STAFF REPORT
SUBJECT
Resolution authorizing the Purchasing Manager to issue an annual purchase order to Allstar Fire
Equipment Inc. in the amount of $64,000 for replacement of fue safety clothing.
BACKGROUND
Through normal and continual use, uniforms and safety equipment become worn or damaged,
and need to be replaced.
On April 17, 2001 a formal bid process was initiated to solicit bids for fue safety clothing.
Notices inviting bids for Request for Quotation F02-08 were sent to 9 vendors. Notices were
distributed to the San Bemardino Area Chamber of Commerce and the City's Web page. The
following three responses were received:

All vendors were requested to bid on each of the items listed in the bid specification F02-08.
Two of the vendors submitted incomplete bids; therefore, Allstar Fire Equipment Inc. is the
lowest and best unit bidder. The bid summary sheet (attachment n An) lists all the categories and
quotes.
The Fire Department recommends that Allstar Fire Equipment Inc. be awarded an annual
purchase order in the amount of $64,000 for procurement of fire safety clothing (brush pants,
brush jackets, hoods, gloves, and turnout boots). The annual purchase order is for one year with
the option, at the City's discretion, of renewing the contract annually for up to two years.
FINANCIAL IMPACT
The total dollar amount of $64,000 is included in the Fire Department FY 2001-2002 budget.

BERNARDINO AUTHORIZING THE PURCHASING MANAGER TO ISSUE AN
ANNUAL PURCHASE ORDER TO ALLSTAR FIRE EQUIPMENT INC. IN THE
AMOUNT OF $64,000 FOR REPLACEMENT OF FIRE SAFETY CLOTHING.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. That Allstar Fire Equipment Inc. is the lowest and best bidder for the

following replacement safety gear: protective fire resistant hoods, turnout gear, structural
10
firefighting gloves, brush jackets and pants, and safety boots. Pursuant to this determination, the
Purchasing Manager is hereby authorized and directed to issue an Annual Purchase Order to

Allstar Fire Equipment for said replacement safety gear in an amount not to exceed $64,000.
The annual purchase order is for one year with the option of two one-year extensions. All other
bids are hereby rejected.

SECTION 2. The authorization to execute the above referenced is rescinded if it is not

issued within sixty (60) days of the passage of this resolution.
