On June 20, 2001, the Personnel Committee recommended this item
for approval.
Recommended Motion:
1. Add one (1) additional position of Lieutenant, Range, P-5, current salary of
$7,72l1month, in the Police Department.
2. Direct the Human Resources Department to update Resolution 97-244 to reflect this
particular action.
3. Authorize the Finance Director to increase the Police Department's FY 01-02 budget by
$126,100 to reflect the new Lieutenant position.

STAFF REPORT
SUBJECT
The Police Department is requesting the addition of a tenth Lieutenant to enhance
services in the community.
BACKGROUND
The Police Department has identified critical organizational realignment issues necessary
to maintain the department's commitment to provide progressive, quality police service; a
reduction in crime through problem recognition and problem solving; and, collaborative
partnership with the community and allied agencies.
In May 2000, the Police Department proposed a "pilot program" to create an
Administrative Division commanded by a third Police Captain. The Captain has
oversight of the newly created Financial Unit, Records Bureau, Personnel & Training,
and Police Dispatch. Funding for the third Captain's position was derived by maintaining
a vacant Police Lieutenant's position supplemented with police grant funding. According
to the Police Chief maintaining the third Captain's position and filling the vacant tenth
Lieutenant's position are essential to the department's ongoing success.
During the realignment discussions, the need to maintain five area commands was
identified and tied directly to the parolee accountability and tracking program. A strong
desire and need to maintain five area commands to meet community expectations,
continue conununity outreach efforts and provide continuity for Police operations has
been identified as a priority.. Maintenance of five area commands necessitates that the
tenth Lieutenant's position be funded in FY 2001/02.

*This amount reflects an estimated four percent (4%) increase as a result of Charter 186.
The total salary and benefits of$126,051 is a direct cost to the General Fund.
RECOMMENDATION

POLICE LIEUTENANT
JOB DESCRIPTION
Under general supervision, serves as an Area Commander in the Community Oriented
Policing program or as a supervisor of a major police activity; plans, organizes,
coordinates, and directs law enforcement and crime prevention programs; and, performs
related duties as required.
REPRESENTATIVE DUTIES
Provides courteous and expedient customer service to the general public and City
department staffs.
Plans, organizes, coordinates, and directs personnel engaged in the prevention of crime,
apprehension, arrest, and detention of law violators, and in the regulation of traffic;
analyzes emergency situations and deploys law enforcement officers to resolve the
situation; reviews investigation and arrest reports and determines follow-up procedures;
assumes direct supervision of field forces during major emergencies such as civil
disorders, riots and disasters.
Develops and completes statistical analyses of activities and services rendered; conducts
preemployment background investigations and develops examination requirements;
evaluates existing procedures, methods, and equipment and recommends new or revised
applications.
Assists in the development of law enforcement codes and ordinances, and in formulating
policies and regulations goveming police activities; cooperates with federal and state
officers in the apprehension and detention of wanted persons and with other agencies
where activities of the department are involved.
Supervises booking and handling of prisoners brought to the police station and ensures
that probable cause is present to sustain the arrest; advises and assists subordinates in
criminal or other investigations; interprets and disseminates information and policies
pertaining to law enforcement activities; investigates complaints regarding subordinates;
participates in performance ratings of employees; and, provides employee counseling.
Observes and reviews the work of employees for competency and compliance with rules
and regulations, and to ascertain status of employees' training and development;
maintains discipline; initiates disciplinary action; recommends the assignment of law
enforcement officers and equipment; prepares special studies and comprehensive
reports; maintains effective communication with chain of command.
Routinely adheres to and maintains a positive attitude towards City and Department
goals; and, performs other related work as required.

MINIMUM QUALIFICATIONS
Graduation from high school or GED equivalent. Successful completion of a minimum of
three (3) years at the rank of Police Sergeant with the San Bemardino Police Department
prior to the closing date of the application. Possession of a current Supervisory
Certificate issued by the Commission on Peace Officer Standards and Training (POST)).
Possession of a valid Class "CO Califomia Driver's License is required.
GENERAL QUALIFICATIONS
Knowledae of:
Current applicable Federal, State, and municipal laws and ordinances;
Principles, practices, and techniques of modem police work;
Departmental rules and regulations;
Principles and practices of municipal police administration and organization;
Use of police records and identification methods and their application to police
administration;
Requirements and limitations of police authority;
Standards by which the quality of police service is evaluated;
Laws goveming the custody of persons, search and seizure, admissibility and
presentation of evidence.
Ability to:
Assign, deploy and supervise personnel effectively;
Conduct studies and investigations;
Obtain information through interview and interrogation;
Make rapid and accurate decisions;
Analyze situations quickly and adopt an effective course of action;
Maintain a high level of discipline and morale;
Prepare comprehensive plans, reports and estimates:
Maintain skill in the use and care of firearms;
Establish and maintain effective relationships with those contacted in the course of
work.
Work indoors and out in a variety of environmental conditions;
Exhibit normal range of body motion.

ORGANIZATIONAL RELATIONSHIPS
The Police Lieutenant is an administrative/supervisory position in the Police Department.
Works under the supervision of a Police Captain, Assistant Chief of Police or the Chief of
Police. In absence of superior staff rank, serves in overall command capacity.
Supervises subordinate law enforcement officers.

Copies:
Civil Service lists are good for two years. This means that I've been able to give three
promotional exams since January 1996. We are poised to promote an African American
lieutenant and a Hispanic lieutenant off the current list. Overall, we've done pretty well in terms
of diversifying things within the confines of the Civil Service rules. The information you
requested is attached, along with the following projections, which I believe will be of interest.
Promotions Pending:
1. Lt. Jenifer Aragon to captain, effective 7-16-01 (to fill behind Captain Mike Kinsman who is
retiring).
2. Sgt. Mark Emoto to lieutenant, effective 7-16-01 (to fill behind Lt. Aragon).
3. Detective Steve Filson to sergeant, effective 7-16-01 (to fill behind Sgt. Emoto).
4. Police Officer Mark Plonski to detective, effective 7-16-0 I (to fill behind Det. Filson).
5. We also have two lieutenants off on injury status, and will need to certify behind them, and
other resulting vacancies.
6. Prior to September 2002 (when the current promotional list for lieutenant expires), we will in
all likelihood see two additional lieutenants and three sergeants retire.
7. There will be a number of promotions the new chief will get to make in fairly short order,
which in all likelihood will include:
Sergeant Don Soderbloom to lieutenant
Sergeant Mark Garcia to lieutenant
Sergeant Dale Blackwell to lieutenant
Sergeant Ted Hensen to lieutenant
