POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the August 6,
2001 Council meeting.

GENERAL FUND
2. Secretary (Dortch. L.) - Appointment
DEVELOPMENT SERVICES
The Secretary position in the Planning Division has been vacant since May 2000, and has
been occupied by temporary personnel since that time. The incwnbent has worked in the
position for the last six months providing superior administrative support to the division.
It is requested that the compensation for this position start at Step 2. The result of this
action will be a more stable support staff for the division through the assignment of a
regular staff. This position will be assigned and be involved in providing customer
service, accomplishing division goals and assisting with long-term division projects.
3. Police Records Clerk I (Burris. D.) - Appointment
POLICE
This filling of this position is due to vacancies that have occurred in the Records Bureau.
This has been a critical shortage area. Due to the overwhelming workload in this area,
the Records Bureau needs to fill this position as soon as possible. Filling this vacancy
will increase efficiency in the department and increase service to the public through
timely processing of records and requests from the public.
34. Secretary (Stormes. C.) - Promotion
CITY ADMINISTRATION
The Secretary position in the City Administrator's Office has been underlilled by a
Typist Clerk III position for the past three years. During that time, the incumbent has
asswned a greater degree of responsibility and exhibited a higher skill level than required
of a Typist Clerk III. The position is direct clerical support for administrative staff, and
in the absence of the Executive Secretary, this position provides support to the City
Administrator.

35. Twist Clerk III (Dennis. E.) - Promotion
FIRE
This promotion will fill a vacant Typist Clerk III position in the Administration Office in
the Fire Department. This position has a high interaction level with the public. This
person answers the telephones and assists citizens and businesses at the counter while
performing other functions that include gathering data and information for the Fire Chief
and Deputy Fire Chief.
This vacancy has impacted other positions in the Administration Office by these staff
having to complete the tasks normally handled by the Typist Clerk III position while
completing their own required functions. Filling this position would not only increase
efficiency and increase the service level for the Fire Department and the public, but it
would also be more cost effective by eliminating the nsage of overtime and comp time.
36. Dispatcher I (Stags. B.) - Appointment
POLICE
The incwnbent is appointed to this position to fill vacancies created through attrition in
the Dispatch Center. Dispatch is a critical function of this department. Cost savings
associated with vacancies are entirely offset with backfilling these positions with full-
time dispatchers, community service representatives or police officers working overtime.
Often times, non-dispatcher replacements impact the level of quality service provided to
the public and field personnel due to their lack of familiarity with the CAD operations.
By hiring these individuals, it will help reduce the need for overtime by having an
adequate contingent of personnel to staff the Dispatch Center.
37. Heavv EQuipment Ooerator (Graham. D.) - Promotion
PUBLIC SERVICES
This vacancy is the result of a recent resignation. This position operates a variety of
heavy construction and street maintenance equipment that are essential in the department
in order to perform and complete street jobs on areas such as concrete, grading, asphalt
and sewer.
38. Emergencv Medical Services Coordinator (VasQuez. H.) - Appointment
FIRE
On April 2, 2001, the Mayor & Council approved the creation of an Emergency Medical
Services Coordinator position. The Emergency Medical Services Coordinator position
organizes, directs and administers the Fire Department's emergency medical services
activities and interacts with a wide variety of constituency groups. The tasks for this
position are currently distributed among the Fire Chief, Deputy Fire Chief, Training
Officer and a Paramedic/Firefighter.

1. Purchasing Manager (Zeller. M.) - Appointment
FINANCE
The Purchasing Manager is a critical position in the Finance Department and is
responsible for the day-to-day operations of purchasing. This position works directly
with all City Departments to procure the items necessary for them to carry out their
functions for the City. In addition, this position is responsible for making sure all City
purchasing codes are followed and fosters outreach to local vendors.
