POSITION JUSTIFICATIONS
The following are justifications for classified appointments, promotions and other
personnel actions to be reviewed by the Mayor and Common Council at the
March 5, 2001 Council meeting.
CLASSIFIED
GENERAL FUND
1. Animal Shelter Attendant Netter. Jody) - Appointment
ANIMAL CONTROL
The Animal Shelter Attendants clean, medicate, feed and care for all shelter
animals. They provide "in-person" services to the public such as adoptions,
redemptions, receiving and general information with animals/problems. Filling
this position will allow the shelter staff to provide adequate care and treatment to
the animals, and it will bring the staffing level to the total of four (4) authorized
positions.
2. Construction Inspector II Position (Greaorv. Terrv) - Appointment
DEVELOPMENT SERVICES
The Construction Inspector II position will be assigned primarily to inspect and
monitor Capital Improvement Projects. Filling this position will reduce the
department's need to rely on contractual inspection services, resulting in budget
savings. Closer monitoring of capital projects will result in fewer change orders.
Current staffing level for inspection of public works projects is at a minimum and
the increased number of capital projects already in the design process may soon
"spread" current staff too thin to provide appropriate field oversight.
The incumbent has extensive experience in public works. He is currently
employed as a public works inspector with the Town of Apple Valley and has
soils testing and inspecting experience. He has an American Concrete Institute
(ACI) inspections license and has taken recent courses from Cal-State and Cal
Poly in construction technology.
3. Senior Administrative Analyst (Johnny Hoover) - Appointment
DEVELOPMENT SERVICES
The consolidation of the Planning and Building Services Department and Public
Works Department created the Development Services Department, resulting in a
large department with a wide range of responsibilities. The Senior Administrative
Analyst will assist the Director in coordination and preparation of all Mayor and
Council agenda items, may attend meetings and coordinate projects on the

Director's behalf, provide progress reports, develop and administer a complaint
resolution procedure, prepare status reports on public works projects and major
planning projects.
In addition, the Senior Administrative Analyst will playa key role in providing a
link between the engineering and planning functions. Initial assignments will
include revision and analysis of the City's Congestion Management Plan (CMP),
updating and reviewing the logic of the development and engineering fees,
playing a key role in Federal and State Aid grant applications and administration,
and analysis and implementation of methods to expedite the permitting process.
Ms. Hoover holds a Master's degree in Public Administration and a BA in
Business Administration and brings to the City a breadth of experience with both
municipal and county activities, which will help the Development Services
Department link more effectively with internal departments as well as exterior
agencies.
4. Disoatcher I (Rothstein. Anthonv) - Appointment
FIRE
The position of Dispatcher I is a key public safety position in the Fire Department.
The incumbent has been filling a vacant position in Fire Dispatch since February
16,2001, to assist in mitigating some of the mandatory overtime shifts, cancelled
vacations and other scheduling difficulties that a vacancy in Dispatch creates.
The filling of this position assists in the effort to maintain a constant and available
work force.
5. Recreation Theraoist (Hankins. Sarisa) - Appointment
PARKS, RECREATION & COMMUNITY SERVICES
The Recreation Therapist position is a full-time position in the Parks, Recreation
and Community Services Department. This position is assigned to the CID
(Center for Individual Development) and provides services to disabled and senior
participants. It is fully funded in the department general fund budget.
Filling this position will allow for both an increase in services and improvement in
quality of services. The CID Advisory Council has repeatedly expressed
concerns regarding the quality and quantity of programs offered to people with
disabilities at CID. Services provided at CID have been coordinated and
conducted by part-time staff who do not have the education, expertise or
experience that is required of the full-time position. The Recreation Therapist is
a professionally trained position that will provide quality leadership of the
recreation services at CID. Additionally, filling this position will allow for the
reinstitution of services for disabled adults that were cut due to the vacancy in
this position.

This position will also assist in department operations and programs. The
position will be involved with the annual in-service training of part-time staff and
will assist in administrative tasks associated with CID.
6-7. Maintenance Worker II (Mishodek, Daniel & Torbitt, Billy) - Appointments
PUBLIC SERVICES
The Maintenance Worker II position is a member of the street maintenance crew
who assist in the maintenance and repair of the City's infrastructure. this
maintenance and repair extends the life of the City's infrastructure and delays or
eliminates more costly projects such as removal and replacement. This
maintenance is essential to maintain the appearance and usability of the City's
streets, sidewalks, sewers, storm drains and other infrastructure.
8. Senior Planner (Bellandi, Joseph) - Promotion
DEVELOPMENT SERVIES
The Senior Planner is the mid-management position in the Planning Division
responsible for overseeing the day-to-day activities of the planners, preparation
of advanced level studies and reports, and representing the City in meetings with
developers/applicants, other jurisdictions and govemmental agencies.
9. Enaineerina Assistant III (Sepulveda, Robert) - Promotion
DEVELOPMENT SERVICES
The Engineering Assistant III position was established through Council action last
June and is an important component of the reorganization plan for the Public
Works Division. This professional engineering staff position will provide
assistance in ensuring that federal and state funded capital improvement projects
are completed in a timely manner, will assist with project management duties
such as overseeing project design, federal and state compliance requirements
and deadlines, and will assist field activities as required.
Mr. Sepulveda meets the minimum qualifications related to the experience and
technical skills required for the position. Department management is confident
that he will be an asset to the department in the capacity of Engineering
Assistant III.
