For your consideration, Staff hereby submits the following brief, pro/con analysis regarding the
proposal to install a traffic signal at the intersection of Kendall Drive and Wagonwheel Road pursuant
to the request of community representatives:
Pros:
. Enhances intersection control by assigning right/way to the various traffic movements
. Allows traffic from Wagonwheel Road to enter Kendall Drive in a controlled condition
. Provides protected crosswalk for pedestrians accessing neighborhood park
Cons:
· "Soft" warranted traffic control devices sometimes result in lack of proper adherence by drivers.
· The City must prioritize the construction of all infrastructure elements based on a number of issues,
including safety, community enhancements, long term planning, available funding, cost/benefit
analysis and equitable expenditures throughout the community.
· The cost of approximately $ 110,000 to construct the signal is not currently budgeted in the Capital
Improvements Program. Potential funding sources are .. Street and Safety Improvements - Various
Locations" and the Traffic Systems Fee Fund. Installation of a traffic signal would take from six to
seven months. This is primarily due to the fact that delivery of traffic signal poles can take from
four to six months.
Attached, for your review is the stafr s report to the Traffic Safety Committee of July 11, 2001.

The Traffic Engineering Section received the referenced request through a petition from residents via
the Council Office. On March 20, 2001 a fatal accident occurred at this intersection. The requestors
feel that a traffic signal at this intersection will prevent this type of accident from occurring in the
future.
Staff completed an investigation relative to the request. This is a "T" intersection. Kendall Drive is a
Major Arterial street with a posted speed limit of 50 m.p.h. Wagonwheel Road is a local street serving
approximately 70 homes. It is also the only access to a City Park located within this area. The
intersection is somewhat obscured by trees and other vegetation on the east and westbound approaches.
The following are 24-hour traffic counts taken on the approaches to the intersection:

Volume ratio minor to major equals 1: 16.5.
There have been no recorded accidents at the intersection from January I, 1998 through December 31,
2000 (Fatal accident occurred on March 20, 2001).
The intersection meets the "Four-Hour Volume" warrants (Warrant No.9) of the Traffic Manual.

Although the intersection meets one of the State warrants for a traffic signal, its installation is not
recommended at this time. Staff feels that the new signals currently under design for the new
intersection at Kendall Drive and Pepper Linden Drive as well as Cambridge Avenue will help
alleviate the situation at Wagonwheel Road by providing gaps in traffic at this intersection. It is also
possible that the close proximity of the traffic signals to one another could have a negative impact on
the flow of traffic Kendall Drive. Pepper Linden Drive will intersect Kendall Drive at approximately
750 feet east of Wagon wheel Road.
Additionally, a new traffic signal will also be installed further east at the intersection of Kendall Drive
and Cambridge Avenue (this is part of the new development taking place on the northwest comer of
Kendall Drive and University Parkway).
The safety of the intersection at Wagonwheel Road could be enhanced by providing an acceleration
lane ( 2-way left-turn lane) for motorists entering Kendall Drive from Wagonwheel Road and making a
left-turn. Advanced intersection warning signs with street name signs are also recommended to
alleviate the fact that the intersection is somewhat obscured by trees on Kendall Drive's approaches to
the intersection.
Staff recommends the following:
I) That the request for a traffic signal be denied at the intersection of Kendall Drive and Wagonwheel
Road.
2) Install advance intersection warning signs with street name signs on Kendall Drive's approaches to
Wagonwheel Road.
3) Install acceleration lane for traffic entering Kendall Drive and making a left-turn from
Wagonwheel Road.
4) Add more speed limit signs on Kendall Drive between Palm Avenue and University Parkway
