycle patrol. (Exceptions noted 5 under Section 19, Paragraph 2, "Special Provisions".) 6 Material: Leather. 7 Color: Black. 8 Style: Bal -laced instep, plain toe, flap and buckle or lacing at tops and nine eyelet 9 lacing at the instep. Officers' pattern, full length, dress type. 10 SECTION 10. Tie. 11 Color: Black. 12 Style: Four-in-hand, pretied, quick detachable. 13 SECTION 11. Service Uniform Jacket. 14 Material: A. Black nylon fiber fill or thermal foam 15 insulation, fully lined with black lining, black convertible fur collar, 16 shirred elastic side bands, 3 fur piece waistband. Jacket shall be equipped with 17 heavy duty silver zipper extending from bottom of waistband to collar, leather 18 piped.cuffs, knit wristlets inside sleeves. Fur collar shall be worn at all 19 times, except when raining. 20 Style & Badge holder centered above the left Construction: breast pocket, 1 inch above horizontal 21 seam. Two large expansion pockets, regulation flaps. 22 B. Design: The jacket shall be a 23 windbreaker style uniform jacket with a plain back and zipper front closure to 24 the neck. 25 C. Body,Detail: The front shall be constructed of 2 pieces on each side 26 reaching from the bottom of the jacket to the shoulder seam. These 2 pieces shall 27 be joined with welt stitched seams. On each side of the jacket 4 inches up from 28 the bottom there shall be elastic waist -7- I snuggers. The inside facing of the jacket shall extend from the bottom of 2 the jacket continuously around the neck to the bottom of the other side in such a 3 manner as to furnish sufficient curtain whereby a zip -in liner can be attached. 4 The jacket shall be sewn using the serge - sew method. 5 D. Pockets: There shall be 2 front pockets 6 each with a vertical opening of 6 inches, and they shall extend inside the jacket 7 for a depth of 5-1/2 inches. The openings shall be bartacked at top and s bottom for extra strength. There shall be 2 breast patch pockets with flaps. 9 These pockets shall have a single pleat. The pockets shall measure approximately 5 10 inches by 6 inches. The underseam of each sleeve shall be sewn with the serge - it sew method. The cuffs are to be pointed with 2 buttons for cuff adjustment. The 12 cuff is to be joined to the jacket using the serge -sew method with an outside welt 13 seam. 14 E. Collar: The collarshall be top stitched. The collar points shall be 15 long enough for a neat appearance. 16 F. zipper: The jacket shall be closed with a brass Talon #2095 separating type 17 zipper with automatic lock and preshrunk tape. The zipper tape shall be is compatible with the outer fabric color. 19 G. Thread: The jacket shall be seamed throughout with polyester core thread. 20 H. Finishing: The jacket shall be made in a 21 first class workmanlike manner with all loose threads removed. 22 I. Size Tags: The jacket must have a sewn 23 in label giving care instructions and be marked with lot number, size, fiber 24 content, and WPL number. 25 11 Accouterments: 26 A. Regulation Police Department patches shall be affixed 3/4 inch below the 27 shoulder seam on each sleeve of the jacket. 28 cm I B. A cloth replica of the Department's badge (type which is worn on the Department's 2 utility uniform) shall be affixed to the left front of the jacket and centered in 3 the area above the left breast pocket. 4 C. A nameplate or cloth name tag shall be worn on the right front of the jacket 1/2 5 inch above, and centered on, the right breast pocket. 6 1. Construction of the cloth name tag: 7 a. Backing silver cloth known 8 commercially as "tackle twill", 4 inches long and 1-1/4 inches 9 wide with an approximately 1/16 inch embroidered royal blue 10 border. 11 (1) Employee names that will not fit within the 12 regulation badge area may deviate from the maximum 4 13 inch length. 14 b. A cloth name tag shall be affixed to the 25 right front of the jacket parallel to the jacket approximately 21/2 inches above 26 the jacket pocket and centered. 24 1. Construction of the cloth name tag: 28 11 . cm
