Staff Report
Subject: Resolution of the Mayor and Common Council of the City of San Bernardino
authorizing payment in the amount of $50,000 to the San Bernardino City Unified School
District to fund two (of eight) community based homework centers.
Background: During Council budget deliberations on June 20, 2000, a member of the Inland
Congregations United for Change (ICUC) urged the City to help fund after school homework
centers and interactive cable classrooms. As a result, $50,000 was allocated for an after school
program in the Fiscal Year 2000/200 I Budget. The City agreed to partner with the San
Bernardino Unified School District in a collaborative effort to provide the funding necessary to
open two (of eight) community based homework centers (see Attachment "A"). The centers are
being provided in an effort to offer academic support outside of the school environment to local
area students, while promoting community involvement with student academic achievement.
This extended educational support which encourages learning and reinforces skills will be
available to students who voluntarily seek assistance with homework assignments.
The centers are open from 3 :00 to 6:00 p.m., and serve varying numbers of students (see
Attachment "B"). One of the centers is open from 3:00 - 6:00 p.m. (during which time
predominantly elementary students attend) and it is also open from 6:00 to 9:00 p.m. (when it
serves predominantly high school students). Each of the centers provide homework assistance,
tutoring and computer instruction, augmented at some sites with Internet access, enrichment
classes, skill-drill activities and recreational activities. In addition, snacks are provided at some
of the program sites. The program term is from January 22, 2001 through January 2, 2002.
Financial Impact: The cost to operate one Community Based Homework Center is $25,000 for
the program term. The Mayor's Office Fiscal Year 2000/2001 budget included a $50,000
appropriation in Account No. 001-011-5502 to fund two of the after school homework centers.
Recommendation: Adopt Resolution.

towards the program.

WHEREAS, this extended educational support encourages learning and reinforces
skills.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and Common Council of
the City of San Bernardino support the concept of community based homework centers; and
SECTION 1. That the Mayor and Common Council of the City of San Bernardino
authorize payment of $50,000 to the San Bernardino' City Unified School District for the
purpose of funding two (of eight) community based homework centers for local area students at
a cost of $25,000 each.
