STAFF REPORT
SUBJECT
The Fire Department is requesting personnel changes for Fiscal Year 2001/2002, as follows: Add one
(I) full-time Dispatcher I position using monies from reduced overtime costs, and add one (I) Fire
Prevention Officer (FPO) position, to be funded from increased permit revenues to be generated.
BACKGROUND
The Fire Department has completed an in-depth assessment and analysis of the permitted occupancies
in the City of San Bernardino. The Fire Department inspects approximately 9,000 occupancies. Of
those, approximately 1,600 are permitted occupancies that are much more complex in nature, e.g.,
nursing homes, board and care homes, hospitals, etc. These permitted occupancies should be
inspected on an annual basis.
While significant progress was made in the nwnber of inspections since the addition of a Fire
Prevention Officer position in FY 00/01, the Fire Department annual inspections cannot be performed
on all of the permitted occupancies with the current staffing levels. The department is requesting the
addition of one more FPO, bringing the total nwnber of budgeted FPO's to four.
The increased revenue generated by the increased inspections will fully offset the cost for the
additional FPO. Projected revenues for FY 01-02 is $175,000. The recent study indicates the
potential to collect $286,000 in permit fees, an increase of $111,000 over projections for the current
fiscal year. The department recognizes that it will take some time to recruit and train the additional
FPO and that only a portion of the increased revenue will be generated in FY 01-02. However, the
increase in revenue for FY 01-02 should be sufficient to absorb the cost of the additional FPO, which
is estimated at $72,517. The breakdown of the cost is stipulated below.
In addition to adding a FPO position, the department is requesting the addition of one (I) additional
full-time Fire Dispatcher. Currently, the Dispatch Supervisor is dispatching one day a week and is
assigned administrative duties four days a week. As the duties and responsibilities have increased, it is
necessary to have the Dispatch Supervisor discontinue dispatching and attend to supervisory duties
full-time. Currently the department uses part-time staff and overtime to cover dispatching duties four
days a week. It is estimated that by utilizing a full-time employee five days a week vs. using part-time
staff and overtime four days a week, plus the one day a week that the Dispatch Supervisor covers, the
department will be able to reduce its overtime budget by the cost of the additional Dispatcher I,
estimated to be $35,700.
The Fire Department's Emergency Medical Dispatch (EMD) computer-aided dispatch system requires
that the Fire Dispatcher ask specific questions of the caller, gives information to caller prior to the Fire
Department arriving and assists the dispatcher in determining the level of response. The EMD
requires a quality control program that must be maintained at all times by the Dispatch Supervisor.
The administration of this program is very time conswning; consequently, the need for uninterrupted
administrative time. The additional staffwill allow this to occur.

FIRE PREVENTION OFFICER
JOB DESCRIPTION
Under general supervision, examines industrial, commercial, hospitals, institutions.
educational, residential properties and places of public assemblage to determine
compliance with appropriate Fire Prevention Codes, regulations and standards; examines
plans for tire code compliance; enforces municipal codes and ordinances related to life
safety, substandard housing, health and sanitation, blight, public nuisance and weed
abatement; conducts training sessions in fire prevention for City employees, officials and
the public; implements and conducts fire prevention training for suppression personnel
and others as directed; acts as a technical resource person to staff and the public; assists
in public education and information programs;:and, performs related work as required,
REPRESENTATIVE DUTIES
Provictes courteous and expeditious customer service to the general public and City
department staffs.
Performs and participates in tire and life safety surveys and examinations of industrial,
commercial, hospitals, institutions, educational, residential properties and all places of
public assembly; locates and identifies existing or potential tire and life safety problems;
recommends and requires appropriate fire prevention/safety measures and devices,
including correcting hazardous conditions, reports irregular or suspicious circumstances
to police and other departments; plans tire escape routes and promoting installation of
built-in fire protection.
Performs and participates in field inspections of new and existing buildings. building
additions and other facilities to determine existence condition. usage and operational
adequacy of proper fire detection and suppression systems; secures cooperation (If
property owners and advises on corrective action to eliminate life hazards and fire
conducive conditions; outlines or describes steps to ensure compliance with City codes
and ordinances which pertain to such areas as life safety, substandard housing, health
and sanitation, blight, public nuisance and weed abatement; receives and investigates
complaints,
Enforces tire and life safety code provisions of a technical and complex nature;
coordinates with the City Attorney's Office. judges and law enforcement personnel as
necessary; issues, when appropriate, notices of violations, orders to abate, stop-work ..
notices, warnings and citations to municipal court for hearings; making court appearances
at hearings as needed; checks and examines site plans and building construction plans
for compliance; responds to tires and other emergencies as directed; serves as public
information officer, when required.

Prepares correspondence and reports; prepares documents and reports for the Board of
Commissioners (BBC) and Summary Action Hearings; communicates with other city,
county and state fire prevention officials; requests, with supervisor's or Senior Fire
Prevention Officer's approval, assistance from other departments and outside agencies
as necessary; assists in the preparation and distribution of pamphlets, brochures and
other public information material; collects, compiles and tabulates information and data.
Participates in fire and life safety education programs, including conducting public
presentations for groups of owners and tenants of industrial, commercial, hospital,
institutional, educational, residential, public assembly properties and other groups or
individuals, including non-profit and community organizations having a concern or interest
in fire prevention/safety information.

Surveys occupancies for fire prevention; Prepares comprehenSive reports; assists in
preparation of graphs and charts for analytical study; attends meetings, training sessions
and conferences as directed; reexamines occupancies to determine progress towards
compliance with codes and policies; ensures compliance with City ordinances, state laws
and other regulatory agencies; provides on-the-job training to suppression personnel;
operates City vehicles, two-way radios and computer systems.

MINIMUM QUAL/FICA TIONS
Graduation from high school or GED, Completion of 30 semester units of college-level
courses in liberal arts or fire science. One (1) year of experience in fire or building
inspection preferred. Qualifying experience in fire or building inspeCtion may substitute
for the education requirement on a basis of 12 months of experience equals 30 semester
units, or a portion thereof, (example: 6 months = 15 semester units),
Must pass a police background investigation.
Possession of a valid Class .C" California Driver's License is required, For out-of-state
applicants, a valid driver's license is required, A valid Class .C" Califomia Driver's
License must be obtained within (10) days of appointment (CA Vehicle Code 12405c).
Requirement after appointment Successful completion of the PC-832 Course, level III
or Module "A; within 11 months from appointment. Failure to meet the requirement
within the time limits required will be grounds for termination.

JOB DESCRIPTION
Under general supervision, operates radio/transmitter and ancillary
equipment in a police and/or fire communications system: receives,
interprets and codes routine and emergency 911 calls: dispatches
personnel and equipment in response to emergency calls; and
performs related work as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditio~s customer service to the general
public and City department staffs.
Assists in the rec~ipt and transmission of information and
instructions: rece~ves and transmits routine and emergency
telephone, radio and teletype messages: operates radio consoles,
computers and telephone switchboards: receives "911" routine and
emergency calls from the general public: interrogates callers and
evaluates call data.
Interprets and codes data for transmission: transmits radio
messages to field units: dispatches police and/or fire personnel
and equipment: monitors alarm board: police dispatchers code
information into proper California Code sections.
Calms distressed citizens on the phone: evaluates, prioritizes and
sequences incoming information and determines number and types of
units to send to an emergency: notifies other departments of
needed support services, pursuant to established procedures or
instructions of supervisor.
Coordinates emergency calls and relays requests and questions from
personnel in the field to appropriate supervisory personnel: keeps
supervisory personnel informed of the situation and dispatches
additional personnel and equipment as directed: notifies other
jurisdictions when necessary: obtains and transmits identity
checks on personnel and vehicles; gives station identification as
required by the Federal Communications Commission (FCC).
Makes tests on alarm systems: reports inoperable alarms for
repairs: transmits all-points bulletins received by teletype or
radio to field units: makes status checks on personnel in the
field: changes, indexes and files recording tapes.
Operates office machines; compiles data and prepares reports;
furnishes a variety of information relating to departmental
activities to the general public; maintains records of calls

received and their disposition; maintains files, lists, and maps;
performs miscellaneous clerical and dispatcher maintenance duties.
Routinely adheres to and maintains a positive attitude towards City
and Department goals; and performs related work as required.
MINIMUM OUALIFICATIONS
Graduation from high school or GED equivalent; and, one year of
customer service experience working with the public in person, by
telephone or in radio communications. Typing speed of 30 wpm is
required. Experience in computer-assisted dispatching and
telephone complaint processing preferred.

This memorandwn is written per your direction, Fred, to clarify the proposed new FPO
total expenditure package for the first year.
The staff report that was submitted to the Personnel Cornmittee only addressed personnel
costs associated with this position. It did not include vehicle purchase, maintenance and
operations, PC, desk, chair and file cabinet.
Expenditure total in the staff report was shown as $44,062. Actual expenditure for salary,
benefits, and start-up costs is $72,517. Listed below is the detail for the additional costs:

I believe that we will collect fees beyond the $219,100 in an amount that will cover the
additional start-up costs. Our goal will clearly be to surpass the revenue neutral position
by inspecting all of the permitted occupancies; thereby, collecting the entire $286,000.
