Synopsis of Previous Council Action:
6/25/01 Allocation of $170,600 in the 2001/02 Capital Improvement Program (CIP) for 16th
Street and Medical Center Drive traffic signal improvement (Account No. 250-370-5504-7209).
Allocation of $153,500 in carryover in the 2001/02 CIP for Account No. 129-367-5504-7202
(Disabled Access Ramps-various locations).
Recommended Motion:
I. Adopt Resolution
2. Authorize the Director of Finance to amend the FY 2001/02 budget and transfer $13,800
from Account No. 129-367-5504-7202 (Disabled Access Ramps-various locations) to
Account No. 250-370-5504-7209 (16th Street and Medical Center Drive Traffic Signal) also
to amend the revenue account 250-000-4650 Federal Aid Street Construction to include an
additional $18,000.

CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION
Subiect:
Resolution awarding contract to DBX, Inc. for installation of a traffic signal at Medical Center
Drive and 16th Street, per Plan No. 10142; and authorization for the Director of Finance to
amend the FY 2001/02 budget and transfer funds.
Backl!round:
The City requested and received a $64,000 Congestion Mitigation and Air Quality Program
(CMAQ) grant from SANBAG for a portion of the cost to install traffic signal at 16th Street
and Medical Center Drive.
This project will involve the conversion of a four-way stop intersection to a fully activated two-
phase traffic signal. The signal will be equipped with pedestrian signals with auditory
activation and Type B push buttons. In addition, access ramps will be constructed at this
location to meet current ADA standards.
Plans and specifications for this project are complete and it is ready to be awarded. The
estimated project costs are as follows:
Construction Estimate $153,542.00
ContinJ!;encies 15,354.00
Design, Inspection, and Contract Administration 15,458.00
Total $184,354.00
This project was advertised in The Sun newspaper, on the City's web site, and with the
Chamber of Commerce. The following companies responded, the successful bidder is in bold
type.

Financial Impact:
Funding in the amount of $170,600 (including the $64,000 CMAQ grant) was approved in the
FY 2001/02 CIP, and all costs incurred for this project will be charged to Account No. 250-
370-5504-7209 (16th Street and Medical Center Drive Traffic Signal).

Staff Report - continued
The project scope was expanded to include reconstruction of accessibility ramps and additional
pavement rehabilitation. The budget transfer in the amount of $13,800 from Account Number
129-367-5504-7202 (Disabled Access Ramps - Various Locations) is necessary to fully fund
this project with the access ramps.

RESOLUTION NO.
RESOLUTION OF THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN
BERNARDINO AWARDING A CONTRACT TO DBX, INC. FOR INSTALLATION OF
TRAFFIC SIGNALS AT 16TH STREET AND MEDICAL CENTER DRIVE PER PLAN
NO. 10142.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. DBX, Inc. is the lowest responsible bidder for installation of traffic
signals at 16th Street and Medical Center Drive. A contract is awarded accordingly to said
bidder in a total amount of $153,542.00, with a contingency amount of $15,534.00, but such
award shall be' effective only upon being fully executed by both parties. All other bids,
therefore, are hereby rejected. The Mayor is hereby authorized and directed to execute said
contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk
and incorporated herein by reference as fully as though set forth at length.
SECTION 2. This contract and any amendment or modifications thereto shall not take
effect or become operative until fully signed and executed by the parties and no party shall be
obligated hereunder until the time of such full execution. No oral agreements, amendments,
modifications or waivers are intended or authorized and shall not be implied from any act or
course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it
within sixty (60) days of passage of the resolution.
