Staff Report
Subiect:
Resolution of the City of San Bernardino authorizing the execution of Amendment No. II to the
agreement between the City and Casa Ramona, Inc. relating to the operation of a drop-in center
located at 1524 West 7th Street, San Bernardino, California, to extend the term of the agreement
for an additional one-year period.
Backl!:round:
This department has contracted with Casa Ramona, Inc. for operation of Ramona Drop-In Center
located at 1524 West 7th Street since September 1, 1983. The center offers information and
referral services on a variety of citizen needs, as well as assistance in completing forms and
making applications for various services and social programs. The center is also a site for the
city-sponsored Summer Lunch Program, which provides free lunches to children. Other services
are provided to the poor, elderly, homeless, unemployed, non-English speaking, new arrivals,
and crime victims. City residents are aided directly and non-city residents are referred to
appropriate sources. Without these services, a large number of our Hispanic Citizenry would go
unserved in much-needed social services.
The complete Casa Ramona proposal of services with budget of $50,783 is attached to this
report.
Financial ImDact:
The Ramona Drop-In Center contract cost has remained the same since 1990-91 with no increase
in compensation. The FY 2001/2002 budget for the Parks, Recreation and Community Services
Administration Division includes $50,800 for this item.
Recommendation:
Based on previous experience and the service record at the center, it is recommended that the
Ramona Drop-In Center contract be approved for FY 2001-2002 at the current and requested
$50,783 level, and that the Resolution authorizing execution of Amendment No. 11 to the
Agreement be adopted.

RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AMENDMENT NO. 11 TO THE AGREEMENT BETWEEN THE

CALIFORNIA, TO EXTEND THE TERM OF THE AGREEMENT FOR AN
ADDITIONAL ONE YEAR PERIOD.
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION 1.
Mayor of the City of San Bernardino is hereby authorized and
directed to execute on behalf of said City Amendment No. II to the Agreement with Casa
Ramona, Inc. relating to the operation of a drop-in center located at 1524 West 7th Street, San
Bernardino, California, to extend the term of the Agreement for an additional one year period.
Amendment No. 11 is attached hereto, marked Exhibit I, and incorporated herein by reference as

fuUy as though set forth at length. AU other terms and conditions of the Agreement shall remain

in fuU force and effect.

The agreement authorized by this resolution shaU not take effect

The authorization granted hereunder shaU expire and be void and

This Amendment to Agreement is entered into this day of
2001, by and between the CITY OF SAN BERNARDINO and CASA RAMONA, INC., relating
to the operation ofa Drop-In Center at 1524 West 7th Street, San Bernardino, California.
1. That certain Agreement between the parties dated September 1, 1990 is hereby
amended to extend the term of this contract for an additional one year period as
follows:
..."commencing July 1, 2001 and expiring June 30, 2002"...
2. All other terms and conditions of the Agreement described shall remain in full
force and effect.
IN WITNESS WHEREOF, the parties have executed this instrument upon the date first herein
above appearing.

Dear Mr. Meyrahn:
Enclosed you will find our proposal for the Casa Ramona Drop In Center for Fiscal
year 2001-2002 .
Once again, this year we are not asking for an increase in our funding. Although the
new Census figures show that our Hispanic Community continues to grow, and we
know we can always LIse additional dollars, we will do all we can to stay within our
existing bUdget. The demand for services continues to grow because of so many
people being monolingual Spanish speaking. The Drop In Center continues to be
the place people come to for translations, filling out of forms, Christmas baskets and
toys, Turkeys at Thanksgiving, typing of letters, referral assistance, etc. The public's
trust is something we do not take lightly. All the people who come to Casa Ramona
have one thing in common, they need help. Next year' program is basically the same,
and we will continue to assist as many people as possible.
Of course we can only do this programs with the help of our funding sources. The
city's funding of this program continues to be the life line for many people in our
community.
