Recommended Motion:
1. Delete the vacant position of Project Coordinator, Range 4422, $3,642 - $4,427/month.
2. Delete the vacant position of Senior Custodian, Range 2327, $2,268 - $2,756/month.
3. Add new position of Project Manager/Energy Conservation, Range 4496, $5,268 -

SUBJECT
The Facilities Management Department is requesting personnel changes for fiscal year
200112002, as follows: Delete the existing position of Project Coordinator and add one (I)
position of Project ManagerlEnergy Conservation, and delete the existing position of Senior
Custodian and add one (I) additional Building Maintenance Mechanic position.
BACKGROUND
The Energy Conservation Utilities Division conducts energy efficiency projects that directly
impact the use of energy by the City, and performs annual facilities audits on all City maintained
buildings. It is proposed that the vacant position of Project Coordinator be reclassified to Project
ManagerlEnergy Conservation; the Utilities Division will improve the efficiency and
effectiveness by requiring an individual who possesses energy management skills. Specific
responsibilities will include monitoring the City's energy usage and identifying areas for cost
cutting measures in compliance with State Mandates. Additionally, the individual will utilize
their construction management skills to improve the program by overseeing the approximately
63 projects in various stages, These projects are currently being designed and implemented by
the Director of Facilities Management and include, but are not limited to, roof repair, painting,
and City building renovation projects. The costs of these projects range from $2,000 to
$247,000. The Project ManagerlEnergy Conservation position will continue to report to the
Director of Facilities Management.
The Building Maintenance Mechanic repairs, maintains and monitors a variety of mechanical,
electrical and hydraulic equipment. Facilities Management currently bas eight (8) crafts-level
workers in the field, which is insufficient to provide the basic level of service needed by City
buildings maintained by the Division. Hiring one (I) additional Building Maintenance Mechanic
will improve operations by allowing the Division to be more proactive in basic support services
and minimi7.e delayed service for emergency building maintenance requests to City tilcilities,
This position will report to the Building Maintenance Supervisor. The funding for this position
will come from the deletion one (I) Senior Custodian position, which bas been vacant for over 2
years, There will be no negative impact to service levels by the deletion of this position.
FINANCIAL IMPACT
In order to fund these two personnel changes, the Facilities Management Department proposes
the following to offset a portion of the total cost by deleting two (2) vacant positions.

JOB DESCRIPTION
Under direction, coordinates the combined efforts of division personnel to complete various projects;
performs statistical analyses and prepares reports; monitors the use of energy by the City and makes
recommendations; performs annual facilities audit on all buildings maintained by the division; and
performs related duties as required.
REPRESENTATIVE DUTIES
Provides courteous and expeditions customer service to the general public and City department staffs.
Monitors and compiles information on the use of energy by the City; conducts audits of energy use and .
methods of conserving energy; compiles results of energy conservation projects; audits city utility bills
when in error and communicates with utility companies in the referral of paid bills.
Responsible for annual facilities audit on all buildings maintained by the division; assists in the
development of Capital Improvement Program (CIP) projects; manages and monitors CIP projects
from conception to completion,
Presents recommendations or information to individuals or groups in a persuasive manner; researches
and develops a variety of alternatives.
Reviews and approves test reports on construction materials; reviews and interprets contract plans and
specifications; negotiates with contractors to develop solutions to problems encountered during
construction; prepares contract chauge orders; makes arrangements for survey work as required by
contractors.
Maintaius good communications with contractors, members ofthe general public, and other City
Departments/Divisions; supervises testing of construction materials to ensure compliance with plans
and specifications; prepares billing invoices for cooperative public works projects.
Routinely adheres to and maintains a positive attitude towards City and Department goals; and
performs related work as required,
MINIMUM OUALIFICATIONS
One (I) year responsible professional office and field engineering experience in construction or
inspection ofpnblic works projects; completion of60 college semester units (or equivalent quarter
units) with emphasis in Civil Engineering or Construction technology and two (2) years of responsible
professional office and field engineering experience in construction or inspection of public works.
Possession of a valid Class "e" California Driver's License is required. For out-of-state applicants, a
valid driver's license is required. A valid Class "C" California Driver's License must be obtained
within ten (10) days of appointment (CA Vehicle Code 12405c).
GENERAL OUALIFICA TIONS

ORGANIZATIONAL RELATIONSIDPS
The Energy Conservation Program Manager is a management position in the Facilities Management
Division. Supervision is received from the Director of Facilities Management. Supervision may be
exercised over the Division in the absence oft or at the direction of, Division Director.

BUILDING MAINTENANCE MECHANIC
JOB DESCRIPTION
Under general supervision, repairs,

Inspects buildings and equipment to locate, assess and rectify
needed repairs or maintenance; regulates valves and thermostats on
steam boilers and air conditioning for distribution of cool or warm
air; performs minor repairs of HVAC equipment.
Cleans and performs routine servicing on air conditioning
equipment; installs, maintains and repairs plumbing systems; cleans
out sewer lines; services and maintains electrical equipment;
services and repairs door locks and latches.
Performs skilled mechanical work in repairing and remodeling
existing equipment; performs light welding; repairs and rebuilds
motorized cleaning equipment.
Inspects Mall security screens; reports malfunctions of equipment
to supervisor; maintains an inventory of parts; maintains hand and
portable power tools; repairs furniture and curtain hardware.
Replaces fan belts; erects scaffolding; mops floors; repairs leaks
in roofs; checks emergency lighting systems; installs cable covers
in floors; takes chemical readings; installs loud speakers; fuels
vehicles; installs water heaters; replaces ceiling panels and floor
tiles.
Maintains records of time and materials expended; requisitions
parts and supplies; prepares activity reports and recommends
acquisition of materials and supplies; instructs and directs the
work of assigned laborers.
Routinely adheres to and maintains a positive attitude towards city
and Department goals; and performs related work as required.
MINIMUM OUALIFICATIONS
Graduation from high school or G.E.D. equivalent; and 2 years
experience in performing a variety of routine, semi-skilled
building and equipment repairs, preventive maintenance involving
electrical, mechanical and hydraulic equipment and air
conditioning; or I year of experience at or equivalent to the
level of Building Maintenance Worker.
Possession of a valid Class "C" california Driver's License is
required.
GENERAL QUALIFICATIONS
Knowledge of:

materials;
Basic work methods in air conditioning and heating, carpentry,
plumbing and general building maintenance;
