Utility User Tax Options
· I would like to share with my collegues a discussion that we had at the Ways
and Means Committee on Wednesday regarding the Mayor's recommendation
of two plans which would provide some electricity rate relief to residents and
businesses.
· Part I - We will rebate residents and businesses 100% ofUUT billed on
electricity for the summer months of July and August.
· Residents will provide the City with a copy of their electricity bills for the
months of July and August and a UUT rebate claim form.
· The rebates will handled by mail or in person.
· There would be a deadline date to file for a rebate. The recommendation is
December 31,2001.
· Staff is still working on some of the implications of such a program. They
include: Costs to implement the program (i.e. staff time), defining the exact
billing months etc.
· I'm confident that staffwill work all of the issues out and be able to provide the
best possible service to residents.
· Part 2 is to adopt a UUT Reduction Formula that establishes a methodology for
the eventual reduction of the Utility User's Tax.
· This could be done by using a portion of the growth of other major revenues
such as sales tax, property tax, vehicle license fees, and franchise fees to reduce
the UUT rate as appropriate.
· The main benefit is that it provides a long-term mechanism for the elimination
of the tax.
· Staff is working on formula modeled after Rancho Cucamonga.
