Description: ADA Access Facilities (ramps at various locations) Finance: Council Notes: 7Jq/DL Agenda Item No. J 3 CITY OF SAN BERNARDINO - REQUEST FOR COUNCIL ACTION STAFF REPORT Subject: Resolution awarding contract to LAMBCO Engineering, Inc. for ADA access at various locations. Background: This project was approved in the FY 2000/01 Capital Improvement Program and consists of the construction of ADA access facilities at various locations (ramps & sidewalk access). The ADA access facility sites were selected based on the priorities identified by a site survey of the City of San Bernardino conducted during the month of May 2000. Selection criteria to establish priorities for the installation of the access ramps included proximity to government buildings, schools, hospitals, retail, entertainment and recreation sites (city parks etc.). Plan and specifications for this project are complete and it is ready to be awarded. The estimated project costs are as follows: Construction Cost $ 233,800.00 Contingencies 35,070.00 Design, Inspection, and Contract Administration 33,518.00 Total $ 302,388.00 This project was advertised locally in the San Bernardino County Sun Newspaper, Construction Trend Newspaper, the City's web site, and with the San Bernardino Area Chamber of Commerce; the following companies responded: Name of Bidder City Amount of Bid LAMBCO En2ineerin~, Inc. Santa Ana, CA $ 233,800 Malton Construction Riverside, CA $ 281,300 Financial Impact: Funding for ADA access at various locations using Community Development Block Grant (CDBG) funds has been allocated in the amount of $250,000 in FY 2000/2001. A request has been sent to the Economic Development Agency to carry the entire $250,000 budget over to the FY 2001/2002. There is also a request to carryover the remaining balance from the FY 1999/2000 CDBG balance for ADA access projects accounts in the amount of $52,388 left over from completed projects. The combined funding will provide $302,388 for this project. All costs incurred will be charged to Account No. 001-181-5952- 5050 (ADA Access Facilities). Recommendation: Adopt Resolution. FOR ADA ACCESS AT VARIOUS LOCATIONS PER PLAN NO. 10267. BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. LAMBCO Engineering, Inc. is the lowest responsible bidder for ADA ACCESS AT VARIOUS LOCATIONS PER PLAN NO. 10267. A contract is awarded accordingly to said bidder in a total amount of $233,800.00, with a contingency amount of $35,070.00, but such award shall be effective only upon being fully executed by both parties. All other bids, therefore, are hereby rejected. The Mayor is hereby authorized and directed to execute said contract on behalf of the City; a copy of the contract is on file in the office of the City Clerk and incorporated herein by reference as fully as though set forth at length. SECTION 2. This contract and any amendment or modifications thereto shall not take effect or become operative until fully signed and executed by the parties and no party shall be obligated hereunder until the time of such full execution. No oral agreements, amendments, modifications or waivers are intended or' authorized and shall not be implied from any act or course of conduct of any party. SECTION 3. This resolution is rescinded if the parties to the contract fail to execute it within sixty (60) days of the passage of the resolution.
