RESOLUTION OF THE CITY OF SAN BERNARDINO AUTHORIZING THE
EXECUTION OF AN AGREEMENT WITH LAN ENGINEERING CORPORATION TO
PROVIDE CIVIL ENGINEERING DESIGN SERVICES AND PROJECT
MANAGEMENT SERVICES FOR STATE STREET FROM 16TH STREET TO
FOOTHILL BOULEVARD - EXTEND AND CONSTRUCT (4) LANES OF ROADWAY
(1.5 MILES) TO CONNECT STATE STREET TO RANCHO A VENUE (SS04-09).
BE IT RESOLVED BY THE MAYOR AND COMMON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
SECTION I. The City Manager is hereby authorized and directed to execute an
Agreement with LAN Engineering Corporation to Provide Civil Engineering Design Services
and Project Management Services for State Street from 16th Street to Foothill Boulevard -
Extend and Construct (5) Lanes of Roadway (1.5 miles) to Connect State Street to Rancho
Avenue (SS04-09), a copy of which is attached as Exhibit A and incorporated herein by
reference as fully as though set forth at length.
SECTION 2. This Agreement shall not take effect until the Agreement is fully signed
and executed by the parties, and no party shall be obligated hereunder until the time of such full
execution. No oral contracts, amendments, modifications or waivers are intended or authorized
and shall not be implied from any act or course of conduct of any party.
SECTION 3. This resolution is rescinded if the parties to the Agreement fail to
execute it within sixty (60) days of the passage of the resolution.

THIS AGREEMENT is made and entered into this cRls,- day of ~"''I
2008 ("Effective Date"), by and between the CITY OF SAN BERNARDINO, a charter
city ("City"), and LAN ENGINEERING CORPORATION ("Consultant").

A. WHEREAS, City proposes to retain Consultant to provide civil engineering design
services and project management services, through Caltrans and the Federal process
for the extension of State Street from 16th Street to Foothill Boulevard - extend and
construct (4) lanes of roadway (1.5 Miles) to connect State Street to Rancho Avenue
(CIP Project No. SS04-09), hereinafter referred to as "Project"; and
B. WHEREAS, the work proposed includes, but is not limited to, preparation of an
alignment study, preliminary engineering, right-of-way documentation, and final
engineering and construction documents, including Plans, Specifications & Estimate
(PS&E); and
C. WHEREAS, Consultant represents that it has that degree of specialized expertise
contemplated within California Government Code, Section 37103, and holds all
necessary licenses to practice and perform the services herein contemplated; and
D. WHEREAS, City and Consultant desire to contract for specific services in connection
with the Project described below ("Project") and desire to set forth their rights, duties
and liabilities in connection with the services to be performed; and
E. WHEREAS, no official or employee of City has a financial interest, within the
provisions of California Government Code, Sections 1090-1092, in the subject matter
of this Agreement.
NOW, THEREFORE, for and in consideration of the mutual covenants and
conditions contained herein, the parties hereby agree as follows:
1.0. SERVICES PROVIDED BY CONSULTANT
1.1. ScoDe of Services. Consultant shall provide civil engineering, design
services and project management services for Project, in accordance with the City's
standards and Consultant's proposal dated May 5, 2008, attached hereto and incorporated
herein as Attachment" I ".
1.2. Professional Practices. All professional services to be provided by
Consultant pursuant to this Agreement shall be provided by personnel experienced in
their respective fields and in a manner consistent with the standards of care, diligence and

skill ordinarily exercised by professional consultants in similar fields and circumstances
in accordance with sound professional practices. Consultant also warrants that it is
familiar with all laws that may affect its performance of this Agreement and shall advise
City of any changes in any laws that may affect Consultant's performance of this
Agreement.
1.3. Warranty. Consultant warrants that it shall perform the services required
by this Agreement in compliance with all applicable Federal and California employment
laws including, but not limited to, those laws related to minimum hours and wages;
occupational health and safety; fair employment and employment practices; workers'
compensation insurance and safety in employment; and all other Federal, State and local
laws and ordinances applicable to the services required under this Agreement.
Consultant shall indemnify and hold harmless City from and against all claims, demands,
payments, suits, actions, proceedings, and judgments of every nature and description
including attorneys' fees and costs, presented, brought, or recovered against City for, or
; on account of any liability under any of the above-mentioned laws, which may be
incurred by reason of Consultant's performance under this Agreement.
1.4. Non-discrimination. In performing this Agreement, Consultant shall not
engage in, nor permit its agents to engage in, discrimination in employment of persons
because of their race, religion, color, national origin, ancestry, age, physical handicap,
medical condition, marital status, sexual gender or sexual orientation, or any other
category protected by law, except as permitted pursuant to Section 12940 of the
Government Code. Violation of this provision may result in the imposition of penalties
referred to in Labor Code, Section 1735.
1.5 Non-Exclusive Agreement. Consultant acknowledges that City may enter
into agreements with other consultants for services similar to the services that are subject
to this Agreement or may have its own employees perform services similar to those
services contemplated by this Agreement.
1.6. Delegation and Assignment. This is a personal service contract, and the
duties set forth herein shall not be delegated or assigned to any person or entity without
the prior written consent of City.
1.7. Business License: The Consultant shall obtain and maintain a valid City
Business Registration Certificate during the term of this Agreement.
1.8. Dutv of Loyalty/Conflict of Interest: The Consultant understands and
agrees that as the City's consultant, Consultant shall maintain a fiduciary duty and a duty
of loyalty to the City in performing Consultant's obligations under this Agreement.
Consultant, in performing its obligations under this Agreement, is governed by
California's conflict of interest laws, Government Code Section 87100 et seq., and Title
2, California Code of Regulations Section 18700 et seq.

2.0. COMPENSATION AND BILLING
2.1. Compensation. Over the term of this Agreement, Consultant shall be
compensated for such services for an amount not to exceed $827,385.00 as indicated in
Attachment "2" attached and made a part hereof.
2.2. Additional Services. Consultant shall not receive compensation for any
services provided outside the scope of services specified in this Agreement unless the
City, prior to Consultant performing the additional services, approves such additional
services in writing. It is specifically understood that oral requests and/or approvals of
such additional services or additional compensation shall be barred and are
unenforceable.
2.3. Method of Billing. Consultant may submit invoices to the City Engineer
, for approval on a progress basis, but no more often than monthly. Said invoice shall be
based on the total of all of Consultant's services, which have been completed to City's
sole satisfaction. City shall pay Consultant's invoice within forty-five (45) days from the
date City receives said invoice. Each invoice shall describe in detail, the services
performed and the associated time for completion. Any additional services approved and
performed pursuant to this Agreement shall be designated as "Additional Services" and
shall identify the number of the authorized change order, where applicable, on all
invoices.
2.4. Records and Audits. Records of Consultant's services relating to this
Agreement shall be maintained in accordance with generally recognized accounting
principles and shall be made available to City or its City Engineer for inspection and/or
audit at mutually convenient times for a period of three (3) years from the Effective Date.
3.0. TIME OF PERFORMANCE
3.1. Commencement and Completion of Work. The professional services to be
performed pursuant to this Agreement shall commence within five (5) days from the
Effective Date of this Agreement. Said services shall be substantially completed within
six (6) months unless otherwise approved by the City Engineer. Failure to commence
work in a timely manner and/or diligently pursue work to completion may be grounds for
termination of this Agreement. It is recognized that some services, such as right-of-way
acquisition and decertification of existing operating State R/W, may take longer. Such
services shall be pursued to completion.
3.2. Excusable Delavs. Neither party shall be responsible for delays or lack of
performance resulting from acts beyond the reasonable control of the party or parties.
Such acts shall include, but not be limited to, acts of God, fire, strikes, material shortages,
compliance with laws or regulations, riots, acts of war, or any other conditions beyond
the reasonable control of a party.

4.0. TERM AND TERMINATION
4.1. Term. This Agreement shall commence on the Effective Date and
continue until satisfactory completion of all work contemplated herein. All work shall be
completed within the time frame and in accordance with the schedule as provided by the
City.
4.2. Notice of Termination. The City reserves and has the right and privilege
of canceling, suspending or abandoning the execution of all or any part of the work
contemplated by this Agreement, with or without cause, at any time, by providing written
notice to Consultant. The termination of this Agreement shall be deemed effective upon
receipt of the notice of termination. In the event of such termination, Consultant shall
immediately stop rendering services under this Agreement unless directed otherwise by
the City.

4.3. Compensation. In the event of termination, City shall pay Consultant for
reasonable costs incurred and professional services satisfactorily performed up to and
including the date of City's written notice of termination. Compensation for work in
progress shall be prorated as to the percentage of work completed as of the effective date
of termination in accordance with the fees set forth herein. In ascertaining the
professional services actually rendered hereunder up to the effective date of termination
of this Agreement, consideration shall be given to both completed work and work in
progress, to complete and incomplete drawings, and to other documents pertaining to the
services contemplated herein whether delivered to the City or in the possession of the
Consultant.
4.4 Documents. In the event of termination of this Agreement, all documents
prepared by Consultant in its performance of this Agreement including, but not limited
to, finished or unfinished design, development and construction documents, data studies,
drawings, maps and reports, shall be delivered to the City within ten (10) days of delivery
of termination notice to Consultant, at no cost to City. Any use of uncompleted
documents without specific written authorization from Consultant shall be at City's sole
risk and without liability or legal expense to Consultant.
5.0. INSURANCE
5.1. Minimum Scope and Limits of Insurance. Consultant shall obtain and
maintain during the life of this Agreement all of the following insurance coverages:
(a) Comprehensive general liability, including premises-operations,
products/completed operations, broad form property damage,
blanket contractual liability, independent contractors, personal
injury with a policy limit of not less than One Million Dollars
($1,000,000.00), combined single limits, per occurrence and
aggregate.

(b) Automobile liability for owned vehicles, hired, and non-owned
vehicles, with a policy limit of not less than One Million Dollars
($1,000,000.00), combined single limits, per occurrence and
aggregate.
(c) Workers' compensation insurance as required by the State of
California.
(d) Professional errors and omissions ("E&O") liability insurance with
policy limits of not less than One Million Dollars ($1,000,000.00),
combined single limits, per occurrence and aggregate. Consultant
shall obtain and maintain, said E&O liability insurance during the
life of this Agreement and for three years after completion of the
work hereunder.

5.2. Endorsements. The comprehensive general liability insurance policy shall
contain or be endorsed to contain the following provisions:
(a) Additional insureds: "The City of San Bernardino and its elected
and appointed boards, officers, agents, and employees are addition-
al insureds with respect to this subject project and contract with
City."
(b) Notice: "Said policy shall not terminate, nor shall it be cancelled,
nor the coverage reduced, until thirty (30) days after written notice
is given to City."
(c) Other insurance: "Any other insurance maintained by the City of
San Bernardino shall be excess and not contributing with the
insurance provided by this policy."
5.3. Certificates of Insurance. Consultant shall provide to City certificates of
insurance showing the insurance coverages and required endorsements described above,
in a form and content approved by City, prior to performing any services under this
Agreement.
5.4. Non-limiting. Nothing in this Section shall be construed as limiting in any
way, the indemnification provision contained in this Agreement, or the extent to which
Consultant may be held responsible for payments of damages to persons or property.
6.0. GENERAL PROVISIONS
6.1. Entire Agreement. This Agreement constitutes the entire Agreement
between the parties with respect to any matter referenced herein and supersedes any and
all other prior writings and oral negotiations. This Agreement may be modified only in
writing, and signed by the parties in interest at the time of such modification. The terms

of this Agreement shall prevail over any inconsistent provision in any other contract
document appurtenant hereto, including exhibits to this Agreement.
6.2. Reoresentatives. The Director of Development Services or her designee
shall be the representative of City for purposes of this Agreement and may issue all
consents, approvals, directives and agreements on behalf of the City, called for by this
Agreement, except as otherwise expressly provided in this Agreement.
Consultant shall designate a representative for purposes of this Agreement
who shall be authorized to issue all consents, approvals, directives and agreements on
behalf of Consultant called for by this Agreement, except as otherwise expressly
provided in this Agreement.
6.3. Proiect Managers. City shall designate a Construction Engineer to work
directly with Consultant in the performance of this Agreement.

, Consultant shall designate a Project Manager who shall represent it and be
its agent in all consultations with City during the term of this Agreement. Consultant or
its Project Manager shall attend and assist in all coordination meetings called by City.
6.4. Notices. Any notices, documents, correspondence or other
communications concerning this Agreement or the work hereunder may be provided by
personal delivery, facsimile or mail and shall be addressed as set forth below. Such
communication shall be deemed served or delivered: a) at the time of delivery if such
communication is sent by personal delivery; b) at the time of transmission if such
communication is sent by facsimile; and c) 48 hours after deposit in the U.S. Mail as
reflected by the official U.S. postmark if such communication is sent through regular
United States mail.

6.5. Attornevs' Fees. In the event that litigation is brought by any party in
connection with this Agreement, the prevailing party shall be entitled to recover from the
opposing party all costs and expenses, including reasonable attorneys' fees, incurred by
the prevailing party in the exercise of any of its rights or remedies hereunder or the
enforcement of any of the terms, conditions, or provisions hereof. The costs, salary and
expenses of the City Attorney and members of his office in enforcing this contract on
behalf of the City shall be considered as "attorneys' fees" for the purposes of this
paragraph.

6.6. Governing Law. This Agreement shall be governed by and construed
under the laws of the State of California without giving effect to that body of laws
pertaining to conflict of laws. In the event of any legal action to enforce or interpret this
Agreement, the parties hereto agree that the sole and exclusive venue shall be a court of
competent jurisdiction located in San Bernardino County, California.
6.7. Assignment. Consultant shall not voluntarily or by operation of law
assign, transfer, sublet or encumber all or any part of Consultant's interest in this
Agreement without City's prior written consent. Any attempted assignment, transfer,
subletting or encumbrance shall be void and shall constitute a breach of this Agreement
and cause for tennination of this Agreement. Regardless of City's consent, no subletting
or assignment shall release Consultant of Consultant's obligation to perfonn all other
obligations to be perfonned by Consultant hereunder for the term of this Agreement.

6.8 Indemnification and Hold Hannless. Consultant shall protect, defend,
indemnify and hold hannless City and its elected and appointed officials, officers, and
employees from any and all claims, liabilities, expenses, including attorney fees, damage
to property or injuries to or death of any person or persons or damages of any nature
including, but not by way oflimitation, all civil claims or workers' compensation claims,
arising out of or in any way connected with the intentional or negligent acts, errors or
omissions of Consultant, its employees, agents or subcontractors in the performance of
this Agreement.
6.9. Independent Contractor. Consultant is and shall be acting at all times as an
independent contractor and not as an employee of City. Consultant shall secure, at his
expense, and be responsible for any and all payment of Income Tax, Social Security,
State Disability Insurance Compensation, Unemployment Compensation, and other
payroll deductions for Consultant and its officers, agents, and employees, and all business
licenses, if any are required, in connection with the services to be perfonned hereunder.
6.10 Ownership of Documents. All findings, reports, documents, infonnation
and data including, but not limited to, computer tapes or discs, files and tapes furnished
or prepared by Consultant or any of its subcontractors in the course of perfonnance of
this Agreement, shall be and remain the sole property of City. Consultant agrees that any
such documents or infonnation shall not be made available to any individual or
organization without the prior consent of City. Any use of such documents for other
projects not contemplated by this Agreement, and any use of incomplete documents, shall
be at the sole risk of City and without liability or legal exposure to Consultant. City shall
indemnify and hold hannless Consultant from all claims, damages, losses, and expenses,
including attorneys' fees, arising out of or resulting from City's use of such documents
for other projects not contemplated by this Agreement or use of incomplete documents
furnished by Consultant. Consultant shall deliver to City any findings, reports,
documents, infonnation, data, in any fonn, including but not limited to, computer tapes,
discs, files audio tapes or any other Project related items as requested by City or its
authorized representative, at no additional cost to the City.

6.11 Public Records Act Disclosure. Consultant has been advised and is aware
that all reports, documents, information and data including, but not limited to, computer
tapes, discs or files furnished or prepared by Consultant, or any of its subcontractors, and
provided to City may be subject to public disclosure as required by the California Public
Records Act (California Government Code Section 6250 et. seq.). Exceptions to public
disclosure may be those documents or information that qualify as trade secrets, as that
term is defined in the California Government Code Section 6254.7, and of which
Consultant informs City of such trade secret. The City will endeavor to maintain as
confidential all information obtained by it that is designated as a trade secret. The City
shall not, in any way, be liable or responsible for the disclosure of any trade secret
including, without limitation, those records so marked if disclosure is deemed to be
required by law or by order of the Court.
6.12. Responsibilitv for Errors. Consultant shall be responsible for its work and
, results under this Agreement. Consultant, when requested, shall furnish clarification
. and/or explanation as may be required by the City's representative, regarding any
services rendered under this Agreement at no additional cost to City. In the event that an
error or omission attributable to Consultant occurs, then Consultant shall, at no cost to
City, provide all necessary design drawings, estimates and other Consultant professional
services necessary to rectify and correct the matter to the sole satisfaction of City and to
participate in any meeting required with regard to the correction.
6.13. Prohibited Emplovment. Consultant will not employ any regular
employee of City while this Agreement is in effect.
6.14. Order of Precedence. In the event of an inconsistency or conflict in this
Agreement and any of the attached Exhibits or Attachments, the terms set forth in this
Agreement shall prevail.
6.15. Costs. Each party shall bear its own costs and fees incurred in the
preparation and negotiation of this Agreement and in the performance of its obligations
hereunder except as expressly provided herein.
6.16. No Third Partv Beneficiarv Rights. This Agreement is entered into for the
sole benefit of City and Consultant and no other parties are intended to be direct or
incidental beneficiaries of this Agreement and no third party shall have any right in,
under or to this Agreement.
6.17. Headings. Paragraphs and subparagraph headings contained in this
Agreement are included solely for convenience and are not intended to modify, explain or
to be a full or accurate description of the content thereof and shall not in any way affect
the meaning or interpretation of this Agreement.
6.18. Construction. The parties have participated jointly in the negotiation and
drafting of this Agreement. In the event an ambiguity or question of intent or
interpretation arises with respect to this Agreement, this Agreement shall be construed as

if drafted jointly by the parties and in accordance with its fair meaning. There shall be no
presumption or burden of proof favoring or disfavoring any party by virtue of the
authorship of any of the provisions of this Agreement.
6.19 Amendments. Only a writing executed by the parties hereto or their
respective successors and assigns may amend this Agreement.
6.20. Waiver. The delay or failure of either party at any time to require
performance or compliance by the other of any of its obligations or agreements shall in
no way be deemed a waiver of those rights to require such performance or compliance.
No waiver of any provision of this Agreement shall be effective unless in writing and
signed by a duly authorized representative of the party against whom enforcement of a
waiver is sought. The waiver of any right or remedy with respect to any occurrence or
event shall not be deemed a waiver of any right or remedy with respect to any other
occurrence or event, nor shall any waiver constitute a continuing waiver.

6.21. ,Severability. If any provision of this Agreement is determined by a court
of competent jurisdiction to be unenforceable in any circumstance, such determination
shall not affect the validity or enforceability of the remaining terms and provisions hereof
or of the offending provision in any other circumstance.
6.22. Counterparts. This Agreement may be executed in one or more
counterparts, each of which shall be deemed an original. All counterparts shall be
construed together and shall constitute one agreement.
6.23. Corporate Authority. The persons executing this Agreement on behalf of
the parties hereto warrant that they are duly authorized to execute this Agreement on
behalf of said parties and that by doing so, the parties hereto are formally bound to the
provisions of this Agreement.

Dear Mr. Grubbs:
6nce again, the ever progressive minded City of San Bernardino (hereinafter City) is embarking on another
transportation mobility enhancement within the City Limits. The State Street Project presents a significant
alignment challenge; moreso, one might rephrase it as the "missing link" that needs to be constructed. As an
entity dedicated to the enhancement of transportation mobility in Southern California, LAN Engineering
(LAN) is delighted to offer its assistance to the City for this undertaking with its home team of firms and the
RIGHT STAFF to "help make It happen".
As you know, LAN has had a significant local presence in the City for many years. We are the largest
transportation design entity within the City and certainly one of the largest in the Inland Empire. Our San
Bernardino operation is our largest presence outside our Lake Forest Headquarters; fully staffed with
engineers, technicians and CM personnel. Our local office serves our clients/projects in both Counties of San
Bernardino and Riverside. We have also recently opened a significant operation in Diamond Bar, from where
staff augmentation is readily available if needed. The City's project will be managed/perfonned from the San
Bernardino office.
We are a well known entity locally; in fact we see ourselves as a part of the community and not just a ftnn in
town for a fee. One of our Principals based in the local office serves as a Board Member with the Chamber of
Commerce. On the projects end, we have served the City, the County, SAN BAG and Caltrans District 8 as
well as neighboring Cities/Agencies in the Inland Empire and Desert Communities. Section 3 of our submittal
expands on this experience. As the City knows, roadways/highwayslbridges and their related infrastructure is
the sole specialty of LAN - THAT IS ALL WE DO AND DO VERY WELL. Our projects are full spectrum across
the board in type, magnitude and complexity. We do these projects in the differing roles of planning, project
development, design and construction management.
Our subconsultants for this project are David Evans (surveys & ROW), Diaz Yourman (Gcotechnical),
Douglas Engineering (Utilities and BNSF Coordination - only if needed) and Herman Weissker (potholing).
All have worked with us before, so we bring to the City a team that "knows each other". All have also done
projects for the City and in its immediate environs,
However, at the end of the day, it is the staff and especially the leadership committed that make the project a
success. For this project we are committing a 30 plus years veteran in Ed Ng to "lead the charge". He will
be supported by a senior experienced LAN staff; all project managers in their own right. We want this project
and consequently have no hesitation committing the staff you will see in our submittal.

Introduction
As a long standing member of the local San Bernardino Community, and unquestionably the largest transportation design
entity within the City of San Bernardino and very likely one of the largest in the Inland Empire, as well as one dedicated
to the advancement of transportation mobility in the region, we are delighted to respond to the City's RFP for the State
Street Project
In this section of our submittal, we are providing the City our proposed team of firms for the project and the background
of the team members. We want to conclude this paragraph by stating that both LAN Engineering and our proposed Project
Manager, Ed Ng, are committed to do "whatever it takes" for the successful completion of this project
The Project Team
The p,roject Team is illustrated in Figure I-I. We stress the tenn "Project Team" since the success of the project will
depend on all entities identified working together in hannony. The LAN team is a component of the project team with
LAN in the role of Prime Consultant and the singular entity responsible to the City for all contractual, managerial and
technical matters. We have called on four specialty subconsultants to support our work with their speeialties. The
respective responsibilities of the LAN team members are illustrated in Figure 1-2. We espeeially note that we have
worked with these subconsultants time and time again. Consequently ours is a team that .know each other"; and can .hlt
the ground running on day one..

Background of LAN Engineering
LAN Engineering Corporation is a California Engineering Firm with its professional practice exclusively in the planning,
design, and construction management of transportation infrastructure, namely roadways, highways, freeways, highway
bridges, railroad bridges, grade separations, a wide variety of water crossings, and, at times, one-of-a-kind transportation
facilities. The firm was founded in 1994 by principals with over 40 years of combined experience. LAN has built a
reputation for outstanding design, technological innovation, strong project management, strict cost and schedule control.
Today the firm is at the pinnacle of transportation design and construction with regional transportation authorities and
local agencies in the state of California, and provides services to a wide range of such clientele with a staff of over 160
professionals, The LAN staff is comprised of civil I structural engineers and construction management I inspection
personnel. The firm is headquartered in Lake Forest, but also has offices in Diamond Bar, Sacramento, Santa Clara, San
Diego, and a very significant presence in San Bernardino.
In the years since its inception, LAN has consistently devised efficient and cost-conscious solutions to complex grade
separation, bridge and highway problems, The firm prides itself on providing a quality product, and implementing a
stringent QNQC program. The importance of quality to the firm is reflected by extensive repeat business, with the virtue
of client satisfaction as the preeminent priority. More details of the tirm, in general, are capsulated in Figure 1-.1. In our 14
years of existence we have constantly grown in staff size and have remained strong. The testament to the success story of

The Presence of LAN In San Bernardino
The finn's largest presence, outside of its Lake Forest headquarters, is right here in San Bernardino at 1887 Business
Center Drive. This office has one of the largest full-time staffs in the Inland Empire committed to transportation
infrastructure projects; and THE largest such staff within the City of San Bernardino. Our local office is eonveniently and
proximately located less than 10 minutes away from the City offices, the County offices, Caltrans District 8, SANBAG,
and the BNSF Regional HQ. Operating from this location is a collective staff of 20 engineers (all levels), technicians, and
additional numerous Construction Management personnel in proximate field offices. The staff size is more than adequate
enough to serve the needs of the City's project. We consider ourselves, not only as a firm in town doing business, but also
as part of the community. We are a member of the San Bernardino Area Chamber of Commerce, and, in fact, one of the
principals of the finn, based in the local office, serves as a member of the Chamber's Board of Directors. Over the years,
by virtue of many projects in the City and County, we have been an integral part of improving and beautifying the area,
and of the enhancement of its transportation mobility.

Background of Subconsultants
David Evans and Associates
Since 1976, David Evans and Associates, Inc. (DEA) has provided multi-disciplinary professional consulting services to
clients in the public and private sectors. These services include land surveying, civil engineering, landscape architecture,
and planning. The firm has an office in Ontario with over 80 professional and technical staff members as well as an
office in Riverside with over 3 staff members.
DEA's key staff has extensive backgrounds in all aspects and varieties of land surveying. Their key personnel have
experience working for Metropolitan Water District, Caltrans, SANBAG, OCT A, RCTC, San Bernardino County Survey
Department, the Transportation Corridor Ageneies of Orange County, Riverside County Road Department, Los Angeles
County, and a variety of cities and municipalities.
Diu. Younnan &I Associates
Diaz.Yourman & Associates (DY A) is a privately held geotechnical 'consulting services corporation founded in
December 1992. They are a small, minority-owned and disadvantaged business enterprise (SBE/MBE/DBE). DY A has
17 employees, including II engineers with graduate-level degrees in geotechnical engineering who are supported by a
staff of technicians, word processors, and drafters. Their engineers have extensive geotechnical design and construction
experience for a wide array of project types, including transportation, ports and harbors, infrastructure, industrial,
commercial, institutional, and environmental. DY A's innovation in applying existing technology into new applications
has resulted in clients saving millions of dollars and months off construction schedules compared to conventional, existing
methods. The corporate office is located in Santa Ana. The firm maintains a local branch office at 475-A South
Arrowhead Avenue, San Bernardino, CA 92408; telephone 909-266-1398; fax 909-522-4376. This office is currently
primarily used as a satellite office for projects throughout Riverside and San Bernardino Counties.
Douglas Engineering
Douglas Engineering was established January 200t The office is located in the City of Redlands. The company provides
civil engineering, construction administration and inspection, programlprojeet management, planning and surveying
services to both public agencies and private land development interests. The owner Douglas H. Mays, P.E, has extensive
expertise in railroad grade separation projects: railroad coordination and negotiations of Construction and Maintenance
Agreements, c.P.U.C. Order Authorizing Construction of a Grade Separation, nomination of projects to the c.P.U.C.

Herman Weissker, Inc. was founded in 1959 providing underground utility services. Herman Weissker, Inc. is
headquarterted in Bloomington, CA with a staff of over 350 field workers and more than 65 crews. For this project,
Herman Weissker, Inc. will provide potholing services to ascertain precise locations and elevations of underground
utilities ihat may be subject to conflicts with the proposed improvements of the project.

Introduction
In this section of the proposal we will present the relevant experience of LA!" and our subconsultants. Our
subconsultants' experience will be summarized in two groupings - namely their project experience with LAN followed by
their project experience in San Bernardino and its environs.
LAN Engineering
As was stated earlier, Roadways, Highways and Bridges projects constitute the core competence of LAN. Essentially, for
all practical purposes, THAT IS AU WE DO AND WE DO IT VERY WELL We do it in the roles/phases of either project
development, design, program/project management, or construction management/inspection-and in some instances more
than one role on a given project. Over the years we have significantly benefited from the fact that the know-how and
perfonnance of one phase/function enhances the know-how and perfonnance of the other phase/funetion and the ultimate
benefieiary is our client and his/her project.

Our experience is extensive, and we have experienced the full spectrum of project types, magnitudes and complexities-
from the simple to the multifaceted to the mega to the landmark/one of a kind. A significant section of our
clientele/projects are in the two Counties of San Bernardino and Riverside. Figure 2-1 and Figure 2-2 respectively in
tabular summary fonn list our clients and their projects in those two Counties. Figure 2-3 similarly lists project/program
management assignments. Last, Figure 2-4 summarily illustrates projects perfonned for SANBAG. Following Figure 2-
-l, we are providing ten relevant roadway projects with some level of detail and references.

Th~ Limonite Avenue HES Project involved widening, realignment, pavement reconstruction and resurfacing
approximately 5,000 feet of roadway. The existing roadway is a two-lane highway with paved shoulders. The project
added a continuous left turn lane to the roadway to reduce rear-end and side impact accidents and facilitate turning
movements. The roadway was widened and transitioned to meet the existing roadway to accommodate the additional
lane. The shoulders were widened and brought up to current highway standards where right-of-way was available. An
existing structural plate triple culvert used for horse crossing to the Santa Ana Wildlife Area was extended to
accommodate the road widening, Pavement markings were placed to identify at-grade horse crossings along the project.
A bus stop was relocated and a bus pullout added to enhance bus rider safety and improve through traffic flow.
Environmental issues were identified and reviewed to provide the necessary environmental clearances. Construction and
noise limits were included in the construction documents to mitigate environmental impacts. The project is funded by
State HES funds.

LAN was responsible for providing engineering design and construction services for
various projects throughout the City. The projects have included the preparation of
construction documents for the widening of a four-mile segment of Avenue P, the
preliminary and final design of the Avenue R/5th Street East intersection improvement
project, and design and construction services for the Avenue S Interchange Project. The various projects have included
pavement evaluation, tral1ic engineering services, roadway widening, and roadway reconstruction. All of the projects

LAN is responsible for the civil engineering design and preparation of Plans, Specifications and Estimates (PS&E) for
Phase III "0" Street Improvement Project. Phase III of"D" Street covers approximately 340 lineal feet between 3'" Street
and 4" Street (SR 74). This project is a streetscape beautification project that focuses on a pedestrian corridor in the
downtown area. The "0" Street corridor is planned to reflect an image that is reminiscent of the old Santa Fe Railroad
depot. It emphasizes a pedestrian friendly - park like setting with a commercial district and ample street parking. The
Project eonsists of demolishing the existing curb, gutter, sidewalk, roadway paving, and street lighting protecting in place

LAN was contracted to provide environment documents, a Project Report and final
PS&E for the Oilman Springs Road Reconstruction Project. The Oilman Springs Road
Reconstruction Project is located north of the junction with SR-79 between Beaumont
and San Jacinto. The design of the Oilman Springs Road Reconstruction Project
involved coordination with the design of the Phase I Oilman Springs Road Project to the
north. In addition to coordination of the improvements, the road closures, detours and phasing were coordinated between
the two projects to minimize traffic disruptions during construction.
The Oilman Springs Road Reconstruction Project involved the realignment, reconstruction and widening of 7,500 linear-
feet of roadway to eliminate sight distance deficiencies at high-accident locations, optimize the vertical alignment, and
raise the design speed to current 55 mph standards. Improvements were needed to better handle the growing commuter
traffic volumes between the San Jacinto/Hemet and Moreno Valley areas and to rehabilitate the road surface. The
improvements included regrading the vertical alignment, reconstruction of the roadbed, widening and paving the
shoulders, adding left turn pockets at key driveway locations and widening for school bus pullouts.
Drainage improvements included four major culvert crossings including two reinforced concrete box culverts (a triple lO-
ft x lO-ft and a double 10-ft x 9-ft) handling flows up to 3,300 cubic feet per second. Other culverts included multiple
corrugated metal pipe crossings. Utilities relocations included an 8-inch high pressure gas line and several SCE power
poles.

of-way. The roadway profile was controlled by the existing pavement elevations and the front yards of the abutting

maximum cross-slopes for wheelchair use. LAN worked with County to develop special driveway details to confonn to

Introduction
It goes without saying that the heart of the ability of a consultant to provide successful professional engineering services is
only as good as how it is organized to manage and perfonn the project and more so as to the quality of the core leadership
and key staff it is willing to assign. Said somewhat differently, no firm is any better than the staff it is willing to commit
to perform that particular assignment.
I. We (LAN) are proposing as the prime consultant so that there will be quick and effective responsiveness from a
single responsible leadership. We have committed a very senior project manager who will have authority to
render decisions on behalf of the entire team.
2. We are committing a project manager who will enforce how LAN Engineering typically manages and controls
projects. In this regard, attention is invited to Figure 3-5.
3. Our clients always have the desire to have a consultant who has a good track record in communication,
;- responsiveness, and timely delivery with public agencies. We have such an excellent track record, evidenced by
the number of repeat clients we have (either on-call or design assignments), which include Caltrans Districts,
Counties, and a whole host of Cities. When they say .jump. we only know how to say .how high'.
4. Our track record of adhering to budget and schedules (unless beyond our control) is also impressive. Again, this
is evidenced by a large number of repeat clients. It is also a result of the committed staff staying through the
project. Please refer to our organization chart. .What you see Is what you get..
Organization and Staffing
Our proposed project organization is illustrated in Figure 3-1. It is a "keep it simple" organization with clear lines of
relationship and communication. Full resumes of the key staff can be found in the appendix. An illustrative summary
resume of our project manager is presented in Figllre 3.2. Summary credentials of key staff are presented in Figure 3-3.

Effective and continuous external coordination with stakeholders or other affected parties is likewise both a critical and
essential component of our management plan, if the project is to come to successful fruition. On this project, the City

Project Understanding
The construction of State Street will improve circulation for the
nearby residential neighborhoods, improve emergency service
response, and potentially relieve congestion from Arroyo Valley High
Schobl. The completion of State St. will improve access to the 1-210
freeway and improve, safety by reducing thru traffic from nearby
residential streets. Underutilized and landlocked properties will have
street access and enhance the neighborhood.
The City of San Bernardino proposes to extend and construct
approximately 1.5 miles of roadway to connect State Street near
Hanford Street to Rancho A venue south of Foothill Blvd. This will
implement a part of the City's General Plan Circulation Element to
complete the linkage of State Street at the north and Rancho A venue
at the south to provide a continuous roadway between the 1-10
Freeway and the 1-215 Freeway to serve the western limits of the City
and the surrounding region.

This project will provide engineering design and planning for an
ultimate roadway that will enhance the area with an arterial roadway
with a landscaped median. The project scope will provide for a
phased improvement project that will meet the immediate traffic circulation needs, establish
requirements, and implement the foundation improvements consistent with the ultimate project.

Key Issues
The project route is currently relatively undeveloped, but nevertheless, has many challenges. The project site is generally
located east of Lytle Creek and west of several neighborhoods of residential developed properties. This area is protected
by a levee along the east side of Lytle Creek. This long relatively undeveloped strip ofland contains a number of utilities
including several high voltage power transmission lines. a branch of the California Aqueduct, underground utilities, and
stonn drainage lines. Within the limits of the project area, there is also a concrete plant operated by Robertson's Ready
Mix. The project crosses two main street arterials - Baseline Street and Foothill Blvd. (Historic Route 66). There are a
number of significant issues involved in the project including:

Existing Conditions
The project begins at the south end along the north-south alignment of Rancho
Blvd. south of Foothill Blvd. In the vicinity of the road connection, there is a
signalized at-grade railroad crossing. The street immediately south of the
railroad crossing is fully improved with curb and gutter, sidewalk, and asphalt
paving. North of the road crossing, the road is a two lane asphalt paved road
with gravel shoulders. Rancho A venue then makes a couple of reversing
curves and intersects Foothill Blvd. approximately 400 feet west of the Lytle
Creek Channel crossing.
The proposed project alignment would bypass the double reversing curves and
run in a more north-south alignment to connect to Foothill Boulevard just east
of the Lytle Creek Channel crossing. The alignment will require a new bridge "
crossing across Lytle Creek just south of Foothill Blvd. Lytle Creek at this
location is a 40'x23' rectangular concrete lined channel. The City currently
has bridge plans for this crossing.

Foothill Blvd. in the vicinity of the new intersection crossing is improved with curb and gutter and asphalt pavement
This new intersection is located where 5" Street and 4" Street converge and join to Foothill Blvd. The 5" Street/4'h Street
intersection is a trumpet configuration with the EB Foothill to EB 41h Street lane falling within the limits of the new
intersection. The WB 41h Street/5'h Street intersection is signalized and is located about 250 feet east of the proposed
intersection. Fifth Street approaches the new intersection in a curve. The roadway and intersection geometries will need
to be evaluated and possibly reconfigured to assure safe and efficient movements.
North of Foothill Blvd., there is a vacant parcel which is partially paved with asphalt
concrete. The asphalt concrete covers the southerly path of the site and shows large block
cracks. The site was previously improved with several building structures as evidenced by
several concrete slabs and foundations visible from the aerial map.
Approximately 700 feet north of Foothill Blvd., the alignment crosses the upper end of
the East Branch of Lytle Creek. The crossing is located just downstream of the concrete
/
spillway into three concrete-lined transition channels upstream of Foothill Blvd. The
width of the concrete channel at the alignment crossing is approximately 350 feet wide.
Up to this point, the proposed alignment generally follows the alignment of the Santa
Ana Valley Pipeline, which is a 9 foot diameter high-pressure water line that is part of the
State of California Department of Water Resources State Water Project The line delivers
water from Silverwood Lake to Lake Perris.
North of the concrete channel, the alignment runs through approximately 1700 feet of
undeveloped and vacant land. The right-of-way for 7th St extends into these parcels;
however, there is no improved street in this part of the right-of-way.
From approximately 650 feet north of 7th Street to the south end of the improved portion
of State Street south of Baseline Street, the alignment runs through about 2000 feet of
relatively undeveloped land. Much of the area appears to be part of the Robertson's
Ready Mix concrete plant operations. The area is used for aggregate processing and for
an access road.
In this area, there are also a number of high voltage power
:-ii, lines, There appears to be three different sets of power
,~;-' lines in the area. There are two sets of high-voltage lines _
one set supported by "H" type double wooden poles and
one set supported by steel towers. The third set of wires is
supported by single wood poles.
From Baseline Street to 850 feet south, State Street is improved with curb and gutter and
asphalt paving. The curb to curb width is 64 feet The street is striped for one lane in
each direction with a painted median and the shoulders striped out The street currently
tenninates at the south end at the entrance to the Arroyo Valley High School parking lot
and the north entrance to Robertson's Ready Mix. The street currently has no street
lights along the street

State Street intersects Baseline Street at a skew of about 60 degrees, The intersection is
elevated above the natural terrain and is integral with the east levee of Lytle Creek. The
intersection is approximately 12 to 14 feet above the natural terrain, which is particularly
evident north of Baseline Street where little grading of the ground has taken place.
Baseline Street is asphalt paved, but is not improved with curb and gutter.
The Baseline Street intersection is signalized for the current three legs of the intersection.
Baseline Street is striped for two through lanes in each direction with a WB left turn lane.
The intersection is heavily travelled during the beginning and the end of each school day.
The intersection is located about 325 feet west of the California Street intersection.
Currently, traffic desiring to reach the 1-2iO/State Street freeway interchange must do so
by travelling up California Street. California Street is fronted by Anne Shirrells Park and
a large number of single family homes.

The project alignment north of Baseline Street passes through land that is largely
undeveloped. It is located between the rear lot lines of a neighborhood of single family
homes to the east and the Lytle Creek levee to the west. The triangular shaped area is
about 1,500 long and tenninates at the southerly tip of the improved State Street roadway.
The area is largely encumbered by SBCFCD easements or fee title. There is a large
storm drain pipe that runs along State Street which then drains to a rectangular concrete
channel west of the proposed alignment. There are a series of high voltage overhead
transmission lines that cut across the alignment at the northern end of the vacant parcel.
About 750 feet of State Street immediately south of Hanford Street is improved with curb and gutter and asphalt paving.
The curb to curb width appears to be about 72 feet. The street is closed off at Hanford Street as there is no property
access off of State Street in this area. The paving shows block cracking, but is otherwise in satisfactory condition. The
east side of the street has new paving resulting from the installation of the large stonn drain pipe. Street lighting is
minimal along this part of the street.
State Street from Hanford Street to 16th Street is improved with curb and gutter and asphalt pavement. The curb to curb
width appears to be about 72 feet. There are no sidewalks along the street except at the northern end adjacent to the
newer residential tract at 16'h Street. There are no driveway accesses along this section of street. The street is striped only
for two lanes since State Street terminates at a tee-intersection at Hanford Street which is a narrower local residential
street. Street lighting is provided by street lights mounted on wood power poles. The northern limit of the project is 16th
Street which is a relatively wide street striped for four lanes. The east half of the State Street/16" Street intersection is
fully improved with curb, gutter, sidewalk and asphalt paving that were constructed as part of the residential subdivision
along l6'h Street between State Street and California Street. North of 16th Street, State Street leads to the 1-210/State
Street freeway interchange a little more than one quarter mile to the north.
Project Approach
The proposed project will complete the link between State Street at the north and Rancho A venue at the south to provide a
continuous roadway between the [-10 freeway to the south and the 1-215 freeway to the north, This will implement the
City's General Plan Circulation Element to provide a north-south arterial to serve the western limits of the City.

The project has been in the planning and preliminary engineering stages since the mid-1990's. The roadway connection
has been shown on the City's General Plan Circulation Element as a major arterial. The project is listed on the SCAG
region adopted 2006 RTIP and will include federal funding. Bridge plans for two crossings over Lytle Creek have been
prepared and are anticipated to be incorporated as part of this Project. In addition, a short segment of State Street south of
Baseline Street is already constructed.
The proposed work is to provide engineering services to preliminary engineer a boulevard type street improvement for
about 1.5 miles of roadway from State Street south of Hanford Street to Rancho Avenue south of Foothill Boulevard. The
work will also provide engineering services to prepare PS&E's for construction of an initial phase street project that will
provide one lane of traffic in each direction. The design work will involve attempting to incorporate various segments of
existing improvements and previously prepared bridge plans into the final design alignment. The alignment design will
be developed based on new aerial topographic mapping, locations of existing utility lines and electrical poles, existing site
conditions and constraints and, where possible, consistent with existing road improvements and previously engineered
bridge plans.

The proposed ultimate' improvements are envisioned to provide two lanes in each direction with a raised median. The
typical right-of-way width is envisioned to be 88 feet. The dimensions of the improved roadway cross-section and
median will be developed as part of the design process. Provisions will be made for future landscape improvements in the
median and in the parkway.
The project engineering approach contains several critical phases or elements of work. These are:

Research and Data Collection
Research will be conducted to identify existing conditions, collect existing data, and gather background infonnation.
As-builts of existing facilities and utility maps will be gathered and the data incorporated into the plan background.
As-built infonnation including street improvements, traffic signals, signing and striping, and stonn drainage infonnation
will be reviewed and assessed. Field visits will be conducted to confinn record infonnation and as-built data.
Particular attention will be paid to the previously prepared bridge plans and alignments at the crossings over Lytle Creek
Channel and East Branch Lytle Creek Channel. Previous alignment studies for State Street will be obtained and input into
the base data for evaluation.
Aerial photography mapping and ground surveys will be obtained to show the existing terrain, ground features, and
elevations. Mapping and property survey infonnation will establish existing road alignments, right-of-way lines, parcel
lines and ownerships. Record infonnation will be searched to identify easements and utility prior rights, City standards,
planning documents, and policies will be obtained and reviewed. Prior traffic studies for the project will be reviewed and
evaluated.

Coordination
Many agencies and entities will be impacted or affected by the project. Work on Foothill Blvd. (Historic Route 66) will
require reviews and penn its from Caltrans. Project funding requirements require coordination with Caltrans Local
Projects. San Bernardino County Flood Control District (SBCFCD) will be coordinated with when working near or
across Lytle Creek and the infrastructure drainage lines. US Anny Corps of Engineers (USACE) will be coordinated with
the crossing Lytle Creek. SCE and owners of the electrical transmission facilities will be contacted for any work affecting
their facilities. The Department of State Water Resources will review work crossing the California Aqueduct pipeline.
The school district will be contacted for coordination of design and construction affecting access to the school. Proposed
improvements affecting Robertson's Ready Mix's facilities, access and operations will be coordinated with them.
Coordination and meetings with the above agencies and entities will be conducted either through the City or directly by
the consultant 'after consultation with the City.
Right-of-way and easement requirements will be coordinated with the City's right-of-way agent. Conceptual drawing
graphics will be provided to the City as required for public meetings.
The City has retained Lilburn Corp. as their environmental consultant for preparing the required NEPA documents. LAN
will coordinate with Lilburn Corporation to provide the required information for them to prepare the NEPA document. It
is assumed that the City will oversee the work of the environmental consultant. LAN is uniquely positioned to offer
additional environmental oversight, management and QA/QC services to the City as an optional service, should the City
desire to do so. Our environmental manager, Alicia Colburn, was previously the Environmental Manager for Local
Assistance at Caltrans and could provide a Caltrans level review of the NEP A document prior to submittal to assure that it
is complete, uses the Caltrans fonnat, and that schedules are met. This will ultimately expedite the processing of the
NEPA document. Our environmental manager can also attend meetings with Caltrans Environmental as a part of the
optional additional services.
Identification of Constraints and Objectives
In this task, LAN will critically review and evaluate existing site conditions and constraints that may impact or influence
the development of the proposed alignment. The objective is to avoid unnecessary additional costs, reduce unnecessary
impacts, avoid construction issues, and avoid throwaway costs. LAN will work with the City to identify the key
objectives and goals of the project. LAN will critically review the previously prepared bridge plans to assure that the
proposed improvements are consistent with current standards, meet the project objectives, and can be incorporated into
the proposed alignment. The previous alignment study will be critically reviewed against the new aerial topography,
ground surveys, and utility infonnation to identify opportunities for cost savings, reduction of impacts, and optimization
of design. The existing overhead power transmission line facilities will be identified and precisely located so that an
alignment can be developed to avoid or minimize the need for relocation of such facilities. Underground utilities and
drainage facilities will be clearly delineated and, if necessary, potholed to identify methods and alignments to avoid or
minimize impacts and relocations. Easements will be identified and delineated to prompt early coordination measures
necessary to allow for timely construction of the project.
Preliminary Engineering of Ultimate Plan
The goal of this phase is to establish the required street improvements and project scope to bring the street to meet the full
improvement standards for a four lane arterial road standard that meets the City's transportation and community goals.
Preliminary engineering will include surveying, geotechnical studies, utilities studies, alignment studies, drainage

planning, 35% plans, estimates, and right-of-way requirements. The alignment studies will establish a preferred
alignment that will meet the City's transportation goals, be cost effective, minimize unnecessary impacts, minimize high
cost utility relocations, incorporate the existing bridge plans, and serve the needs of the adjacent community.
The roadway alignment, road cross-section, lane widths, median width, and parkway improvements will be established in
this phase. At intersections, turn lanes and additional road widening will be evaluated and established as required.
Connections to local streets will be established based on community goals and circulation needs. Access points will be
established for local users and property owners as deemed appropriate by the City. The road alignments and profiles will
be used to establish the slope and grading limits to establish the construction footprint and any need for easements.
Drainage studies will be conducted to establish local drainage facilities required. Utility companies/providers will be
notified of the proposed alignments so they may extend utilities facilities as needed. The preferred alignment will
establish the right-of-way and easement requirements for the proposed improvements. Relevant infonnation will be
provided to the City's environmental consultant for preparation of the NEP A document.

Project Design Phase
The goal of this phase is to develop construction documents for the initial phase improvements for State Street from
Rancho A venue south of Foothill Blvd. to State Street at 16th Street. The initial phase improvements will provide for one
lane of traffic in each direction, curb and gutters, sidewalks, street lights, a raised median, and provisions for future
parkway landscaping and irrigation.
Plans will be prepared with plans, profiles, details, and construction notes to allow for construction of the proposed initial
phase improvements. The plans will include street improvement plans, drainage, traffic signals, street lighting, signing
and striping. The exact limits of the initial phase improvements will be detailed on the plans and construction details.
Where appropriate, future phase improvements may be shown in dashed lines, but they will not be detailed out. At
intersections, additional widening may be provided for to accommodate turn lanes. Traffic signals will be designed to
meet the ultimate lane configurations. Bridge plans for the two Lytle Creek crossings will be incorporated into the bid
package. Drainage improvements will be detailed. A Water Quality Management Plan (WQMP) and SWPPP will be
prepared, Utilities will be coordinated for necessary relocations or line extensions. Permits will be applied for and
obtained. Legal descriptions will be prepared for right-of-away acquisitions, An engineer's estimate and bid
specifications will be prepared,
Scope of Services
The Scope of Services will be broken down into two major phases - Preliminary Engineering and Final Engineering and
PS&E's. It is anticipated that the final plans will be completed submitted to the City within 12 months ofNTP.
A. Preliminary Engineering Phase
1. Project Meeting and Schedule - LAN will schedule and conduct the kick-off meeting, the Monthly Project
Development Team Meetings, Progress Meetings, and any other meetings as necessary with involved agencies.
Meeting agendas and minutes will be prepared in the format as specified by the City and distributed to attendees
and personnel involved with the project within five (5) working days after the meeting. LAN will submit
drawings, reports and documents with check prints and related checked reports. LAN will provide cost estimates
at each necessary step of the reviewing process. If necessary, the estimate can be broken down further to mcet
specific needs of phasing, funding, or agency participation. LAN will prepare a project schedule in the format
and with software as specified by the City and update it for the PDT Meetings as required. The schedule will be

tailored as required to highlight specific tasks and coordination with different agencies, in particular for utilities
and storm drain work. Potholes for both utility and stonn drains will be completed prior to the Preliminary
Engineering Phase submittal package to provide precise infonnation for the overall project planning. LAN will
identify all tasks as required by the City and involved agencies.
2. Research Record Information and Utilities - Research will be conducted to identify improvement
requirements. As-built plans and utility maps will be gathered and analyzed to provide accurate project data for
assessment of the scope of work. Utility request notices will be sent to obtain the record drawings from all utility
companies. All facilities will be located and confirmed with field inspections and potholes. Potholes for both
utility and storm drains will be completed prior to the Preliminary Engineering Phase submittal package to
provide precise information for the overall project planning. LAN will identify all utilities that have prior rights.
Utility poles and facilities requiring relocation will be identified so that the permits and clearance applications at
locations of ultimate street widening will occur can be scheduled ahead of time. An accurate utilities base map
will be prepared to clearly identify all potential utilities impacts during the Preliminary Engineering Phase.
3. Boundary Surveys. Cadastral research will be performed within the City and County of San Bernardino and
Caltrans District 8 for existing centerline files and/or available cadastral records in support of the centerline and
right of way of State Street, Foothill Boulevard, 16th Street and other intersecting rights of way within the project
limits.
Record data from maps obtained in our research effort will be used to calculate the existing and proposed
centerline and right of way of State Street and intersecting roadway, drainage and other alignments within the
project limits. Centerline monuments within the project limits will be located and used to calculate the record
lines. The focus of the boundary surveys will be those portions shown on Record of Survey 98-0 I 06.
A survey base map will be prepared at 40-scale and will include said centerlines and right of way as well as
underlying cadastral infonnation, ownership infonnation as recorded with the San Bernardino County assessor's
office. All this data will be incorporated into the survey base map.
4. Topographic Mapping - Horizontal and Vertical control will be established to support the aerial mapping,
boundary surveys and topographic surveys. The survey control will be tied into the North American Datum of
1983 (NAD83) and North American Vertical Datum of 1988 (NA VD88) benchmarks unless otherwise specified
by the client Aerial mapping will be obtained for the subject property to include approximately 100-feet outside
the proposed right of way of the State Street alignment as shown on Record of Survey 98-0 I 06, recorded in Book
112, Pages 47 through 54 Official Records of San Bernardino County. Additional aerial mapping will be
collected at the channel crossings to support the necessary drainage analysis. The aerial mapping and a 3-inch
digital orthophoto will be prepared in confonnance with National Map Accuracy Standards. Horizontal and
Vertical aerial control panels will be set to meet aerial triangulation requirements. The mapping will be prepared
to I" = 40' scale with I-foot contours and will be delivered to meet the City of San Bernardino standards. The
digital orthophoto will be delivered as a geo-referenced TIFF image.
Supplemental topographic surveys will be performed as needed to verify the aerial mapping and to locate existing
features and elevations. The location of utility pot holes will also be surveyed and incorporated into the
topographic data set For the purposes of this proposal, 60 field survey hours are included in this scope of
services.
The supplemental topographic survey data will be incorporated into the survey base map and will depict
centerline, rights of way, surface visible utility locations and pothole locations, and the topographic survey data
and aerial mapping as described above.

5. Bridge Structure RevIew - This project has two structures I) State Street Bridge over Exist Lytle Creek Spillway
2) State Street Box Culvert over Lytle Creek (West Bench). The State Street Bridge is a brand new structure, and
State Street Box Culvert consists of lengthening of existing structure. The PS&E on these two projects are
already complete. We have carefully reviewed GPs for the both structures, and have noted the following. The
City has to make a decision particularly regarding Item b whether to keep existing LFD design criteria and revise
the design per new LRFD criteria.
a) The plans are currently in Metric. Prior to project going to bid, plans have to be converted to English
Units or Dual Units (with Caltrans Concurrence), and Project Standard Special Provisions to be updated
to be consistent with English Units.
b) The structure design was based on Load Factor Design. Effective October 2006, Caltrans has required
that new structures be designed per Load Resistance Factor Design.
c) There are changes to Seismic Design Criteria since the time of original design.
)' LAN will review the PS&E package for compliance with latest applicable and relevant Caltrans Standards. We
will put special emphasis on seismic and hydraulics issues. Based on this thorough review, LAN will develop a
comment matrix with a compilation of all the comments for the designer to review and address them. If deemed
necessary LAN will closely work with the City under a separate contract to take over the project and prepare the
updated PS&E package meeting federal and Caltrans guidelines. A case in point is Mountain View and San
Timoteo Creek Projects for City of Lorna Linda. LAN found significant issues with previously designed bridge
plans, and in close coordination with the City effectively took over the PS&E. These two projects are slated for
construction in the coming months.
6. Geotechnical Investigations - Review project and underground utility plans. Review the geotechnical
infonnation provided for the subject project. Assist in obtaining encroachment pennits from the City, Caltrans,
and SBCFCD. Mark boring locations in the field and contact Underground Service Alert (USA) to check the
proposed boring locations for underground utilities. Drill 10 to 12 borings, each approximately 20 to 30 feet
deep, The actual borings with excavated material and repair pavement in accordance with City Standard Plan
310 with a "tee" cut and paved flush. Perform 24 moisture content/dry density, 8 particle size analysis _ #200
sieve, Atterberg limits, two sets of shear strength, 2 consolidation/collapse potential, 3 compaction, 2 corrosion,
and 2 R-value tests. Provide a report with conclusions and recommendations regarding geologic and seismic
hazards based on published reports, earthwork/grading, settlement, slope stability, lateral earth pressures,
corrosion potential, and asphalt concrete pavement thickness
7. Hydrology and Hydraulic Report - LAN will prepare the preliminary design of the stonn drain systems required
and submit it to the City and SBCFCD for early review as necessary. The street improvements will require the
construction of new inlets to storm drain systems and laterals. Hydrology studies are anticipated to use the
Rational Method analysis per the San Bernardino County Flood Control District standards. After the scope of
stonn drain system improvements are defined, the required encroachment permits or clearances can be applied
for to obtain the necessary clearances for construction. No major storm drain systems are anticipated. Drainage
systems are anticipated to be limited to local drainage system.
8. Traffic Report Review - The City has previously prepared a traffic study for the project. LAN will review the
traffic report and utilize the infonnation provided to layout the intersection geometrics required to handle the
traffic. The data will also be used in the preparation of traffic signal plans.
9. Preliminary Engineering Design Development - LAN will perfonn preliminary engineering design to establish
the required street improvements and project scope to develop the street to full improvement standards for a four

developing a roadway alignment that meets the City's arterial standard, confonns to the geometric design
standards of the City, have an appropriate dcsign speed, incorporates the existing bridge plans, and joins the
various existing segments of State Street/Rancho A venue. The alignment will take into consideration existing
site conditions and constraints including: existing electrical transmission poles and towers, major utility lines,
flood control facilities, levees, slopes, existing site improvements, existing business operations, existing
residential properties, nearby local streets and arterials, existing parcel lines, and existing easements. In addition
to meeting geometric standards, the roadway alignment will be designed to be cost-effective by avoiding high
cost utility relocations or impacts, avoiding throwaway of existing improvements, and avoiding unnecessary and
excess earthwork.. Where multiple constraints exist, alternatives will be developed to determine the most cost-
effective solution including measures such as avoidance of the impact or installation of retaining walls.
LAN will establish the roadway alignment, roadway cross-section, lane widths, medium width and parkway
improvements. Intersections at Foothill Blvd. and Baseline Street will be laid out to meet the requirements
, recommended in the traffic report. Local streets will be reviewed with a City to detennine which, if any, streets
will be extended to intersect with State Street. Intersection lane striping configurations will be established and
primary traffic signal layouts will be established. Traffic signal warrants will be evaluated to determine if
additional signals are required at the high school entrance.
The roadway profile will be developed to match into the existing street improvements at the south project limits,
the bridge profiles, Foothill Blvd., existing State Street south of Baseline Street, and State Street south of Hanford
Street. In the currently undeveloped areas, profile will be designed appropriate with the general terrain, while
taking into consideration access needs to adjacent properties and local streets and consistent with good
engineering design practice.
The preliminary engineering plan will outline the improvement requirements for the ultimate project. The
grading and slope limits will be defined by the roadway geometry and profile. Storm drainage requirements will
be identified, as well as, any required stonn drain easements. Street lighting layouts will be developed. The
right-of-way requirements and easements required will be detennined by the preliminary engineering plan. A
preliminary cost estimate will be developed to establish the construction budget necessary for the ultimate project
and to give guidance as to the extent of the initial phase improvements.
10. Right-of-Way Requirements - Based on the alignment and proposed improvements, LAN will identify
necessary right of ways for the ultimate improvements, sloped easements, drainage easements and intersection
corner cutbacks. LAN will prepare a right-of-way base map showing all existing right-of-way lines, property
lines, and recorded easements. The right-of-way requirements map will show the proposed right-of-way lines
and proposed casements along with dimensions and approximate areas of the proposed acquisitions. Existing
utilities easements and proposed utilities relocations and easements will be incorporated into the right-of-way
requirements map, Topographic infonnation will be incorporated into the drawings as appropriate. The map will
also show property addresses, assessor numbers, property owners' names with mailing addresses, and legal
documents will be listed in reference to the parcels. The right-of-way requirements information will be
forwarded to the City's right-of-way agent.
11. Utility Coordination - The Consultant will identity and coordinate with the various utility companies for the
relocation of their facilities in conflict with the proposed construction. This scope of work assumes the respective
utility owners will prepare their utility relocation plans. All work will be in conformance with Caltrans
procedures for utility notification, research and relocation. All high and low risk utilities, as defined by Caltrans'
Project Development Procedures Manual, will be identified in the Project Report.

Prepare a preliminary Utility Conflict Map from record infonnation showing those utilities, including the
Metropolitan Water District's facilities that may be in conflict with the proposed construction. Overhead lines
will be located and elevations will be obtained over the proposed improvements to assure that minimum vertical
clearance is maintained.
Utilitv Potholing - Prepare a utility pothole map for those facilities that are in potential conflict with construction.
Coordinate with the utility companies regarding specific methods required for pothole working and around their
facilities; i.e. wet or dry vacuum or open trench excavation. Coordinate with the City, County Flood Control
District, water agencies and others for an encroachment pennit and traffic control plans for field pothole work.
Coordinate with pothole Contractor during the field exploration work and document the pothole work to confinn
that the required infonnation is being obtained, i.e. the description of the utility and pothole data is correctly
referenced for inclusion on the project plans. Coordinate with surveyor to establish the precise location and depth
of the potholes. For budgetary purposes, 40 potholes were assumed.
Utilltv Relocations - Update the Utility Conflict map to reflect the current utility infonnation collected in the

earlier tasks. Identify those utilities that are in conflict with construction and those that are to be protected in
place. Send a registered Relocation Claim Letter to the respective utility owners with facilities in conflict with
construction. This notification will request the respective utility owners to disclose their prior rights, prepare
plans and cost estimates for required relocations, including provisions for futures facilities to be incorporated in
the project and respective cost sharing, if any, between the Agency and the Utility Company. Meet with and
coordinate with those affected utility companies in the planning for the required relocations to detennine
scheduling, right of way requirements and other pertinent infonnation that must be considered in the project
design. Detennine prior rights to establish whether it is the Agency or Utility Company responsibility for the
cost of required utility relocations. Send a registered Notice to Relocate to the affected utility companies.
Monitor their response and progress in following through with the required relocations. Subsequent notices and
contacts may be required to assure the utility relocation planning and relocations are progressing on schedule.
Provide a Caltrans required utility certification as a part of the Right-of-Way certification.
12. Environmental Coordination - The LAN Environmental Manager, Alicia Colburn, provides a key link between
the LAN Engineering team and the City's environmental consultant, Lilburn Corporation. The Environmental
Manager will coordinate closely with the environmental consultant to identify the engineering data. drawings,
and materials required for processing the NEP A document and to coordinate timely delivery of time-scnsitive
materials. The Environmental Manager will attend meetings between the environmental consultant and Caltrans
Local Assistance and Environmental. The Environmental Manager will review the draft environmental
documents to assure consistency with the proposed engineering improvements.
LAN is uniquely positioned to offer additional environmental oversight, management and QA/QC services to the
City as an optional service, should the City desire to do so. Our environmental manager, Alicia Colburn, was
previously the Environmental Manager for Local Assistance at Caltrans and has a thorough understanding of the
Caltrans environmental processing requirements. If the City requires an additional level of oversight,
coordination, and review of the City's environmental consultant's work, LAN can provide this optional
additional service.
The optional tasks that the Environmental Manager will provide are: management of the environmental sub-
consultants, and a Quality Control/Quality Assurance (QC/QA) review prior to documents being submitted to
Caltrans. The type of QC/QA review that the Environmental Manager would provide would be comparable to
that of a Caltrans reviewer, which would ultimately expedite the review process through Caltrans. The
Environmental Manager would ensure that the submittal would be complete and uses appropriate Caltrans
fonnat. The federal environmental process (NEPA) through Caltrans can be a lengthy process, which requires

many technical studies due to the project impacts. The Environmental Manager would attend 12 monthly PDT
meetings, with action and follow up on tasks, through a two year period that is assumed for the environmental
process.
13. City Format Project Submittals. After all data has been analyzed and processed, a complete submittal will be
made with 35% plans and cost estimate for Ihe ultimate improvements as well as the necessary design and
construction cost for the scope of this project as required per the RFP.
. A preliminary 35% design will be developed and submitted on the basis of the projeet objectives. The
submittal will include cost estimates, a written report of issues and feasible alternatives. This phase's
submittal will define and establish the scope of work to meet project budgetary constraints, funding, policies
and guidelines, and project schedule. It will address and resolve all deficiencies, facility conflicts, drainage
issues, environmental clearances and identify right-of-ways 10 be acquired.

. All estimates of all necessary items of work will be submitted per the City request fonnat and by division of
phase or tasks and locations. Utility relocation cost and right-of-way acquisition cost shall also include all
the necessary report, processing and clearance costs involved to achieve the project objectives.
. LAN will provide the number of copies of all the reports, plans and estimates with previous check prints,
attachments, supporting documents and letters of transmittal to Ihe City as required.
B. Project DesIgn Phase
The goal of Project Design Phase is to develop construction documents for the initial phase improvements for
State Street from Rancho Avenue south of Foothill Blvd. to State Street at 16th Street The initial phase
improvements will provide for one lane of traffic in each direction, curb and gutters, sidewalks, street lights,
provisions for a raised median, and provisions for future parkway landscaping and irrigation.
The Project Design Phase will start after the City reviews and approves the Preliminary Engineering Phase of the
project and completes adoption of the preliminary design recommendations. At this point the formal right-of-
way and easement acquisition process will have begun and the necessary feedback will have been obtained. All
utilities that require relocation or adjustment shall be identified and then scheduled to be relocated. Completion
of the drainage study in the preliminary engineering phase will provide the necessary information and will
identify the necessary permits for the drainage improvements. The final geotechnical report will provide
recommendations for the paving and stonn drain facilities design. The major work elements of the Project
Design Phase include:

accordance, with the approved recommendations of the Preliminary Engineering Phase design and the applicable
City, SBCFCD, and/or related agencies standards and requirements. LAN will obtain all stormwater and
drainage related tentative agreements, penn its and clearances prior to the bidding of the project Plans will be
prepared with plans, profiles, details, and construction notes to allow for construction of the proposed initial

that necessary adjustments can be made in a timely manner. The estimates will be a management tool for the
City's Project Manager to ensure quality and the timely handling of the entire project to keep the project within
its budgetary limits. Estimates will be prepared with quantities, units, and up-to-date unit costs with a format
per the City's requirement and submitted at the frequency per the City's requirements and special requests.
4. Utility Adjustment and Relocation - All utility coordination work will be completed throughout the design
phase of the project from the preliminary to final utility notices so as to identify and schedule utility relocations
with various utility companies based on design, research and pothole survey information. All utility notices,
drawings and attaching documents will be submitted per the requirement of the RFP. Utility valves, meters and
manhole covers will also be adjusted to grade as scheduled by the utility companies or the contractor. Additional
meetings may be scheduled to obtain agreements to relocate utilities that require additional easements or special
designs. Final utility notices will be prepared to schedule and secure utility relocations prior to the
commencement of construction of the project. This will be an essential step to avoid change orders and
construction delays, and to meet the project budget.
5. Traffic Signals - There is an existing traffic signal at the intersection of Baseline St at State Street that currently
serves the adjacent Arroyo Valley High School at the southeast corner. This traffic signal will be upgraded for
the ultimate configuration of the intersection. Traffic volume analysis at this intersection will be obtained (when
available) and reviewed for the turn lanes at this intersection. Traffic signal facilities will be evaluated for future
road extension, potential future lane configurations, and confonnance with current standards. New traffic signal
at the intersection of Foothill Boulevard (Route 66) and the proposed State Street will be designed based on
Caltrans Standard. design approval and pennit will also be required from Caltrans.
Traffic signal facilities will be evaluated for conflicts with the proposed road extension improvements; length of
mast arms and signal head placement; suitability for the new lane configurations; and confonnance with current
standards. Conduct field check to verify the existing traffic signal equipment. overhead and underground utility
to make sure proper clearances are maintained and to identify potential power feed points for the new traffic
signal. Traffic signal designs will be developed based on the design requirements of the City and Caltrans
Standard Plans, Evaluate traffic signal phasing based on the projected future traffic volumes and pedestrian
needs. Detailed assessment of the existing curb ramps, walks, and driveways for confonnance with ADA and
current City Standards will be perfonned in the data collection process and recommendation of retrofit will be
prepared and presented.
Trame signal plans will be prepared for the modification of the existing signal at Base Line Street and the new
fully actuated traffic signal at Foothill Boulevard and State Street based on the City Standard, Caltrans Standard
and the latest requirements 2006 California Manual on Unifonn Traffic Control Devices (MUTCD). Traffic
Signal Interconnect conduits and pull boxes facilities will be coordinated with the City and Caltrans. This work
will be shown on the intersection signal plans.

6. Street lighting Plans - A Street Lighting plans will be prepared for each of the project phases incorporating the
lighting requirements per the City and Caltrans Standard. Conduct field check to verify the existing overhead
high voltage and other utility line to make sure proper clearances are maintained and to identify potential power
feed points for the new street lighting. The street lighting plans will include all the equipments schedule,
conduits and pull boxes and service cabinet as require per the City and Caltrans.
7. Signing and Striping Design - Signing and Striping Plans will be prepared showing the affected construction
area and all affected traffic stripes. The plans will show the location of all proposed traffic stripes and markings
and the proper disposition of all affected existing signs and markings. Any work required to transition the
proposed stripes to join with existing stripes on intersection approaches will also be provided.
8. Traffic Control & Detour Plans - Detour plans are not likely needed because the street widening can be phased
within traffic control staging. The design, legend, and location of all work area signs, barricades, and necessary
additional traffic controls are designated and placed on the plan sheets. In addition, general notes applying to
construction traffic control, a plan legend, and City plan border infonnation are placed on each project sheet.
The plans will be prepared to confonn to the general requirements of the City, with consideration for the needs
of the Contractor's construction operations. Coordination will be required with Robertson's Ready Mix and the
high school to accommodate their particular traffic needs during construction. Traffic control and construction
area signing at Foothill Blvd. will be developed to meet Caltrans submittal requirements for encroachment
permit.

9. Right-of-Way - Legal Descriptions and plats shall be prepared to support the acquisition of right of way. The
metes and bounds legal descriptions or strip descriptions will be accompanied by a plat map that will be
recorded with the description. All documents will be prepared by or under the direct supervision of a licensed
land surveyor.
In order to prepare the legal descriptions, preliminary title reports will be required for eaeh affected parcel.
For the purposes of this proposal, it is assumed that the City will obtain the necessary title reports.
For the purposes of this proposal, thirty five (35) parcels have been identified and included, Legal
descriptions for these parcels will be prepared as a part of this scope of services. Additional legal
descriptions and plats will be completed on a time and materials basis as an addition to this scope and fee.
The legal descriptions and plats included herein can be delivered within four (4) weeks of rcccipt of the
final right of way limits and preliminary title rcports.
10. Submission Format - The project plans and specifications will include all construction items; will identify the
referenced agencies standards and include construction details to enable accurate bidding of the project. All
plans and documents shall confonn to all the standards and criteria as specified in the RFP, with additional plans
and documentation for the phasing requirements of this project. All software used to generate plans and
documents will confonn to the requirements as specified in the RFP.
11. Project SpeCifications, Bidding and Pr~onstructlon Meeting - LAN will provide Technical Provisions with
attachments of standard plans, documents and special requirements related to the project construction plans,
estimates and specifications. LAN will answer questions during the bidding period and attend both the pre-bid
and the pre-construction meeting.
C. Construction Support Phase
Consultation and plan revisions during construction, as-built drawings and other documentation requircments for the
City will be provided by LAN throughout the construction phase. LAN will prepare the as-built drawings, All digital
project files and drawings will be copied on CD-R W compact discs, and submitted to the City.
