MOTION:
That the Mayor and Common Council (1) approve the reprogramming of 1999/2000
and 2001/2002 CDBG funds to the Code Compliance Blight Eradication Program and
for the Arden-Guthrie Parking Lot Improvements and (2) terminate the CDBG
Agreement by and between the City of San Bernardino and Los Padrinos Youth
Services, Inc. as approved by Mayor and Common Council Resolution No. 2001-104.

Communitv Development Block Grant (CDBG) Funds
CURRENT ISSUE
In staff s continued efforts to ensure that federal funds are expended within the prescribed time
frames and spent on programs consistent with Mayor and Common Council goals and objectives,
staff has identified two projects/programs that require the use of CDBG.
Therefore, it is proposed that the following funds be reprogrammed to the projects so noted
below:

Justification
Funds in account/project #99-0039, Street Resurface, in the amount of $150,000 will be
transferred to two projects (1) Code Compliance Blight Eradication Program ($75,000) and (2)
Arden Guthrie Parking Lot Improvements (Phase I) $75,000. This $150,000 is no longer needed
for street improvements because the City has been successful in obtaining well over $2.5 million
in measure I, gas tax, and state/federal aid funds to improve arterial City streets.
The 200112002 Los Padrinos Graffiti Abatement activity of $100,000 and $75,000 from the
Street Resurface Activity will be reprogrammed to the Code Compliance Blight Eradication
Program. This is being prompted by the need to facilitate the consolidation of two (2) contracts
into one City Master Contract and allow for the Code Compliance Department to provide
program oversight and administration of Los Padrinos expanded scope of services, as recently
approved by the Mayor and Common as part of the City's 200112002 Budget. The expanded Los
Padrinos scope of work includes, but is not limited to:

. Expand graffiti abatement;
. Project Curb Appeal to remove weeds and debris on all common areas around
sidewalks and curbs on north, south, east and west main corridors.
. Weed abatement and trash pick-up of illegal dumping throughout the City. This
includes: Arden Guthrie and Delmann Heights.
. Other Projects as assigned: the Saturday program with the Probation Youth,
assisting on an as needed basis to help elderly, disabled or other persons that are
financially unable to take care of weeds/debris on their property; removal of
temporary signs; large projects such as: the Soap Box Derby, the Chili Cook-off,
helping pass out flyers for neighborhood associations, helping with community
clean-ups and numerous other events and last, but not least, rnaintain as necessary
Agency owned properties.
Arden Guthrie Parkin!! Lot ImDrovements:
The Agency owns over 50% of the northern parcels within the Arden Guthrie area (see attached
Map). The Mayor and Council at the City Budget workshops prioritized the need to use the
Agency parcels to develop parking in order to accommodate the parking needs at the California
Youth Soccer Association. The proposed CDBG reprogramming of $75,000 will be used to
augment the City's $150,000 for a total of $225,000. This $225,000 will be used to develop
Phase I consisting of six parcels on 20th Street and some portion of the Agency properties on
Dumbarton Street. See attached proposed parking lot improvement configuration. Presently
Staff is working on design and engineering drawings and anticipates placing the project out to
bid within 60 days with possible construction to commence by end of December 2001.
The reprogramming ofCDBG funds to the projects/programs noted above will assist the Mayor
and Council in achieving the following adopted priority goals: A clean, attractive City with
Positive Image; Image Enhancement; Develop More Effective Blight Abatement
(Beautification); and provide Adequate Staffing Levels to Meet Service Demands.

ENVIRONMENTAL REVIEW (NEPA) & NOTICE OF PUBLIC HEARING
Prior to the release of any federal resources, the Agency must adhere to the National
Environmental Protection Agency (NEPA) environmental guidelines and requirements. All
mandated notices of the public hearing and NEP A have been adhered to.
In compliance with the City's approved Citizen Participation Plan and CDBG regulation under
24 CFR 520.302 and 24 CFR 91.105, a Public Notice was printed in the Sun Newspaper on July
31, 2001 for the Mayor and Common Council meeting of August 20, 2001.
FISCAL IMPACT
The CDBG funds in the amount of $250,000 will be reprogrammed as follows: $75,000 Arden-
Guthrie Parking Lot Improvements and $175,000 Code Compliance Blight Eradication Program
(includes Los Padrinos).
RECOMMENDATIONS
That the Mayor and Common Council (1) approve the reprogramming of 1999/2000 and
2001/2002 CDBG funds to the Code Compliance Blight Eradication Program and for the Arden-
Guthrie Parking Lot Improvements and (2) terminate the CDBG Agreement by and between the
City of San Bernardino and Los Padrinos Youth Services, Inc. as approved by Mayor and
Common Council Resolution No. 2001-104.
