Synopsis of Previous Council Action:
July 6, 1998 - Council approved Resolution 98-189 for the landscape maintenance contracts for the downtown
facilities, south site facilities, parking lots and medians, and the San Bernardino Stadium.
May 7, 2001 - Council approved Resolution 2001-86 for Park Lawn Mowing Services Contract for Al Guhin Park,
Ann Shirrels Park, Blair Park, Delmarm Heights Parks, Littlefield Shultis Parks, and Speicher Park.

Staff Report
Subiect:
Resolution awarding a Purchase Agreement to R. P. Landscape for landscape and irrigation
maintenance services at Seccombe Lake, downtown city facilities, north site facilities, parking
lots and medians, San Bernardino Stadium, and south site facilities per attachment I for a period
of twelve (12) months in accordance with bid specification F02-11.

The proposed purchase agreement is for landscape and irrigation maintenance services for the
above location for a period of twelve (12) months to be utilized by the Parks, Recreation and
Community Services Department.
The Parks, Recreation and Community Services Department prepared the appropriate
specifications and the purchasing division of the finance department published and furnished
contract bid documents to nine (9) vendors and the Chamber of Commerce. Contract bid
documents were advertised in The Sun Newspaper and the City web page, bids were publicly
opened and declared on May 10,2001. The following is a summary of bids received.

Specifications as bid have been reviewed by the Superintendent of Parks, who checked
references and background of the contractor and determined that the bid of R. P. Landscape
meets specifications and requirements. It is therefore recommended that the bid be accepted for
contract for a period of July I, 2001 through June 30, 2002.

6 NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COMMON
7 COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS:

9 furnishing and delivery of landscape and irrigation maintenance services for the period of twelve

SECTION 1. That.R. P. Landscape is the lowest and best responsible bidder for the
(12) months beginning July 1,2001 and terminating on June 30, 2002, in accordance with Bid
Specification F -02-11, for a total amount of $258,600, and, as such, the City is authorized to
12
13 enter into the standard purchase agreement with R. P. Landscape; pursuant to this determination,
C 14 the issuance of a purchase order by the Purchasing Manager to R. P. Landscape in the amount of
15 $258,600 is hereby authorized; and all other quotations therefore are hereby rejected.
16 SECTION 2. The authorization to execute the above referenced agreement is rescinded
17 if the parties to the agreement fail to execute it within sixty (60) days of the passage of this
18 resolution.
