BACKGROUND: The proposed staff changes will allow the Division to continue improving the quality of service to the development community as well as continue the Division's focus on accelerating the delivery of projects in the Capital Improvement Program (CIP). The specific reorganization involves: Deletions: Vacant Survey Party Chief - The department is proposing the deletion of this vacant position, Currently, the department has two (2) Survey Party Chief positions budgeted. Each Survey Party Chief supervises a separate crew. One of the Survey Party Chief positions has been vacant fur approximately two months, During this time, the crews have been consolidated into one crew and supervised by the rel}\8ining Survey Party Chief. The operation has functioned well with this arrangement. The department is requesting authority to delete this position and use the funds to help offset the addition of staff in more critical areas. Maintenance Worker II - The department is also recommending the deletion a Maintenance Worker II position as a means of partially funding the additional staff in critical areas. The Signing and Striping crew currently has a vacant Lead Maintenance Worker position. The department is conducting an internal promotion from the ranks of the Maintenance Worker II's, Upon completion of the promotional process, there will be a vacant Maintenance Worker II position. The process which the crews use to complete the street striping was recently changed include the use of thermoplastic paint. This process creates a longer lasting street marking which should result in less frequent restripping, thus allowing the department to eliminate this vacant position without any impact to this operation and redirect resources into other more critically needed areas, U D2rades Survey Party Technician II to ED2inee~ Assistant I - Due to staffing shortages, the current Survey Party Technician n has been handling the duties of Engineering Assistant I for approximately 12 months. During this time, the survey function which had previously been handled by two crews has been consolidated into one crew and has operated effectively, At this time, it has been determined that the needs of the department require additional Engineering staff. The employee in the current Survey Party Chief position meets the minimum qualifications and will be provisionally placed into the Engineering Assistant I position in accordance with Civil Services Rules, EDllineerim! Aide to En!,ineer~ Assistant I - The Engineering Aide is currently weant. The department fuels that a higher level of technical knowledge is necessary to assist in processing the increased volume of projects, The department will conduct a full recruitment to fill the newly created position. Account Clerk II to Account Clerk ill - The division currently bas a filled Account Clerk II and is requesting an upgrade to an Account Clerk ill to support the accelerated Capital Improvement Program (CIP) and associated increase in workload. The position bas the critical responsibility of timely processing of progress payments/pay estimates to contractors for CIP projects, documentation of change orders to contracts, preparation and assembly of documentation fur purchase orders fur contract awards, compiling data on informal bids and tracking of chargebacks fur staff time spent on CIPs, This position will also be responsible fur preparation of timely billings to outside agencies for traffic signal maintenance agreements and tracking of outstanding invoices, The employee in the current Account Clerk II position meets the minimum qualifications and will be provisionally placed into the Account Clerk ill position in accordance with Civil Service Rules. Enaineering Assistant ill to En~ineerinl! Associate - The Engineering Assistant ill position is currently vacant and staff is recommending an upgrade to Engineering Associate level position. This upgrade is necessary in order to attract candidates skilled and experienced enough to administer the traffic model and to adequately review traffic studies, In addition, there is a signifieant increase in activity on federaVstate aid applications now being handled by the Traffic Engineering Division, which has resulted in very positive resuhs fur the City, There is also a high level of cooperation and coordination with Caltrans and SANBAG staff required on transportation related planning issues. Examples of such projects include CETAP (Riverside/San Bernardino County transportation corridor activities) and the planning associated with projects on the 1-215 and Route 30 Freeways and the conceptual design of the freeway interchanges. The department will conduct a full recruitment to fill this position. Citv En~ineer to Denutv Director/City Engineer - The Engineering Division bas seen a large increase in the amount and value of Capital Improvement Projects (CIP) in the past two years and will see a dramatic increase in the upcoming fiscal year, The responsibility for the design, engineering and construction of these projects rest with the City Engineer. The nature of these projects require that the City Engineer work closely with elected officials, City departments, community representatives and other government organizations, In addition, the City has experienced a dramatic increase in federal and state aid due in large part to the support provided by the Engineering Division. Given the increased emphasis in this area, we are recommending a title and salary adjustment which reflects duties and responsibilities of the position. Additions: Senior Engineer - The City currently bas one (l) Senior Engineer position filled. This position oversees approximately ten major projects. Staff is recommending the addition of another Senior Engineer to divide responsibility for major projects with the existing position. In addition, this new position will spend time on overseeing the major projects in the community, which are being administered by SANBAG and/or Cahrans and which will have a tremendous impact on the future of the City. These projects include the Route 30 (210) and 1-215 Freeways, 1-10 and Tippecanoe Interchange projects and the two AD 2928, $17M Grade Separation. Even projects not directly admin;.nered by the City require a significant amount of staff time in coordinating with Cahrans and SANBAG staH: if the City's interests are to be adequately addressed. Staff feels that two (2) Senior Engineers will provide the City with the ability to insure that its concerns are addressed. The projects directly adm;n;stered by City staff also require a tremendous amount of technical administrative staff time. The department will conduct a full open recruitment to fill this newly created position. Traffic Electrician II - The Traffic Signal Electrician II position is necessary to help the Traffic Signal Section implement some of the utility cost saving measures proposed in the FY 2001-02 Capital Improvement Program (CIP) and maintain an adequate level of service on overall traffic signal and street light maintenance activities. The overall staffing in the Traffic Signal Section is well below normal levels, and the resuh is an inability to do any adequate maintenance on City traffic signals. The department will conduct a full open recruitment to fill this newly created position. Secretary - This position is needed to provide administrative support to the City Engineer, Traffic Engineer and Senior Civil Engineers. Critical tasks which need to be perfurmed include assistance with preparation of staff reports to the Council, assistance with preparation of the Capital Improvement Program (CIP) documents, designing furms and tables and gathering statistics fur progress reports on capital projects, maintaining calendars and appointment schedules, and providing general secretarial support to Public Works Division mSllllgement. This position is extremely important in assisting management staff in keeping track of CIP projects, grantJfunding application deadlines, contract award staff reports to Council and many routine deadlines. The department will conduct a full open recruitment to fill this newly created position. In an effort to provide improved project oversight, it is recommended that the above referenced position changes be made. These positions when filled will help implement the accelerated Capital Improvement Program (CIP), including compliance with the funding requirements and deadlines, overseeing of project design and monitoring of costs in relation to improved responsibility in the Department Review Process (DRP). Additionally, these changes will improve customer service and quality control As evidenced by the recent approval of two $17M grade separation projects in the City of San Bernardino, and staff's request fur reimbursement of City expenditures ($359,000) related to the Orange Show Road Project, the $IM sound wall along Route 30 and improved City access related to the proposed freeway improvement projects, senior level staff time freed up to be utilized on these types of issues can be extremely productive in furthering the City's ability to capture available funding and ultimately deliver projects to the field. The actual cost to the general fund will be less based on the department's ability to increase "cbargebacks" to the Capital Improvement Program (CIP) projects, continued increases in engineering fees associated with land development projects (meant to offset staff costs), and the increased ability to capture the cost of design, administration and inspection services allowable for federal and state aid projects that is currently not being expended and passed along to Cahrans and SANBAG. The exact amount that the department will be able to cbargeback is unknown at this time; however, it is anticipated that the $27 million Capital Improvement Program (CIP) budget recommended for FY 2001-02 will provide many opportunities for increased cbargebacks. REPRESENTATIVE DUTIES Provides courteous and expeditious customer service to the general public and City department staffs. Prepares simple designs and plans for public improvements, including streets, curbs and gutters, sewers, storm drains, culverts, traffic signals, sidewalks and buildings; seeks assistance from and consults with others on difficult engineering problems. Reviews and checks public works plans for correctness of engineering methods, accuracy of calculations and conformance with established engineering procedures, referring the more complex plans to other technicians; draws plans using standard drafting machines; prepares simple traffic regulatory plans and assists in the preparation of complex traffic regulatory plans. Reviews and checks completed designs, specifications, cost estimates, legal descriptions and related work of consultant engineers involved in municipal projects; prepares maps, drawings, engineering records and files. Provides engineering information to contractors, engineers and members of the general public; prepares reports pertaining to engineering design work; conducts studies for future projects involving the collection and interpretation of a variety of data necessary to project conditions and requirements. SUMMARY DESCRIPTION Under administrative ilirection, assist the department director in, managing, supervising and coordinating the activities and operations of the Development Services Department. Specifically, responsible for overall management and supervision of the Public Works Division of the Development Services Department. Confers with and advises supervisory assistants on problems relating to the design and construction of public works systems, the interpretation and enforcement of construction codes, the repairing and maintenance of streets, sewers and storm drains, the securing of rights-of-ways or easements and the design and operation of traffic and street lighting systems. 9.
