POSITION JUSTIFICATIONS The following are justifications for classified appointments, promotions and other personnel actions to be reviewed by the Mayor and Common Council at the August 20, 2001 Council meeting. CLASSIFIED GENERAL FUND 1.& Code Comoliance Officer II (Stone. C.: Battle. S.) - Appointment 9. CODE COMPLIANCE The Code Compliance Officer II positions is funded through a grant from the State of California, Division of Housing and Community Development. On February 5, 2001 the Mayor and Common Council approved the application of the grant, acceptance of the grant and the proposal creating two (2) staff positions. These appointments will allow us to provide focused active Code Enforcement in the Seven Neighborhood Initiative Target areas designated as priorities by the City Council. 2. Identification Technician I (Adams. M.) - Appointment POLICE The Identification Bureau has an authorized strength often (10) Identification Technician IIII positions and one (I) Identification Technician III (Supervisor). Currently, one (1) Identification Technician I/II positon is vacant, a ten percent vacancy factor. The Identification Bureau provides 24-hour, 7-day-a-week support service to the Patrol and Investigations Division personnel. Cost savings associated with this vacancy are entirely offset with backfilling the pQsition with full-time Identification Technician II personnel working on an overtime baSis. Filling this position will eliminate the need to backfill a vacant position, reduce overtime costs, reduce stress to incwnbent Identification Technician I/II personnel caused by working overtime and improve morale. 10. ~ '__.J :<.0 " #8 8/20/01 11. Communitv Service Reoresentative I (Foster. M.) - Promotion POLICE There is currently one (1) opening in our Community Service Representative I (CSRI) position. Filling this position will allow the department to assign each CSRI to the front desk or the field, depending on assignment requests by others. This promotion will increase the efficiency of service to the public to respond to calls for service or walk-in and telephone inquiries. This position is critical in increasing police officers ability to take more critical emergency calls. 12. Twist Clerk III (Koeosell. S.) - Promotion POLICE There are two (2) Typist Clerk III positions assigned to the Personnel & Training Unit. There is currently one (1) vacancy in the unit creating a fifty percent vacancy factor. This promotion will increase the efficiency and ability to better service the training and personnel aspects for the department and those applying for positions within the department. 13.- Maintenance Worker II (Edmond. R.: Flores. A.) - Promotion 14. PUBLIC SERVICES The incumbents are current Maintenance Worker I employees in the Street Division. Their experiences working in the class of Maintenance Worker I have benefited them to learn various skills that are needed to fill the Maintenance Worker II vacant positions. Filling these vacant positions will increase productivity in the department on areas such as maintenance, construction and repair of City sidewalks, streets and sewers. These promotions will also increase service to the public. #8 8/20/01
