STAFF REPORT
Subiect:
Resolution Authorizing the City of San Bernardino to enter into a Memorandum
of Understanding (MOU) with the City of San Bernardino Municipal Water
Department and East Valley Water District to provide emergency confined space
rescue services to their facilities and properties.
Backl!round:
The San Bernardino Public Services Department, City of San Bernardino
Municipal Water Department, and East Valley Water District has marginal
emergency confined space rescue service delivery system. The lack of adequate
funding to provide the necessary specialized equipment and specially trained
personnel has up to now restricted the City Fire Department on their ability to
provide the service.
Through this MOU (Attachment A) the San Bernardino City Public Services
Department, City of San Bernardino Municipal Water Department and East
Valley Water District have agreed to proYide $6,000 each for a total of $18,000
for the specialized confined space rescue equipment. The San Bernardino City
Fire Department will provide the specialized confined space rescue personnel and
apparatus to utilize the equipment. All MOU parties and the City of San
Bernardino will benefit in an improved level of service by adding confined space
rescue services to those emergency services already provided by the City Fire
Department.
Each signatory agency is responsible for meeting the employer responsibility to
proYide rescue capability for employees who enter Confined Spaces. Each
agency is still responsible to train and equip their people for standard on-site
rescues, such as "self rescue" and "non-entry" rescue. The City of San
Bernardino Fire Department is designated as the off-site primary "entry" rescue
service for the signatory agencies.
A MOU term of five (5) years is being proposed (July 1, 2001 through June 30,
2006). The San Bernardino Municipal Water Department and East Valley Water
District will recompense the City by the purchase of certain specialized confined
space rescue equipment as delineated in attachment B, not to exceed $6,000 each.
The City's contribution, not to exceed $6,000 will come from Public Services
Department Sewer Line Maintenance fund. The City will proYide the specialized
confined space rescue personnel and apparatus to utilize the equipment once it has
been delivered, and personnel have been adequately trained on its use. Title and
ownership of the equipment will be given to the City.
1
Emergency confined space rescue service deliyery can be proYided to all MOU
participants, while at the same time increasing the level of service to the City of
San Bernardino, without any additional resources or personnel.
Financial Impact:
Fee to be received for services rendered per the Memorandum of Understanding
include all confined space rescue equipment as delineated in Attachment B, not to
exceed $18,000.
Recommendation:
1. Adopt Resolution.
2. Authorize the Director of Finance to transfer $6,000 from Sewer Line
Maintenance Fund (132-431-5112) to the Fire Department's FY 01102 budget
(001-202-5122). Also, increase revenue accounts 001-000-4673 and 001-000-
4901 each by $6,000 for FY 01102 and increase Fire Department's
appropriation by an additional $12,000 in account 001-202-5122.
