Synopsis of Previous Council Action:
June 5, 2000: Resolution 2000-123 adopted extending Community Challenge Grant for the
period of July 1, 2000 through June 30, 2001.
November 1. 1999: Resolution 1999-271 ratified the execution of a contract with the County
to provide Youth Mentoring Services for the period of July 1, 1999 through June 30, 2000.
June 16. 1997: Council approved Resolution 97-177, authorizing the Director of Parks,
Recreation and Community Services to execute an agreement with the County to provide
mentoring services as part of a Community Challenge Grant.
Februarv 3. 1997: Council authorized the Director of Parks, Recreation and Community
Services to issue a Letter of Intent to provide youth mentoring.

Subject:
Resolution of the City of San Bernardino authorizing the Mayor of the City of San Bernardino or
her designee to execute a contract with the County of San Bernardino to provide youth
mentoring services as part of Community Challenge Grant for the period of July 1, 2001 through
June 30, 2002.
Background:
This contract amends County agreement 99-856A2, which will allow the continuance of the
Mentoring Program through the Community Challenge Grant. The Community Challenge Grant
Partnership has existed since 1997, providing mentoring as an approach to reduce teen
pregnancy.
The Mentoring Program was established in April of 1995 as a project of the Mayor's Youth Task
Force. The initial funding came from the City and the San Bernardino City Unified School
District as a partnership to provide both mentoring and the Late Night Hoops Program.
In November 1996, staff was invited to work with San Bernardino County Public Health
Department to develop a proposal for a Community Challenge Grant through the State of
California Department of Health Services. The focus of this grant was teen pregnancy
prevention, targeting a core area of the City of San Bernardino. Mentoring was identified as a
specific component of the proposal to reduce teen pregnancy.
The County first received the grant in 1997 and the City was contracted to provide the mentoring
services. The grant provided the 50 percent funding of the Mentor Coordinator salary, as well as
providing for a part-time assistant, equipment, supplies, and associated costs, for a period of 29
months from February I, 1997 through June 30,1999. Total value to the City was $84,000 over
the grant life.
San Bernardino County Health Department applied for and was awarded a three-year renewal of
the grant for the period of July 1999 through June 30, 2002. This contract is for a one-year
period, July 1, 2001 through June 30, 2002. The grant with the State is renewed annually
contingent upon funding. The grant again provides for 50 percent of the mentor coordinator's
salary. The remaining costs for the mentoring program are covered by a grant from the
California Endowment through November 30, 2002. The conditions of this grant are similar to
the initial scope of work and includes a recreation activities component for which the City will
receive reimbursement. A total of 25 mentor-mentee matches are called for in the grant. In
addition to the mentoring relationship, resident artist activities, after-school recreation and family
activities have been included to strengthen family bonds and address adolescent and family
tssues.
Financial Impact:
There will be no general fund cost to the City. The grant will provide $49,275 for fiscal year
2000-2001. The required grant match of $15,625 is covered entirely by the volunteer hours of
the mentors.
Recommendation:
Adopt Resolution.

BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE
CITY OF SAN BERNARDINO AS FOLLOWS:
SECTION 1. The Mayor of the City of San Bernardino or her designee is hereby
authorized and directed to execute on behalf of said City, a Contract with San Bernardino
County relating to the provision of youth mentoring services as part of a Community Challenge
Grant for the period of July 1,2001 through June 30, 2002, a copy of which is attached hereto,
marked Exhibit "A" and incorporated herein by reference as fully as though set forth at length.
SECTION 2. The authorization to execute the above referenced agreement is
rescinded if the parties to the agreement fail to execute it within one hundred twenty (120) days
of the passage of this resolution.

This is an amendment to agreement 99-856 made and entered into by the City of San Bernardino, hereinafter
referred to as Contractor, and the County of San Bernarc:lino, a political subdivision of the State of California,
hereinafter referred to as County. The San Bernardino County Department of Public Health will hereinafter be
referred to as Department.

99-85642 for expenditures incurred during the period July 1, 1999 through June 30, 2000. The

The term of this agreement is from July 1, 1999 to June 30, 2002. This agreement may be
terminated without cause by either party upon thirty (30) days notice to the other party. Such
notification shall state the effective date of termination. The obligation of County under this
obligation is contingent upon the availability of Challenge Grant Number 99-85642 for the
reimbursement of County's expenditures, as set forth in term one, above. In the event the State
of California notifies the County that such funding is terminated or reduced, the County shall
determine whether this Agreement shall be terminated or the County's maximum obligation
reduced. County shall provide Contractor with written notification of such determination.

RECOMMENDATION:
1. Approve Amendment No.2 to Contract 99.855 with Arts Council for San Bernardino
County to provide youth development activities for at-risk youth in the amount of $23,460
from July 1, 2001 through June 30, 2002, increasing the total amount from $46,920 to
$70,380.
2. Approve Amendment No.2 to Contract 99.856 with City of San Bernardino to provide
youth development activities for at-risk youth in the amount of $49.275 from July 1, 2001
through June 30, 2002. increasing the total amount from $98,550 to $147,825.
3. Approve Amendment No.2 to Contract 99-857 with YWCA of Greater San Bernardino
to provide youth development activities for at-risk youth in the amount of $21,265 from
July 1, 2001 through June 30, 2002, increasing the total amount from $42,530 to $63,795.
4. Approve Amendment No.2 to Contract 99.1051 with Loma Linda University School
of Public Health to provide evaluation activities for the CCG project in the amount of
$33,145 from July 1, 2001 through June 30, 2002, increasing the total amount from
$54,345 to $87,490.
BACKGROUND INFORMATION: The Department of Public Health has been the recipient of
grant funds from the State Department of Health Services for the provision of community-based
services to prevent teen pregnancy through the Community Challenge Grant (CCG) Program
since FY 1996/1997. On April 13, 1999, the Board approved submission of a grant application to
continue services for the three-year period July 1, 1999 through June 30, 2002. The Board
approved this three-year grant on September 14, 1999. The CCG grant application included
professional services contract funds to continue services provided by the collaborative partners
consisting of: Arts Council of San Bernardino County, City of San Bemardino Department of
Parks and Recreation, YWCA of Greater San Bernardino, and Loma Linda University School of
Public Health. The CCG Program serves youth age 10 to 17 that are at risk of teen pregnancy in

San Bernardino, Colton, and Highland. The target area was selected based on State criteria of
high teen pregnancy rates. Expansion of the Program beyond the designated service area was
not possible due to limited funding.
Prior to the start of the original grant in FY 1996/1997, all youth service providers in the target
communities were invited to participate in the development of the grant application as
collaborative partners. The above service providers were selected through a qualitative process
based on their unique abilities to provide youth recreation and support programs, their community
locations, and the recommendation of the State and local advisory group. These four service
providers were again submitted as collaborative partners in the three-year grant application to the
State for the period July 1, 1999 through June 30, 2002. These amendments will extend the
service providers' contracts for the third and final year of the Program based on their successful
provision of the service components, and will allow the Program to maintain uninterrupted
services to the teen clients and their families. These amendments extend the term of the
contracts to June 30, 2002 and provide the third year of funding for continued youth and family
services.
The Arts Council of San Bernardino County agreement provides $23,460 to support youth
participation in visual and performing arts activities at all service provider locations. The
agreement with the City of San Bernardino provides $49,275 to support mentoring, after-school
recreation programs, career opportunities, volunteer services, and family support groups. The
agreement with YWCA provides $21,265 to support after-school recreation programs, volunteer
services, and family support groups. The agreement with Loma Linda University School of Public
Health provides $33,145 for the required evaluation component of the program and program
development and linkages between Program service provider sites. These agencies each
contribute in-kind support for Community Challenge Grant Program activities.
If the Department of Public Health is invited to submit a proposal to the State Community
Challenge Grant Program for funding beyond FY 2001/2002, a competitive bid process will be
utilized for selection of any subcontract agencies.
REVIEW BY OTHERS: This item has been reviewed by Charles Larkin, Deputy County Counsel,
and Gary Morris, Administrative Analyst, County Administrative Office.
FINANCIAL IMPACT: Approval of these amendments will increase the total amount of the four
contracts by $127,145. These expenditures are fully funded by the State grant. Expenditures
and revenue are included in the Department of Public Health's proposed budget for FY
2001/2002.
