Mayor and Common Council meeting of August 20,2001 REQUEST LSA Associates, on behalf of the San Bernardino City Unified School District, has requested a determination of consistency with the General Plan for the acquisition of property and the development of a new high school in the CCS-l, Central City South land use district. Attachment 1 shows the proposed location and conceptual layout. The State Government Code, Section 65402(c) requires the City, upon request by a local agency (the School District) to investigate and provide a report on the conformity with the General Plan. If the City does not respond within 40-days, state law says the School District may conclude that the proposal is in conformance. The Planning Division requested that the School District grant an extension so that the Mayor and Common Council could review the proposal. Background With adoption ofthe General Plan in 1989, the Central City South Overlay District was incorporated by reference. The district was revised and adopted as the Central City South Plan in 1991. The Central City South Plan includes the area located bordered by the 1-215 and "E" Street, from Rialto Avenue, south to Inland Center Drive. The Central City South Overlay District, and later the Central City South Plan, were developed to address the unique opportunities in the area. One objective of the plan was to link the Inland Center and Carousel Malls. It was envisioned that retail and entertainment uses would be established in a pedestrian-scaled environment. Although the Carousel Mall now includes some non-retail tenants, it is still important to maintain linkages between Inland Center Mall and the downtown area ofthe City. While the CCS-l land use district is similar to the CG-l, Commercial General land use district found along other major arterials in the City, the CCS-l land use district does not permit drive- thru restaurants, convenience stores, and similar "vehicle-oriented" land uses. These uses provide needed services, but do not generally cause people to stay and linger in any given area. Since adoption of the Central City South Plan, the Stampede Stadium has been developed, consistent with the intent of the plan. The Cinema Star Theater was developed on 4th Street, north of the Carousel Mall. Other recreation and entertainment uses are being discussed and pursued for the area around the stadium. The Immigration and Naturalization Services office building on the south side of Rial to Avenue will be completed and occupied by late summer. The INS facility is the first, major link from the downtown to the Central City South Plan area. The Metrolink first-mile extension, anticipated to be started this fall, will be an eastward link from the Santa Fe Depot to "E" Street. The Central City South area provides opportunities for water-related uses because of the presence of the Lytle Creek Channel, and opportunities to link with regional water projects. It should be noted that the Central City South area has good freeway connections and freeway visibility. Even after completion of the 1-215 improvement project, these opportunities will remam. High School ProDosal The proposal for the development of a high school would involve the closure of"G" Street, the primary north-south connector through the Central City South Plan area. In addition, "G" Street is designated as a secondary arterial on the City's Circulation Plan. The closure of"G" Street and the development of a high school would essentially create an island with no access or openings. A high school would generate traffic, but not necessarily support the existing retail and entertainment uses. The opportunity to introduce water-related features and land uses, and additional recreation and entertainment uses would be lost. Residents in the City may not want a high school located in their "backyards," so to speak, but this site is not near any of the neighborhoods it potentially would serve. Conclusion Acquisition of property and development of a high school in the Central City South Plan area is not consistent with the General Plan. FINANCIAL IMPACT N/A. RECOMMENDATION Staff recommends that the Mayor and Common Council make a determination that the acquisition of property and development of a high school in the Central City South Plan area is not consistent with the City's General Plan. Floor San Bernardino, CA 92418-000 I Subject: General Plan Consistency - Preparation ofInitial Study/Environmental Document for the Acquisition and Development of High School #8 in the San Bernardino City Unified School District, San Bernardino, California Dear Mr. Funk: LSA Associates, Inc. (LSA) is serving as an environmental consultant to the San Bernardino City Unified School District (District) and is assisting the District with the development of a high school. The school will accommodate a maximum on-site enrollment of2,658 students at anyone time. Facilities include permanent classrooms, portable classrooms, academy labs, administration/ gymnasium, kitchen/multipurpose room, playfields, and parking. High School #8 is proposed on an approximately 50 acre site, near the National Orange Show Grounds, bordered by E Street on the east, Interstate 2] 5 on the west, Rialto Avenue on the north, and Mill Street on the south (Figure I, Proposed School Location; Figure 2, Conceptual Site Plan). The District is currently preparing an environmental document for the proposed schoo] in compliance with the California Environmental Quality Act (CEQA), Public Resources Code 21000 et seq. Pursuant to Public Resources Code 21 ] 5] .2 and Government Code 65402, the Planning Commission shall investigate the proposed site and, within 40 days of receipt of this notice, shall submit to the District a written report of the investigation and its recommendations concerning the proposed acquisition.
